Harsimrat Kaur Badal takes charge as Union Minister of Food Processing Industries

Harsimrat Kaur Badal, assumed charge of her office as the Union Minister of Food Processing Industries for a second term here today.

This is the second stint of Harsimrat Badal as Minister of Food Processing Industries after holding the same charge under NDA 1 from 2014 to 2019.

During her time as the Cabinet Minister her main achievements include the successful organisation of World Food India 2017 (following which preparations for World Food India 2019 are currently underway), successful operationalisation of Operation Greens to arrest the fluctuation in prices of tomato, onion and potato, giving a major boost to food processing in India by way of inauguration of 17 Mega Food Parks, fast tracking of approvals of cold chains and other projects et al.

The Minister notably led efforts of Indian food processing sector towards relief efforts in Kerala in 2018.

Harsimrat Kaur Badal is a Member of Parliament from Bathinda, Punjab and a member of Shiromani Akali Dal. This is her third consecutive stint as an MP from Bathinda after being a part of both the 15th and 16th Lok Sabha from the same constituency.

Harsimrat Kaur Badal has done her schooling from Loreto convent school, New Delhi and subsequently pursued a three-year course in textile design.

Civic Body Organises Workshop on Solid Waste Management

Commissioner of Municipal Corporation Jalandhar  Diparva Lakra today called upon the Principals of all the government and private schools in the district to come forward for developing their schools as ‘Plastic Free Zone’.

Addressing the gathering during a workshop on Solid Waste Management organized by the civic body for the School Principals here at the local KMV Sanskriti School, the Commissioner, accompanied by the Joint Commissioner Municipal Corporation Aashika Jain, said that in order to avoid environmental hazards the school Principals must ensure that use of plastic was completely banned in the school premises.

He said that disposable material must be completely prohibited in the school canteens along with the plastic bags. Lakra said that plastics play a major havoc with the health of the residents due to need of the hour was to ban them in school premises.

Dwelling on another point, the Commissioner said that all the government schools where Mid Day meal was offered must ensure that waste generated while preparing the meal was duly composted as per Solid Waste Management Rules 2016.

He said that the waste must be disposed off with the through Pit Composting technique being adopted by the Municipal Corporation.

Lakra said that the civic body has already set up Pit Composting Unit at Government Senior Secondary School Nehru Garden adding that the other Principals could also use the same technique to compost this waste.

Batting for mass awareness campaign amongst the students to make them aware of solid waste management, the Commissioner said that the students must be made aware of the benefits of the source segregation for proper disposal of the waste.

He exhorted the schools to encourage the students for ensuring source segregation at their homes so that Jalandhar could be made clean, green and pollution free.

Lakra announced that after the summer vacations were over the Municipal Corporation would assess the performance of schools on the themes of plastic free zones, pit compositing and source segregation adding that as per the performance of schools the civic body would select 10 best performing schools out of them.

On the occasion District education officer Harvinder Pal Singh, District Guidance Counselor  Surjit Lal and others were also present.

Move aimed at streamlining traffic movement & environment pollution

In a bid to streamline traffic movement in the city, the district administration today decided to embark a major drive to take strict action against illegal auto-rickshaws and overloaded vehicles plying in the city.

A decision to this effect was taken during a meeting held here at the District Administrative Complex in which MLA Avtar Singh Bawa Henry, Commissioner of Police Gurpreet Singh Bhullar, Commissioner Municipal Corporation Jalandhar  Diprava Lakra, Additional Deputy Commissioners  Kulwant Singh and Jasbir Singh, Joint Commissioner Municipal Corporation  Aashika Jain and Secretary Regional Transport Authority (RTA) Dr. Nayan Jassal were present.

It was decided in the meeting that severest of severe action would be taken against the auto rickshaws and overloaded vehicles moving within the Municipal limits illegally. Similarly, it was decided that special checking points would be installed at the entry points of the city to check the entry of these vehicles in the city and challan such vehicles.

Likewise, it was decided that a joint team comprising of officers from Transport and Police departments besides the Sub Divisional Magistrates would enforce this drive to check the movement of these vehicles.

It was also decided that in order to prevent hazardous effects of plastic bags in the city, a major drive would also be started to check the use of plastic bags in the city. During the drive major checking would be done at all the malls and shopping complexes besides the prominent markets in the city.

It was also decided that stern action would be taken against the erring people who would use the plastic bags as they cast a hazardous effect on human health besides causing major environmental pollution.

Barnala DC flags off awareness van on World No Tobacco Day

Barnala, May 31:

Deputy Commissioner Barnala Tej Partap Singh Phoolka, on Friday, flagged off awareness van on the occasion of World No Tobacco Day here from civil surgeon office.

DC said that the awareness van would make the district residents aware of the ill-effects of consuming tobacco products. He also directed the health department officials to issue challans to under The Cigarettes and Other Tobacco Products Act (COTPA) to ensure zero smoking on public places.

