District Expenditure Monitoring Committee (DEMC) to submit its final report shortly: Varinder Sharma

The District Expenditure Monitoring Committee (DEMC) would submit its final report to the Election Commission of India (ECI), about the expenditure made by the various candidates during recently concluded Lok Sabha polls, in the coming days.

A decision to this effect was taken in a high level meeting of the committee held at the District Administrative Complex in which Deputy Commissioner Varinder Kumar Sharma, Expenditure Observers Preeti Chaudhary and Amit Shukla along with Chief Executive Officer of the Smart City Jitendra Jorwal were present.

In the meeting the facts submitted by the various contesting candidates about the expenditure meted out by them during the polls was minutely observed. The candidates had recently submitted he facts for the reconciliation of the expenses made by them to the observers in meeting held June 18 during the Accounts Reconciliation Meeting (ARM). These facts submitted by the candidate would be now cross-examined by the committee with the shadow registers being maintained by the observers.

After a detailed perusal the final report regarding expenses would be then submitted to the Election Commission of India. This was an important post-election exercise that has to be conducted within 30 days of the completion of the Election process. The aim of this entire exercise was to ensure that candidates adhere to the guidelines given by the Election Commission of India for poll expenses.

Meanwhile, Deputy Commissioner said that a foolproof mechanism was to evolved to ensure that candidates adhere to the limit of spending maximum amount of Rs 70 lakh during the Lok Sabha polls. He said that strict vigil was kept on the entire expenditure being made by the candidates during the polls. Mr. Sharma said that teams led by Assistant Expenditure Observers monitored the expenditure made by candidates from the date of filing of nominations to the day of counting, including winning procession by the successful candidate.

DC Varinder holds meeting to finalize arrangements for International Yoga Day

The Jalandhar district administration would hold an impressive district level function to mark the International Yoga Day on June 21 at the local DAV Ayurvedic College under the Tandarust Punjab Mission.

A decision to this effect was taken in a meeting held under the chairmanship of the Deputy Commissioner Jalandhar Varinder Kumar Sharma here at his office in the local District Administrative Complex.

Chairing the meeting, the Deputy Commissioner said that the administration would make elaborate arrangements to organize this mega event. He said that said that no stone would be left unturned for ensuring that message of a healthy and progressive Punjab was disseminated through this event.

Sharma said that the Sports, Health, Police, Education and other departments would complete the necessary formalities for ensuring that this event was celebrated in a gala way.

The Deputy Commissioner further said yoga was very important for human life as it gives multiple health benefits that includes improving flexibility, builds muscle strength, improves bone health, protects spine, increases blood flow, boosts immunity, improves heart rate, drops blood pressure, improves balance, boosts immune system and many others.

He said that the regular practice of yoga helps a lot in ensuring that body remains fit and stress free. Mr. Sharma said that yoga was very essential for a fit body and sound mind.

The Deputy Commissioner further said that that the main motive behind organizing the event was to disseminate the message that every person should practice yoga to remain active and healthy. He said that Yoga was not only necessary for good health and hygiene but was also important for maintaining mental and physical equilibrium.

On the occasion District Guidance Counselor  Surjit Lal, District Sports Officer Balwinder Singh, Swimming Coach Umesh Sharma, Dr. Mehta, Dr. Sondhi and others were also present.

Reviews the arrangements, facilities being provided to patients

In the ongoing DAPO campaign of Punjab Government to make Punjab a drug free state, Deputy Commissioner Sangrur Ghanshyam Thori and SSP Dr Sandeep Garg today conducted a surprise visit to the Akal Drug De-Addiction centre where they reviewed the facilities being provided by the centre to the patients.

DC and SSP acquired detailed information from the patients undergoing treatment at drug de-addiction centre and sought their feedback and assured that their issues would be sorted out.

