560 villages achieve target of 100 percent vaccination in Jalandhar: DC Ghanshyam Thori

Emerging as a leading district for vaccinating rural population, Jalandhar district has completed 100 percent vaccination in 560 villages here on Wednesday.

Divulging the details, Deputy Commissioner Ghanshyam Thori said that a special drive has been going on to ensure 100 percent vaccination at villages across the district and under this mammoth drive, Jalandhar health department teams have been camping in the villages to cover the maximum population.

The DC said it was the need of the hour to vaccinate people on a war footing to build herd immunity to combat the third wave by sending teams in every nook and corner of the district.

He informed that those villages that have achieved 100% vaccinations include 36 villages under Bilga Health Block, 30 villages in Jandiala, 15 in Lohian, 76 in Bara Pind, 48 in Adampur, 1 in Bundala, 44 in Kartarpur, 54 in Mehatpur, 85 in Kala Bakra and 68 in Jamsher and 103 villages of Shahkot health block.

Under the immunization drive initiated from January 16, 2021, district administration has covered more than 90 per cent population by administering over 20.50 lakh doses to eligible beneficiaries of the district, he said

The DC called upon people to come forward for the second dose of Covid-19 vaccine to ensure their safety from the virus. He added that special mobile camps were being held across the district to assist people with doorstep inoculation facilities.

Giving more information about the drive, Thori said that the teams of district administration and health department were in constant touch with the panchayats and sarpanches to ensure timely vaccination. He said that the efforts were receiving encouraging responses from the residents of villages. In the coming days the remaining villages will also be covered as per the availability of the vaccine, he said.

District Immunization Officer Dr. Rakesh Chopra said that in the above 560 villages, all eligible beneficiary people have been vaccinated with first dose of the vaccine.

He said that drive is going on and remaining villages of the district would be covered soon to ensure 100% immunization in coming days as around 90% eligible population in villages have already received first dose of the Covid-19 vaccine.

He also thanked the district administration headed by Deputy Commissioner Ghanshyam Thori for ensuring the timely availability of vaccines and for their support by setting up special mobile camps at the village level. He said that this achievement has been achieved with the help of district administration.

ਫਾਜਿ਼ਲਕਾ ਵਿਖੇ ਕੁਝ ਸਮੇਂ ਲਈ ਬਤੌਰ ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਵਿਕਾਸ ਸੇਵਾ ਨਿਭਾਉਣ ਆਏ ਆਈਏਐਸ ਅਫ਼ਸਰ ਸਾਗਰ ਸੇਤੀਆ ਨੇ ਜਿ਼ਲ੍ਹੇ ਵਿਚ ਆਪਣੇ ਛੋਟੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਫਾਜਿ਼ਲਕਾ ਜਿ਼ਲ੍ਹੇ ਵਿਚ ਨਵੀਂਆਂ ਪੈੜਾਂ ਪਾਈਆਂ ਹਨ।

ਸਾਗਰ ਸੇਤੀਆ ਨੇ 5 ਮਈ 2021 ਨੂੰ ਫਾਜਿ਼ਲਕਾ ਵਿਖੇ ਬਤੌਰ ਏਡੀਸੀ ਵਿਕਾਸ ਜ਼ੁਆਇਨ ਕੀਤਾ ਸੀ ਅਤੇ ਇਸ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਦੇ ਜਿ਼ਲ੍ਹੇ ਵਿਚਲੇ 5 ਮਹੀਨੇ ਦੇ ਕਾਰਜਕਾਲ ਦੇ ਸਮੇਂ ਦੌਰਾਨ ਮਗਨਰੇਗਾ ਸਟਾਫ ਦੀ ਹੜਤਾਲ ਵੀ ਰਹੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਪਰਿਵਾਰਕ ਰੁਝੇਵਿਆਂ ਕਾਰਨ ਕੁਝ ਦਿਨ ਦੀ ਛੁੱਟੀ ਵੀ ਲੈਣੀ ਪਈ ਪਰ ਯੋਜਨਾਵਾਂ ਨੂੰ ਪ੍ਰਭਾਵੀ ਤਰੀਕੇ ਨਾਲ ਲਾਗੂ ਕਰਨ ਦੇ ਉਨ੍ਹਾਂ ਦੇ ਸਿਰੜ ਨੇ ਨਵੇਂ ਦਿਸਹੱਦੇ ਸਥਾਪਿਤ ਕਰ ਦਿੱਤੇ ਹਨ।