TPS Phoolka said that theme of World No Tobacco Day is tobacco and lung health and district administration would carry out awareness campaign on the negative impact of tobacco on the people’s health, from cancer to chronic respiratory diseases. He added that it would also focus on the fundamental role lungs play for the health and well-being of all people.

On this occasion, a district level seminar was also organised by the health department to sensitise people against the use of tobacco. World No Tobacco Day was also observed in various schools with the motivation of Youth Services Department.

Civil Surgeon Dr. Jugal Kishore, District Family Welfare Officer Dr. Tapinderjot Kaushal, District Health Officer Dr. Raj Kumar, Mass Media officer Gurmeet Singh among several others were also present on the occasion.

Barnala DC directs GoGs, officials to hold fresh survey to identify youth requiring treatment for drugs abuse

To carry out the Drug Abuse and Prevention Officer (DAPO) programme effectively in Barnala district, Deputy Commissioner Barnala Tej Partap Singh Phoolka has directed Guardians of Governance (GoGs) to identify the drug addicts from their respective villages to sensitize them for proper treatment.

DC has also asked the health department officials to prepare the village wise lists of patients who have not completed the drug de-addiction treatment from OOAT centres and Drug De-addiction centres.

Tej Partap Singh Phoolka said, “Now, it the time to recheck the lists prepared by the police with the help of other sources about the drug addicts and drug dealers and crack down heavily on the menace”.

DC further said we have divided the district in various clusters in which the concerned nodal officer will keep the tab on addicts to ensure their proper treatment in de-addiction centers and OOAT clinics being run by the Punjab Government.

The police department officials have also directed to act tough against the drug suppliers to ensure zero availability of drugs in the district, he added.

Deputy Commissioner, while lauding the efforts GoGs, said that apart from their basic job, the GoGs had also actively participating in the DAPO in the past to eradicate drug menace from their respective villages.

Phoolka said that if the GOGs notice any misdoing or negligence in their respective area in other government schemes or development works, the same should be reported to the concerned SDM or directly to Deputy Commissioner’s office.

He added that every possible help from the district administrative officials would be extended to the GOGs for the betterment of residents of Barnala.

On this occasion, SSP Harjit Singh, ADC Ruhee Dugg, SDM Sandeep Kumar, Assistant Commissioner Dr. Karamjit Singh, SP Sukhdev Singh Virk, GoGs Incharge Retd. Colonel Labh Singh, all DSPs and SHOs among officers from various departments including all GOGs were also present.

Two days National Consultation for women who use drug in India at Kapurthala

Kapurthala, 30 May: A two days National Consultation for women who use drugs in India concluded to an end today at Kapurthala’s Civil Hospital based NavJeevan Drug Deaddiction Centre.
The consultation brought together women members and advocates of the Indian Drug Users Forum a community led network of people who use drugs and advocate for the health, right and well being of their peers.
This included women beneficiaries and advocates from over 13 states of India with high prevalence of drug use driven HIV, viral hepatitis and overdose which contribute to high morbidity and mortality amongst the drug using populations of India.
The “Magnitude of Substance Use in India- 2019” report launched by the Ministry of Social Justice and Empowerment, Government of India in February 2019 amongst others, underscores the urgency to intervene amongst women who use drugs as a priority in India.
At the consultation, the Government of Punjab led by the Chief of Special Task Force  Gurpreet Deo gave an eloquent speech and gave assurances on behalf of her department and the Government of Punjab to ensure a health and human rights based approach building on interdepartmental synergies to address the drug use related health and social concerns in Punjab.
She highlighted that because unique problems require unique solutions, people – including specially women – do not surrender their rights simply because they use, produce or become involved with illicit drugs – yet it has been well documented that drug laws and their enforcement around the world can result in multiple forms of human rights abuses which can contribute to higher incidences of HIV, HCV, overdose and other diseases that contribute to mortality and morbidity amongst people who use drugs.
She cited good examples from Punjab of Law Enforcement, civil society, community and public health partnerships as a model for replication elsewhere and congratulated Dr Sandeep Bhola and his team for the commendable work at Kapurthala.
Gurpreet Deo also appreciated the efforts of India HIV/AIDS Alliance and thanked them for choosing Kapurthala as the model intervention site. At the meeting, other dignitaries from the Punjab Government included DPS Kharbanda DC Kapurthala, Satinder Singh SSP Kapurthala, Varinder Pal Singh SDM Kapurthala and Dr Balwant Singh Civil Surgeon Kapurthala.
Besides the technical sessions the participants were also given a tour of the facility and taken to the Jalandhar (at Kaputhala) model prison which is one of the few such prisons where both HIV and OST services were provided to women who use drugs.
The participants shared that it was for the first time that they witnessed a programme that provided 8 of the 9 harm reduction services being provided under one roof and in prisons. One of the participants summed up the learning’s as “there are many lessons to be learnt, there is much more to be done still and it is important to ensure that the community of people who use drugs are meaningfully engaged in the process”
Kunal Kishore Associate Director of Alliance India earlier made a presentation of the project and highlighted that “as we move forward to ensure that women irrespective of where they may be community, institutions and/or prisons – have access to all the harm reduction services .
He further said we are working towards ensuring this in Punjab and the project is being possible because of the leadership and efforts of Punjab Government’s Ministry of Health, Special Task force, Sandeep Bhola  his brilliant team and the community of people who use drugs who are leading the change we wish to see .
He specially thanked Satish Chandra, Additional Chief Secretary Health, Government of Punjab who provided necessary guidance, leadership and support which made it possible for the project to see the light of the day.
He explained that India HIV/AIDS Alliance is the Principle Recipient (PR) for the Global Fund regional Harm Reduction Advocacy in Asia project (2017-2019) that involves 7 countries in Asia (India, Vietnam, Indonesia, Cambodia, Thailand, Nepal and the Philippines).
The project aims to maximize impact of investments that help break the cycle of transmission of HIV among PWID in concentrated epidemics by addressing legal, policy and health system barriers that hinder necessary outreach, coverage and access to core services through community system strengthening.
He highlighted that as part of this project an indigenous strategy building on indigenous experiences and science will inform a comprehensive package of services for women who use drugs in India which will serve as a basis for replicating the experience in other Asian countries supported through the project.
The consultation ended with a discussion on the actionable next steps led by Charanjit Sharma Technical Advisor of India HIV/AIDS Alliance and a vote of thanks by Ms. Ira Madan Regional Advocacy Officer at India HIV/AIDS Alliance.