Thori said that positive results of the drug de-addiction campaigns being run by the Punjab government are witnessed and youth in large number has left drugs adding that even the patients getting treatment in drug de-addiction centers, rehabilitation centers and OAAT centers are being provided advanced treatment so that they could shun drugs and could become part of the mainstream society.

DC instructed the authorities that the people trapped in the vicious circle of drug addiction should be treated with sympathy.

“Intoxication makes the body physically and mentally hollow and one should avoid it and become an inspiration for others so that in future, no one should move on the path of drugs,” DC Thori told patients during one to one interaction with them.

He said that all the Sub-Divisional Magistrates and DSPs have also been directed to go to the villages and cities to make people aware of the adverse effects of drug addiction.

On this occasion, Director of the de-addiction centre Dr Rajinder Singh said that this centre has been helping the drug addicts to shun drugs since 2004 and they would continue in future also so that people trapped in the vicious circle of drugs could be saved.

DC was also apprised of the problems being faced by the patients at the Centre and urged him to suggest the government to give at least 15 days of medication to patients under treatment of drug addiction for saving their time and money.

The Deputy Commissioner assured that he would ensure a proper solution to the problems being faced by the patients

“Combing Corruption and Its Impact on Economy”

As part of Department of Personnel and Training, Govt. of India sponsored training programmes, Mahatma Gandhi State Institute of Public Administration (MGSIPA) today organized 3-day programme on the subject “Combating corruption and its impact on economy” in this historic city here today.

Dr. Richa, IAS, Additional Deputy Commissioner launched the event. About thirty officers and officials of different ranks are taking part in this 3-day training programme.

Addressing the participants, Dr. Richa emphasized the need of multi-pronged strategies to fight against corruption which is eating the roots of our socio-economic structure.

She said that the Central and State governments has taken various effective measures to check this menace through robust institutional and legislative framework including Prevention of Corruption Act, Prevention of Money Laundering Act, Setting up of Central Vigilance Commission and Lokpal etc.

She said that there must be zero tolerance to corruption which needs active support and participation of all individuals.

She appealed to the participants to equip themselves with various skills and knowledge imparted by the experts during this training programme to combat this social evil in their respective areas of jurisdiction

Jarnail Singh, Regional Project Director, Bathinda while giving introduction about this programme said that this event is a part of the series of measures which the govt. has taken to combat corrupt practices.

He said that significant efforts have been made in recent years to promote transparency and bring about accountability in the system. He said that the Right to Information Act about which MGSIPA has organized about hundred awareness programmes in the state last year brought out improvements in governance and participation of citizens in the decision making processes.

He said that during this 3-day programme, legal luminaries and professionals in socio-economic subjects have been associated for taking sessions on different themes. He appealed to the participants to take full benefit of this programme which has great relevance in public life.

Conceding to the request of people of Bhaghwanpura Tehsil ,Sangrur and the family of the deceased, Captain Amrinder Singh, Chief Minister Punjab, as a special case, has given approval to name the Sunam Sheron Kainchian to Shero Longowal Road after late Master Fatehvir Singh who lost life in the most unfortunate borewell tragedy, a couple of days ago

Vijay Inder Singla, PWD Minister Punjab accompanied by Ghanshyam Thori, Deputy Commissioner Sangrur, President District Congress Committee Rajinder Singh Raja and Daman Bajwa paid a visit to the family on behalf of Chief Minister.

Expressing solidarity with the family, they assured all support and help to them. They apprised them that yielding to the request of the family and giving due honour to the untimely demise of the little soul, State Government has agreed to name the said road after him.

This is Other District Road (ODR-01) with an approximate length of 11.83 km and is being widened from 5.50 meters to 7.0 metres under C.R.F.scheme.

Later, Singla informed that a written request in this context was made to the State Government by the family of the deceased, through the office of Deputy Commissioner, Sangrur.

Channi order action against two power officials and one doctor

Charanjit Singh Channi, Minister for Technical Education and Industrial Training, Punjab, made strict instructions to all departments to resolve public grievances on priority basis. Channi was presiding over a meeting of the District Grievances Redressal Committee here today.