ਜਦ ਉਨ੍ਹਾਂ ਨੇ ਫਾਜਿ਼ਲਕਾ ਵਿਖੇ ਕਾਰਜਭਾਰ ਸੰਭਾਲਿਆ ਸੀ ਤਾਂ ਜਿ਼ਲ੍ਹੇ ਵਿਚ ਔਸਤ ਰੋਜਾਨਾ 1400 ਮਗਨਰੇਗਾ ਦਿਹਾੜੀਆਂ ਦੀ ਸਿਰਜਣਾ ਹੋ ਰਹੀ ਸੀ ਪਰ ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਨੂੰ 30000 ਪ੍ਰਤੀ ਦਿਨ ਤੱਕ ਵੀ ਪਹੁੰਚਾਇਆ ਅਤੇ ਹੁਣ ਨਰਮੇ ਦੀ ਚੁਗਾਈ ਸ਼ੁਰੂ ਹੋ ਜਾਣ ਤੋਂ ਬਾਅਦ ਵੀ ਇਹ ਆਂਕੜਾ 14-15000 ਦੇ ਆਸਪਾਸ ਚੱਲ ਰਿਹਾ ਸੀ।

ਇਸ ਸਫਲਤਾ ਦੀ ਕਹਾਣੀ ਉਨ੍ਹਾਂ ਦੇ ਸਕੀਮਾਂ ਨੂੰ ਲਾਗੂ ਕਰਨ ਦੇ ਤਰੀਕੇ ਵਿਚ ਲੁਕੀ ਹੋਈ ਹੈ। ਉਹ ਟੀਚੇ ਨਿਰਧਾਰਤ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਕੰਮ ਵਿਚ ਆ ਰਹੀਆਂ ਮੁਸਕਿਲਾਂ ਦਾ ਅਧਿਐਨ ਕਰਕੇ ਮੁਸਕਿਲਾਂ ਦਾ ਨਬੇੜਾ ਕਰਦੇ ਹਨ ਅਤੇ ਫਿਰ ਬੁਲੰਦ ਹੌਂਸਲੇ ਅਤੇ ਜ਼ੋਸ ਨਾਲ ਆਪਣੀ ਟੀਮ ਨਾਲ ਟੀਚਿਆਂ ਦੀ ਪ੍ਰਾਪਤੀ ਵਿਚ ਲੱਗ ਜਾਂਦੇ ਹਨ।

ਸਾਗਰ ਸੇਤੀਆ ਨੇ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਮਗਨਰੇਗਾ ਦੀਆਂ ਮੁਸਕਿਲਾਂ ਦਾ ਅਧਿਐਨ ਕਰਦਿਆਂ ਪਾਇਆ ਕਿ ਗ੍ਰਾਮ ਰੋਜਗਾਰ ਸੇਵਕ ਅਤੇ ਤਕਨੀਕੀ ਸਹਾਇਕ ਨੂੰ ਜ਼ੋ ਪਿੰਡ ਅਲਾਟ ਕੀਤੇ ਗਏ ਸਨ ਉਹ ਬਹੁਤ ਦੂਰ ਦੂਰ ਸਨ ਅਤੇ ਉਨ੍ਹਾਂ ਲਈ ਨਿਗਰਾਨੀ ਲਈ ਇਕ ਪਿੰਡ ਤੋਂ ਦੂਜ਼ੇ ਪਿੰਡ ਜਾਣਾ ਸੰਭਵ ਹੀ ਨਹੀਂ ਸੀ।

ਇਸ ਲਈ ਉਨ੍ਹਾਂ ਨੇ ਲਾਗੇ ਲਾਗੇ ਦੇ ਪਿੰਡਾਂ ਦੇ ਸਮੂਹ ਬਣਾ ਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਕੰਮ ਦਿੱਤਾ, ਇਵੇਂ ਹੀ ਬੁੱਧਵਾਰ ਦਾ ਦਿਨ ਨਿਰਧਾਰਤ ਕੀਤਾ ਜਿਸ ਦਿਨ ਪੰਚਾਇਤਾਂ ਫਾਇਲਾਂ ਤਿਆਰ ਕਰਵਾ ਕੇ ਜਮਾ ਕਰਵਾ ਸਕਨ। ਇਸਤੋਂ ਬਿਨ੍ਹਾਂ ਕਿਤੇ ਜਾਣ ਵਾਲੇ ਕੰਮਾਂ ਸਬੰਧੀ ਤਕਨੀਕੀ ਮਾਰਗਦਰਸ਼ਨ ਵੀ ਕੀਤਾ ਅਤੇ ਨਤੀਜਾ ਪ੍ਰੱਤਖ ਪ੍ਰਗਟ ਹੋ ਗਿਆ।