Commissioner of Police Gurpreet Singh Bhullar, Additional Deputy Commissioner Kulwant Singh and Senior Superintendent of Police Navjot Singh Mahal today asked the officers of the civil and Police administration to wage a relentless battle against scourge of drugs till its last ounce was not wiped out from the district.

Presiding over a meeting to review the Drug Abuse Prevention Officer (DAPO) scheme, here today at the District Administrative Complex, the Commissioner of Police, Additional Deputy Commissioner and Senior Superintendent of Police said that people must be further roped in to support this pious mission of the state government, which aims at complete eradication of drugs from the district.

They said that no such program could achieve success without the active support and cooperation of people. They also said that the parents and kin of the drug addicts must shun the so-called social stigma attached to this problem and come forward for treatment of their dear ones.

Highlighting the significance of the DAPO scheme they said that the DAPO volunteers were assigned the task of raising awareness against drug abuse, identification of users, high-risk people and vulnerable sections.

They said that drug addicts were not criminals and were in fact victims, which need to be brought into the main fray through this initiative, for which the officers could play a key role.

They said that massive efforts have already been made to cut the supply line of drugs but perhaps for the first time in the globe a serious effort was being made to check the demand of drugs by motivating the people to be partners in this cause.

They said that the DAPOs were already motivating the drug users and their families to avail treatment facilities besides facilitating their treatment and counselling at drug de-addiction centres.

Likewise, they said that the DAPOs were also providing valuable feedback to the state government on the issue adding that the officers must have periodic review meetings with the DAPO volunteers to completely eradicate this curse from the district.

They said that the state government has already set the wheels in motion to create a mass movement against the drugs through an army of volunteers above the age of 18 years in every Mohalla/ Ward/ Village of the district.

On the occasion, Additional Deputy Commissioner Jasbir Singh, DCP Gurmeet Singh, Sub Divisional Magistrate Paramvir Singh,  Amit Kumar, Charumita, Sanjiv Sharma, Assistant Commissioner Shaiyari Malhotra, Civil Surgeon  Rajesh Kumar Bagga and others were also present.

Son of Barnala’s Sessions Judge secures AILET’s 5th rank

Agam with 83.5 marks only candidate from Punjab to clinch seat

Agam Aggarwal secured All India Rank-5 with 83.5 marks in the All India Law Entrance Test (AILET) conducted by the National Law University (NLU) Delhi. Agam is the son of district and sessions judge Barnala, Virinder Aggarwal. NLU Delhi was founded in 2008 and was ranked second best Law College in India by NIRF Rankings 2019.

It is pertinent to mention that Agam is the only candidate from Punjab to clinch the seat for admission to 5 year BA LLB programme 2019-2020 in NLU Delhi on basis of AILET exam.

AILET was held on May 5, 2019 and as per first merit list, only 73 candidates are being offered admission out of total 18,583 candidates from all over India.

Agam Aggarwal dedicated his success to his parents and teachers and said that he had worked very hard to achieve this goal. He added that his father is his role model as he always encouraged me to work hard.

“I am very happy as I am getting admission in one of the reputed institutions of India. It will also fulfil my dream to become a lawyer in Supreme Court,” Agam said.

Anu Aggarwal, Agam’s mother, said that it was a proud moment for their family when they get the information about his result. She added that Agam was working very hard from his childhood and never took any tuition classes.

“He secured around 96 percent marks in 10+2 without any coaching classes. With the help of self studies and self concentration, our child achieved the success,” Agam’s mother said.

Deputy Commissioner Barnala Tej Partap Singh Phoolka, other judicial and administrative officials also congratulated Agam and family for the achievement.