Charanjit Singh Channi said that government is equal for every citizen and problems of the public should be resolved without any discrimination. He said that corruption in government offices will not be tolerated. Regarding the issue raised by member of Grievances Redressal Committee , about harassing  of farmers in the case of  transformer stealing , Cabinet Minister issued order to write the concerned department to suspend the SDO and JE of PSPCL. Besides this, after getting complaint against a doctor of Malout, Minister issued the order to concerned department for transfer of doctor.

Cabinet Minister said that benefit of government schemes should be given to people in a transparent manner, otherwise government will take strict action against such employees. Channi also made it clear that strict departmental action will be taken against officers, who will absent from such meetings in future.

On the complaints of various members, Charanjit Singh Channi said that action should be taken to provide supply of drinking water thrice a day in Malout. He also informed that a machine of Rs 9 lakhs for the cleaning of sewerage is also being provided in Malout. He also informed about the construction of Harike Kalan-Sarai Naga Road with 530 lakhs. Similarly, Cabinet Minister said that grant of 10 lakhs would be provided from discredited fund of the Deputy Speaker  Ajaib Singh Bhatti  for the graveyard for the Christian community at Malout. On the issue of Railway Bridge, Cabinet Minister instructs the concerned department to immediately start the work and said that this project will not be delayed. On the proposal of Tibbi Sahib Road Park, Cabinet Minister asked the district administration to take necessary action and coordinate with concerned departments.

To resolve the drinking water problem in the city, the government will renew the waterworks under AMRUT scheme. In this regard, Channi said that water pipelines will be provided from Sirhind Feeder canal for smooth supply of canal water upto water works. He said that he would also meet the concerned minister to speed up the project soon.

In the meeting, Dr. Richa, Deputy Commissioner (additional charge), SSP Manjit Singh Dhesi, Former MLA Karan kaur Brar, ADC (D) H. S. Saran, Congress District President Harcharan Singh Brar, Amanpreet Singh Bhatti, Gurmeet Singh Khudian,  Simranjeet Singh Bheena Brar, Bhinder Sharma,  Jaspal Singh, Rajesh Pathela, Binder Goneana and members of Grievances Redressal Committee and officials of different departments were present.

53 crore rupees spent under MGNREGA

Cabinet Minister said that MGNREGA should be implemented in an effective manner so that the maximum rural people get employment.  In this regard ADC (D) H. S. Saran said that last year in district, 102 percent work of target, has been done under scheme and 53 crore rupees has spent.

Massive campaign against drug menace

During the meeting, Cabinet Minister Charanjit Singh Channi said that drug menace is a big challenge for our society. So society and government will have to work together against drugs. Regarding this issue, SSP Manjit Singh Dhesi said that he has issued his wattsapp number 8054200166, where anybody can make complaint against drugs.

 

Traffic Education Cell Proves Beneficiary to Educate People about Traffic Rules

Road accidents can be reduced to large extent by following traffic rules: SSP

Conducted 149 seminars in 15 months for traffic awareness

Traffic Education Cell SAS Nagar is proved beneficiary in educating the people about traffic rules and 149 seminars were conducted at different places in the district in 5 months from January 1 to May 31 for this purpose.

SSP SAS Nagar Harcharan Singh Bhullar told that the objective of such seminars is to increase awareness about the traffic rules among the public and motivate them to follow the traffic rules so that road accidents can be reduced.

While giving details about the seminars, SSP Bhullar told that 93 traffic awareness seminars have been organized in schools/colleges from January 1 to May 31, in which students and teachers were given information about the rules. Likewise, 11 traffic awareness seminars have been conducted to provide information about traffic rules to drivers, conductors and female attendants of school buses.

Apart from this, two seminars in Four Wheeler Union, 8 seminars in Three Wheeler Union, 3 seminars at the taxi stands, 7 seminars in Canter and Truck Unions, 2 seminars in tractor-trolley unions, 4 seminars in Tempo unions and 19 seminars in villages/cities were organized.