ਇਸ ਸਾਲ ਜਿ਼ਲ੍ਹੇ ਵਿਚ 23 ਲੱਖ ਦਿਹਾੜੀਆਂ ਦੇ ਟੀਚੇ ਦੇ ਮੁਕਾਬਲੇ ਪਹਿਲੇ 6 ਮਹੀਨਿਆਂ ਵਿਚ ਹੀ 17 ਲੱਖ ਦਿਹਾੜੀਆਂ ਦਾ ਟੀਚਾ ਸਰ ਕਰ ਲਿਆ ਗਿਆ ਅਤੇ ਜ਼ੇਕਰ ਇਸੇ ਰਫਤਾਰ ਨਾਲ ਕੰਮ ਚਲਦਾ ਰਿਹਾ ਤਾਂ ਵਿੱਤੀ ਸਾਲ ਦੇ ਅੰਤ ਤੱਕ ਟੀਚੇ ਤੋਂ ਦੁੱਗਣਾ ਕੰਮ ਹੋ ਸਕੇਗਾ।

ਉਹ ਆਖਦੇ ਹਨ ਕਿ ਮਗਨਰੇਗਾ ਵਿਚ ਫੰਡ ਦੀ ਕੋਈ ਕਮੀ ਨਹੀਂ ਬਸ਼ਰਤੇ ਯੋਜਨਾਂਵਾਂ ਸਹੀ ਤਰੀਕੇ ਨਾਲ ਬਣਾ ਕੇ ਲਾਗੂ ਕੀਤੀਆਂ ਜਾਣ।ਫਾਜਿਲ਼ਕਾ ਜਿ਼ਲ੍ਹੇ ਵਿਚ ਮਗਨਰੇਗਾ ਤਹਿਤ ਹੁਣ ਤੱਕ ਚਾਲੂ ਵਿੱਤੀ ਸਾਲ ਦੌਰਾਨ 86.25 ਕਰੋਡ਼ ਦੇ ਸਲਾਨਾ ਟੀਚੇ ਦੇ ਮੁਕਾਬਲੇ 61 ਕਰੋੜ ਰੁਪਏ ਖਰਚ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ।

ਇਸੇ ਤਰਾਂ ਵਿੱਤ ਕਮਿਸ਼ਨ ਦੀਆਂ ਗ੍ਰਾਂਟਾਂ ਜ਼ੋ ਕਿ ਅਕਸਰ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀਆਂ ਗ੍ਰਾਂਟ ਖਰਚਣ ਦੀਆਂ ਸ਼ਰਤਾਂ ਦੀ ਪਾਲਣਾ ਦੀ ਘਾਟ ਕਰਨ ਸਹੀ ਤਰੀਕੇ ਨਾਲ ਖਰਚ ਨਹੀਂ ਸੀ ਹੁੰਦੀਆਂ ਨੂੰ ਵੀ ਸਾਗਰ ਸੇਤੀਆ ਨੇ ਪੰਚਾਇਤ ਸੱਕਤਰਾਂ ਨੂੰ ਟੇ੍ਰਨਿੰਗ ਦੇ ਕੇ ਪਿੰਡ ਵਿਕਾਸ ਪਲਾਨ ਤੋਂ ਲੈ ਕੇ ਜਿ਼ਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਵਿਕਾਸ ਪਲਾਨ ਸਰਕਾਰ ਦੀ ਨੀਤੀ ਅਨੁਸਾਰ ਤਿਆਰ ਕਰਵਾਏ ਤਾਂਕਿ ਵੱਧ ਤੋਂ ਵੱਧ ਫੰਡ ਦਾ ਇਸਤੇਮਾਲ ਕੀਤਾ ਜਾ ਸਕੇ।

ਇਸ ਸਕੀਮ ਤਹਿਤ ਪਿੰਡ ਨੂੰ ਅਬਾਦੀ ਦੇ ਪ੍ਰਤੀ ਵਿਅਕਤੀ 354 ਰੁਪਏ ਦੀ ਸਲਾਨਾ ਗ੍ਰਾਂਟ ਮਿਲਦੀ ਹੈ ਅਤੇ ਇਸਦੇ ਖਰਚ ਦੇ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਕਰਨ ਦੀਆਂ ਸ਼ਰਤਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਨੇ ਪੂਰਾ ਕਰਵਾਇਆ।ਪਿੰਡ ਵਿਕਾਸ ਪਲਾਨ ਤਿਆਰ ਹੋਣ ਨਾਲ ਹੁਣ ਪਿੰਡਾਂ ਦਾ ਸਰਵਪੱਖੀ ਵਿਕਾਸ ਵੀ ਹੋਵੇਗਾ ਅਤੇ ਫੰਡਾਂ ਦਾ ਵੱਧ ਤੋਂ ਵੱਧ ਇਸਤੇਮਾਲ ਹੋਣ ਨਾਲ ਪਿੰਡਾਂ ਦਾ ਮੁਹਾਂਦਰਾ ਬਦਲੇਗਾ।

ਸਾਗਰ ਸੇਤੀਆ ਸਰਗਰਮ ਰਹਿੰਦੇ ਸਨ ਕਿ ਕਿਸ ਸਕੀਮ ਤਹਿਤ ਪਿੰਡਾਂ ਦੇ ਵਿਕਾਸ ਲਈ ਕਿਵੇਂ ਨਾ ਕਿਵੇਂ ਫੰਡ ਮਿਲਣ ਅਤੇ ਪਿੰਡਾਂ ਦਾ ਵਿਕਾਸ ਹੋਵੇ। ਇਸੇ ਲੜੀ ਤਹਿਤ ਸਵੱਛ ਭਾਰਤ ਮਿਸ਼ਨ ਫੇਜ਼ 2 ਤਹਿਤ ਸਰਕਾਰ ਵੱਲੋਂ 5000 ਤੋਂ ਵੱਧ ਅਬਾਦੀ ਵਾਲੇ ਪਿੰਡਾਂ ਨੂੰ ਤਰਲ ਕਚਰੇ ਭਾਵ ਗੰਦੇ ਪਾਣੀ ਦੇ ਪ੍ਰਬੰਧਨ ਲਈ ਪ੍ਰਤੀ ਵਿਅਕਤੀ 660 ਰੁਪਏ ਅਤੇ 5000 ਤੋਂ ਘੱਟ ਅਬਾਦੀ ਲਈ 280 ਰੁਪਏ ਪ੍ਰਤੀ ਵਿਅਕਤੀ ਦੇ ਦਰ ਨਾਲ ਗ੍ਰਾਂਟ ਮਿਲਦੀ ਹੈ।

ਇਸੇ ਤਰਾਂ ਠੋਸ ਕਚਰੇ ਦੇ ਨਿਪਟਾਰੇ ਲਈ ਵੱਡੇ ਪਿੰਡਾਂ ਨੂੰ 45 ਰੁਪਏ ਅਤੇ ਛੋਟੇ ਪਿੰਡਾਂ ਨੂੰ 7 ਰੁਪਏ ਪ੍ਰਤੀ ਵਸਨੀਕ ਦੀ ਦਰ ਨਾਲ ਗ੍ਰਾਂਟ ਮਿਲਦੀ ਹੈ। ਸਾਗਰ ਸੇਤੀਆ ਨੇ ਪਿੰਡਾਂ ਨੂੰ ਇਹ ਗ੍ਰਾਂਟਾ ਦੁਆਉਣ ਲਈ ਪ੍ਰੋਜ਼ੈਕਟ ਤਿਆਰ ਕਰਵਾਕੇ ਸੈਨੀਟੇਸ਼ਨ ਵਿਭਾਗ ਨੂੰ ਭਿਜਵਾਏ, ਇਸ ਨਾਲ ਜਿ਼ਲ੍ਹੇ ਦੇ ਸਾਰੇ ਪਿੰਡਾਂ ਦੇ ਛੱਪੜਾਂ ਦਾ ਥਾਪਰ ਮਾਡਲ ਨਾਲ ਕਾਇਆ ਕਲਪ ਹੋ ਸਕੇਗਾ। ਇਸ ਤਹਿਤ ਠੋਸ ਕਚਰਾ ਪ੍ਰਬੰਧਨ ਲਈ ਜਿਲ੍ਹੇ ਨੂੰ 4 ਕਰੋੜ ਦੀ ਗ੍ਰਾਂਟ ਪ੍ਰਵਾਨ ਵੀ ਹੋ ਗਈ ਹੈ ਜਦ ਕਿ ਟੋਭਿਆ ਲਈ 20 ਤੋਂ 25 ਕਰੋੜ ਦੀ ਗ੍ਰਾਂਟ ਜਲਦ ਮਿਲਣ ਦੀ ਆਸ ਹੈ।