Besides educating the people about traffic rules in these seminars, there were also awareness is being made against drugs and planting saplings to save the environment. Iinformation about ‘Shakti’ app and information regarding services provided by Saanjh Kendras also shared in these seminars.

He said that due to non-compliance of traffic rules many accidents are held, that can be reduced to a large extent by compliance with the traffic rules. He appealed to the people that they should follow the traffic rules to protect themselves and others’ lives.

DC Thori ask school heads to ensure physical, mental safeguard of students of all schools

DC ORDERS REGISTRATION OF FIRs AGAINST 99 COLONIZERS UNDER PAPRA ACT

Every parent is concerned about physical and mental safety and security of their children, but parents cannot always be with their children especially in the schools where children spend long time. In such cases, the safety of children in schools is a serious issue so necessary steps are being taken in private as well as government schools in district Sangrur to ensure hundred percent safeties of students.

While giving this information, Deputy Commissioner Sangrur Ghanshyam Thori directed the heads of all government and private schools of the district to ensure the overall security of the students by giving reference to the guidelines issued by the Ministry of Human Resource Development.

Deputy Commissioner also directed that a separate committee should be constituted under POCSO (Protection of Children from Sexual Offense) Act 2012 for disposal of internal complaints related to sexual harassment in addition to complaints of people, school staff, parents and students.

Details of these committees along with the contact numbers should also be displayed on the notice boards of schools and also on official school websites so that immediate action can be taken in case of such incident.

The Deputy Commissioner also issued instructions to ensure that the security arrangements are made within school premises with the help of nearby police stations

The DC instructed that CCTVs should be installed at appropriate places inside and outside schools, the staff appointed in the schools, including non-teaching staff such as bus driver, conductor, attendant and allied staff must be counselled and their mental level should be tested.

Record of staff posted in schools should be kept safely and it should be ensured that security guards have been employed only by the recognized agencies. DC Thori said schools should constitute a committee of parents, teachers and students to assess the safety needs of students and there should not be entry of any outsiders in the school buildings.

DC asked the school authorities that there should be a separate register to maintain the record of persons visiting the schools and school staff should be provided with training to protect children from any kind of harm so that they should discharge their duties in a better way.

Thori said that the District Child Protection Officer, Sangrur has been posted as a nodal officer to ensure the regular compliance of these directions in district schools, who, after scrutiny of the schools, will file reports every month.He also said that while doing any investigation, the District Child Protection Officer can also consult the SHO of the local police station, district education officer, secondary or primary school education officers and representative of civil surgeon or senior medical officer.

He also instructed the District Education Officer, Secondary and Primary, to contact the administrative department for those government schools where CCTV cameras are still not available and ask them to do it as soon as possible.

Chandigarh, 17 June 2019: “You manage things; you lead people” These words truly match with the personality of Isha Kalia an IAS officer of the 2009 batch of Punjab cadre. She manage things, she leads.

She is the Deputy Commissioner of Hoshiarpur; Isha Kalia an officer, who thinks inventively using new ideas instead of traditional or expected ideas to handle her work. Her “fanda” is vision, passion and action.

Isha Kalia had earlier served as DC of Fazilka. Her other postings are ADC Mansa, SDM Jalandhar, Additional Commissioner of Ludhiana MC. She had left footprints of good governance, wherever, she served.

A brave and confident lady officer, Isha Kalia has been in the spotlight, due to her various creative innovations at different postings. Her humble attitude and her technique to maintain close liaison with the masses have tagged her as one of the most popular bureaucrat of the state.

As Mansa ADC, She highlighted need for women education under the “Udaan” initiative. “Live your dream for a day” launched by her which was meant to bring awareness in the society about the value of the women education in the development of the nation was one of the admired projects, even by the PMO.