ਇਸ ਤੋਂ ਬਿਨ੍ਹਾਂ ਪਿੰਡਾਂ ਵਿਚ ਖੇਡ ਗਰਾਉਂਡਾਂ ਦੇ ਨਿਰਮਾਣ ਸਮੇਤ ਅਨੇਕਾਂ ਪ੍ਰੋਜ਼ੈਕਟਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਨੇ ਜਿ਼ਲ੍ਹੇ ਵਿਚ ਪ੍ਰਭਾਵੀ ਤਰੀਕੇ ਨਾਲ ਲਾਗੂ ਕਰਵਾਇਆ। ਜਿ਼ਲ੍ਹੇ ਵਿਚ ਛੋਟੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਸ਼ਾਨਦਾਰ ਕਾਰਗੁਜਾਰੀ ਤੋਂ ਬਾਅਦ ਹੁਣ ਵਧੀਕ ਕਰ ਤੇ ਆਬਕਾਰੀ ਕਮਿਸ਼ਨਰ ਵਜੋਂ ਆਪਣੀ ਨਵੀਂ ਪੋਸਟਿੰਗ ਲਈ ਜਾ ਰਹੇ ਹਨ।

ਬੇਸਕ ਉਨ੍ਹਾਂ ਦਾ ਫਾਜਿ਼ਲਕਾ ਦਾ ਸਫਰ ਬਹੁਤ ਹੀ ਯਾਦਗਾਰ ਰਿਹਾ ਹੈ ਪਰ ਉਨ੍ਹਾਂ ਨੂੰ ਇਕ ਮਲਾਲ ਵੀ ਰਿਹਾ ਕਿ ਉਹ ਪ੍ਰੋਜ਼ੈਕਟਾਂ ਨੂੰ ਪ੍ਰਭਾਵੀ ਤਰੀਕੇ ਨਾਲ ਲਾਗੂ ਕਰਨ ਦੇ ਆਪਣੇ ਜਨੂੰਨ ਦੌਰਾਨ ਸਰਪੰਚਾਂ ਨੂੰ ਜਿਆਦਾ ਸਮਾਂ ਨਹੀਂ ਦੇ ਪਾਏ, ਹਾਲਾਂਕਿ ਉਨ੍ਹਾਂ ਦੀ ਇੱਛਾ ਸੀ ਕਿ ਉਹ ਸਰਪੰਚਾਂ ਨੂੰ ਪੇਂਡੂ ਵਿਕਾਸ ਦੀਆਂ ਸਕੀਮਾਂ ਸਬੰਧੀ ਵੱਧ ਤੋਂ ਵੱਧ ਜਾਣਕਾਰੀ ਦੇਣ ਤਾਂ ਜ਼ੋ ਸਾਡੇ ਪਿੰਡ ਸਭ ਤੋਂ ਸੋਹਣੇ ਬਣ ਸਕਨ।

In a major Drug Bust, under the guidance of Harmanbir Singh Gill IPS, SBS Nagar Police achieved big success seized huge commercial quantity One Quintal (approx.100 Kgs) of Marijuana (Ganja) ,a  Mahindra Pickup PB -07BW 5583 , four mobile phones and Drug Money of Five Lac Rupees from Phagwara by nabbing ‘Big Fish’ interstate smugglers involved in operating a major drug smuggling and supplying network in  states of UP, Bihar, Punjab and Himachal Pradesh after a long chase.

Modus Operandi: The culprits used to carry passengers in the Mahindra Pickup covered with the hood; beneath this hood plastic sheet was layered to conceal the Contraband.

In upcoming days more persons are likely to be apprehended by discovering forward and backward linkages

Patiala, October 5:

Senior IAS officer of 2010 batch, Mr Sandeep Hans today took over as the new Deputy Commissioner of Patiala. He has assumed office following the transfer of his predecessor Mr Kumar Amit.  Mr Kumar Amit formally welcomes to his new incumbent before relinquising his charge.

Earlier, he was working as DC Moga and transferred to Patiala recently. Having graduation in Electronics and Communications Engineering, Mr Sandeep Hans is known for his administrative skills as well as  ability to find immediate and appropriate solutions to the problems and grievances of the common man as he has a long experience of working on various adminstrative posts including Chief Administrator, Punjab Urban Development Authority, SAS Nagar, Commissioner Municipal Corporation Mohali and many other coveted posts. He has also served at Patiala as Additional Deputy Commissioner (G) in 2017.

On arriving at Mini Secretariat, Mr Hans was given a guard of honour by the district police before joining. He was formally welcomed by ADC  (Urban Development) Gautam Jain, SP (H) Harkamal Kaur, SDM  Patran Ankurjit Singh, SDM Patiala Charanjit Singh, Jashanpreet Kaur Gill Estate Officer Patiala Development Authority, SDM  Nabha Kannu Garg, Assistant Commissioner (UT) Ms Chandra Jyoti Singh,  Assistant Commissioner (General) Jasleen Kaur Bhullar, Assistant Commissioner (Grievances) Kiran Sharma, District Revenue Officer Mukesh Kumar and other officers and staff of the Deputy Commissioner Office.

After assuming office, Mr. Sandeep Hans said, “As per the directions of Punjab Chief Minister Mr Charanjit Singh Channi, it would be his prime responsibility to extend the benefits of the Punjab Government’s public welfare schemes to the needy at grass root level and provide transparent, corruption free and pro-people administration to the people”.

The Deputy Commissioner while getting information about the district and the ongoing development works from the district officers directed that the development works should be completed in stipulated time. He also directed the officers and employees to be present in their offices on time and give priority to resolving the grievances of the people on so that no citizen has to be felt unattended in government offices.

Jalandhar, October 4: 2012 batch PCS. Officer Mr. Amit Mahajan today assumed charge as Secretary, Regional Transport Authority, Jalandhar. Earlier, he was serving as Additional Deputy Commissioner (Urban Development) at Gurdaspur. He has also served as SDM. Mukerian and SDM  as Hoshiarpur.

After assuming office at his office on Monday, Mr. Mahajan said that he would discharge his duties with utmost sincerity, dedication and diligence and every effort would be made to make the functioning of the office more efficient.

He asked the employees of the department to conduct the hearing of the people coming to work in the office on priority basis so that the people do not have to face any kind of harassment.

Earlier, the staff had given a warm welcome to him on the occasion.

Top position in PGRS, Sarbat Sehat Bima Yojna and zero pendency in citizen centric services yield promising results for Jalandhar

Adding another feather in its cap, the Jalandhar has been ranked first district in the state by overall scoring 100 percent in 64 parameters related with effective implementing several development and social welfare programs in the state.

The district led by Deputy Commissioner Ghanshyam Thori is already leading in the state for last one-year by achieving 0.0 percent pendency in the Sewa Kendra.

In the report released by the state government, Jalandhar district has achieved first rank in expenditure and works completed in smart village campaign-2, Skill Development under National Livelihood Mission, Poshan Abhiyan, Sarbat Sehat Bima Yojna, and citizen pendency services with Agriculture department.

Notably, Jalandhar has performed well in the redressal of grievances received through PGRS with the redressal of 1758 complaints within a given time-frame. A total of 1828 complaints were received through this portal of which only 70 are pending that too within timeline.

Likewise, Jalandhar district has secured top position in the state by ensuring zero pendency in citizen centric services through effective monitoring of delivery of these services.

The third major achievement was made in Sarbat Sehat Bima Yojna, where district has maintained top position by generating maximum E-cards of beneficiaries. The DC said that all these three components had higher weightage in the assessment adding that top positions in these flagship programs yielded promising results for Jalandhar.

Giving credit to the officials and employees of the departments, Deputy Commissioner said that they are real heroes who made it possible. He said that directions were issued to the departments to strictly adhere to the timelines set by the government in implementing programs besides bringing pace in the completion of the developmental works and ensuring prompt services to the people.

He exhorted the team of the district administration to continue to exhibit such zeal and passion towards people. Pointing out further, District Manager Sewa Kendras Hatinder Kumar said that due to special efforts of Deputy Commissioner Ghanshyam Thori Jalandhar district has been maintaining top position in providing citizen centric services to people in a time-bound manner. He said that regular monitoring by top officials has ensured zero pendency approach of district administration.