During her first tenure as DC of Fazilka, Isha Kalia has launched number of initiatives to refine the administration and give it a pro-people face. She has touched every section of the society and made efforts to provide them a space in the delivery of services and administrative set up.

She always do her work in a different way, wherever, whatever responsibility has been handed over to her says her subordinates from Fazilka, who had worked under her. “Her main focus was on delivery of services with commitment and passion” said a woman employee of DC office.

During her tenure as DC of Fazilka, she had brought in focus, issues related with women, old aged people, ex-servicemen, disabled persons, meritorious students and other down trodden people. To follow this agenda, Isha Kalia has invented various new initiatives.

One of her prominent initiatives was to keep on regular monitoring of the projects and to maintain its tempo; she introduced a new monitoring mechanism, named as “Field Friday” (FFD). It mandated that every Friday of the week, teams of administration including her (Isha) will fan out in the field to check out the ongoing developments works.

For the meritorious students of the Fazilka district, she has introduced a noble initiative “I-CAN” project to provide guidance and coaching to these students.  I-CAN is a project under which one year free training is provided to meritorious students of plus two classes of the government schools.

With an aim to provide a hassle free treatment to the senior citizens, she started on an initiative “Sahyog” for them. “Sahyog” was mandated to provide a greater and superior treatment for the senior citizens during their visits to government offices in Fazilka district.

Now in Hoshiarpur Isha introduce “Har Veer Bar Divanga da Satkar”

After taking over as DC at Hoshiarpur, Isha Kalia introduced a campaign to accord special treatment and welfare of the disabled people under the title “Har Veer Bar Divanga da Satkar” (.i.e. Respect for disabled on every Thursday).

She earmarked every Thursday as a day for respect to disabled people, so that they don’t face any kind of difficulty for their routine works in the administrative offices. It’s her sensible approach towards the disabled people.

To motivate the youth to adopt a healthy life style, stay fit and ride away from drugs, Isha Kalia organised a big event ‘Ride and Run’, in collaboration with the Cycling Federation of India on March 10. It was the first certified road event in the state organised by the district administration in collaboration with the Cycling Federation of India, which proved as one of the successful events.

Projects worth Rs 37 crore for the purpose have already been sent to government

Sangrur, 15 June: Keeping in view the 550th Gurpurab celebrations of Guru Nanak Dev, the Punjab Government has decided to make the holistic development of those villages of the state which villages have got the blessings of Shri Guru Nanak Dev or Guru Sahib visited those villages.

While giving this information, Deputy Commissioner Sangrur Ghanshyam Thori said that 12 villages of district Sangrur get the blessings of Shri Guru Nanak Dev. He said that in the first phase, the Punjab government has released Rs. 3 crore for six villages and the amount of Rs. 3 crore to be collected from MGNREGA.

Deputy Commissioner said that for the development of villages like Mangwal, Akoi Sahib, Gehlan, Kamalpur, Kanjhala and Bahadurpur, the projects worth Rs. 37 crores have already been sent to the government, under which the government has given a grant of Rs. 50 lacs each for these villages and after the same amount is added from MGNREGA then a work of Rs. 1 crore each will be started in these villages.

He said that projects for the remaining 6 villages namely Kheri Jatta, Dhadogal, Bhadal vadd, Bhalwan, Khurana and Ghanaur Jatta are being prepared and soon the project will be implemented.

Deputy Commissioner Thori said that in addition to improving the roads going to the Gurdwaras in these villages, CCTV cameras, street lights, sewerage facilities, improvement and renewal of ponds in villages, lying of interlock tiles in village streets, construction of various parks for men and women, construction of gymnasium along with the required equipment for the gym.

DC Thori said that necessary infrastructure would also be ensured for Anganwadi centers, school buildings, various dharamshalas, cremation grounds etc.

He said that under the aegis of the celebrations of Guru Nanak Dev’s birthday, process of planting 550 plants in every village of the district was already in progress and district administration aims to complete these targets by September 2019.