‘Prashashan Gaon Ke Sang’ programme to resolve issues of the villages

Jaipur 01 October 2021: Brainchild of Mr Ashok Gehlot, Chief Minister of Rajasthan, the State Government has decided to run a six-month special campaign in the urban areas to resolve problems of the citizens through camp approach. Nicknamed as SHAHAR-2021 it is being launched on 2nd October, 2021 by the Chief Minister in all urban areas of Rajasthan and would continue till 31st March, 2022.Also being launched on this occasion is another campaign for the villages called ‘Prashashan Gaon Ke Sang’ programme to resolve issues of the villages.

This was disclosed by Dr G.S Sandhu Advisor Govt of Rajasthan

Dr Sandhu further disclosed that “A similar campaign was run in 2012-13 during the earlier tenure of Mr Ashok Gehlot as Chief Minister, Rajasthan and the same was a resounding success with over 5 lac title deeds issued for houses constructed on agriculture lands and over Rs 3000 crores of revenue earned by the urban local bodies”.  Encouraged by the success of this earlier campaign it was decided to run a similar programme this year. Details of the programme were worked out at the level of Mr Shanti Dhariwal, Minister for Urban Development, Housing and Local-Self Government, Rajasthan. But there are a few differences in the two campaigns in terms of the focus and strategy said Dr G.S Sandhu.

Dr G. S Sandhu briefed that In terms of the focus, this time over it is mainly on issuing title deeds in the old abadi areas commonly called walled city areas. As is well known cities and towns in Rajasthan came up during the erstwhile princely states and some of the towns are centuries old with Jodhpur about 600 years, Udaipur about 500 years, Kota about 400 years, Jaipur about 300 years and so on. Most of the residents were issued some sort of permission or title during those times. The language of these documents is not easy to understand and in many cases these have been lost or torn. The result is that most of these residents of the old abadi areas donot have proper legal rights and lack access to bank finance.

In 2015 an amendment was carried out in the Rajasthan Municipal Act,1959 enabling issuance of title deeds by urban local bodies by getting the old papers surrendered from the residents of these areas. However this provision was scarcely used and remained mostly on paper. The present Government decided to revisit the relevant provisions, rules and circulars in this regard and after extensive examination made several changes enabling easy implementation of the same. Rates of allotment were also revised with only token amount for the very old properties prior to the year 1959 (this is the year when Municipal Act came into force in Rajasthan)

One redeeming feature of the complex situation is that most of the old documents of the erstwhile princely states up to the year 1953 are in the possession of the State Archives Department. During the last few years the Department has done a commendable work in digitizing over 20 lakh of the old pattas in 7 cities of Rajasthan. This digitized record would come in very handy in detecting any false submission of documents or in case of any doubts raised by public or officials.

Dr G S Sandhu further informed that In order to carry out the mandate of the Chief Minister, the Urban Development Minister Dhariwal had extensive discussions with the officers of the department and the local bodies. Divisional level workshops were held with officials and elected persons of the urban local bodies and issues identified based on the feedback received in these workshops. Thereafter an extensive revision in the existing statutes, rules and circulars was carried out to introduce a good degree of ease of approvals. One example is that upto 500 sq metres of land no construction permission is required- the plot holder can self certify and submit site plan of the plot alongwith the nature of construction to be carried out and the fees to be paid. Beyond 500 sq meters and upto 2500 sq meters the registered Architects have been authorized to approve the building plans and no separate approvals are needed.

Similarly due to the long Covid-19 pandemic adversely affecting financial condition of common man, several rebates and reduction in interest charges has been announced.

Dr G. S Sandhu said “The second major plank of the campaign is the regularization of colonies set up on agriculture lands. After the last campaign in 2012-13 several more colonies have come up on agriculture lands and also there are some left over cases of previous years. In between Hon’ble Rajasthan High Court has issued orders in terms of zonal planning and land uses”.

Keeping this in mind zonal plans in 28 cities with population of over 1 lakh have been prepared over the last about one year. This has paved the way to issue pattas to the plot holders for residential, commercial or institutional uses. It is estimated that about 7 – 8 lakh houses have been constructed, partially or fully on agriculture lands which need to be given title deeds.

Traditionally lease hold pattas have been granted in Rajasthan but this time the focus would be on granting free hold pattas rather than lease hold pattas. Lot of interest is being shown by people to get free- hold pattas for their properties.

Along with review of existing rules and circulars an extensive review of all categories of lease deeds (pattas) was undertaken and several superfluous conditions were removed or revised. New patta formats have been devised keeping the colour of land uses in the master plans in mind- yellow for residential, red for commercial, blue for institutional, purple for industrial and brown for mixed land use. This will help in easy identification of the pattas with their land uses.

Rajasthan is the first state in the country where master plans have been notified for every city and town of the state. And now zonal plans have also been prepared for the cities with population of over one lakh population.

A special website has been developed containing online application facility. Training has been imparted to officers of local bodies to run the online system. In order to render technical assistance to the Nagar Mitras’ have been registered for all the towns of Rajasthan. Overall over 600 Nagar Mitras have been registered. These are professional persons- engineers, architects, town planners who will render technical assistance to the applicants who apply to local bodies for their land related work.

As the campaign will proceed and feedback is received at the state level more relaxations may be announced to resolve the pending issues. All in all the State Government is serious about the success of the campaign and providing the much desired ease of living to common citizen.

Punjab Government sends panel of 10 names to the UPSC for the appointment of a new DGP

Chandigarh, October 1, 2021: The Punjab Government has sent a panel of names of 10 IPS officers to UPSC for appointment of new regular DGP late last night as per sources.

The names include S Chattopadhyay, current DGP Dinkar Gupta, MK Tewari, VK Bhawra, Parbodh Kumar, Rohit Chaudhary, IPS Sahota, Sanjeev Kalra, Parag Jain and BK Uppal.

It may be recalled that the main reason given by the Punjab government for sending the panel late at night was to include the names of S Chattopadhyay and Rohit Chaudhary as the names of the officers who have six months to retire as per the orders of the Supreme Court could not be sent. Both the officers are due to retire on March 31.

The present DGP Dinkar Gupta is on leave due to which IPS Sahota has been given additional charge of DGP. BK Uppal has also taken a month’s leave and is currently the Vigilance Chief.

The general procedure is that UPSC will now approve 3 out of these 10 names and send them to the State Government, out of which one can be appointed by the State Government as DGP.

It is learnt that PPCC President Navjot Singh Sidhu is pushing the name of S Chattopadhyay for the post of Punjab DGP. Long meeting was held yesterday between CM Charanjit Singh Channy and Navjot Singh Sidhu in Chandigarh to resolve the issue.

The name of the soul in question is Anindita Mitra; she is currently serving as Commissioner of Municipal Corporation Chandigarh. She is one of the famous bureaucrats who are riding high on the popularity wave due to their high calibre. She has joined as Commissioner of Municipal Corporation on 23rd August 2021. She has a high degree of recognition by the general population for her success or accomplishment.

Anindita Mitra’s persona and qualities

Anindita Mitra’s personality is a treasure. She is super emotional in matters of the heart and super practical when it comes to making decisions. It’s not just her god gifted gorgeous physical appearance; it’s the beauty of her soul that is filled with feelings of confidence and total concentration on the task in hand.

Only she can make it happen, efforts make the difference

This has been proved by Anindita, after she took over as a director of the food and civil supplies Punjab. And at the end of the day, she succeeded in changing the face of the department of food and civil supplies by taking good bold decisions and redecorated the outlook of the department by her pro-active measures taken to tone up the administration. It was her measures that saved crores of rupees of the state government. It was one of her achievements in the department and she will always be remembered for her outstanding performance as director of the food and civil supplies.

She is full of talent and talent knows no boundaries. It overcomes all barriers that hinder the way to accomplishment and she knows how to utilise the ability and skills of others, may be her friends or subordinates working under her. “She is amazing and knows the art of pulling out the good thoughts from the person sitting in front of her.  During her tenure as Deputy Commissioner of SBS Nagar and Hoshiarpur, she took various steps to bridge the gap between the administration and the common people. “She succeeded very well in maintaining rapport with the people of both districts and achieved the tag of a good Deputy Commissioner” this view was corroborated by another woman PCS officer.  As an author, I met her many times to cover her activities as I enjoyed a good bond with her. This bond helped me to capture her inside good traits and I always felt and believe that she emits such positive vibes which make her one of the finest person.

I always remember her words, she often said to me “Keep your face to the sunshine and you cannot see a shadow”. Comforting words of encouragement and inspiration are many times, the best means to help someone feel better.
