Passing of National Medical Commission Bill in LS will be remembered as the ‘Black Day’ in history of Medical education: Dr Vitull

Bathinda, 30 July

Dr. Vitull K. Gupta, Chairman, Association of Physicians of India (Malwa Branch) said that passing of National Medical Commission Bill in Lok Sabha yesterday will be remembered as the ‘Black Day’ in history of medical education as NMC bill has all the ingredient to ruin medical education by proposing to regulate fees up to 50% of seats in private medical colleges, a common entrance exam and licentiate, the National Exit Test (NEXT) for medical graduates, medical institutions need not take the regulator’s permission to add more seats or start PG course, no checks for quality of medical colleges and education, fewer elected members, dilution of state medical councils powers and representation to the states by rotation making NMC Bill an anti poor, anti people, anti doctor and anti federal law, which will promote production of substandard doctors especially in unregulated private medical colleges compromising the merit as only those who can pay will be able to afford the expansive medical education.

Dr. Vitull said that Medical Council of India even under Board of Governors miserably failed to maintain the standard of Medical Education as gross unethical and illegal practices during MCI inspections where very common and open and MCI inspectors ignored the gross deficiencies like rented patients, ghost faculty, dummy case files and factitious death and birth registers under the hypnotizing influence of cash or kind and gave recognition to run the medical college.

Yet out of fear of inspections the private medical, colleges tried to improve the conditions, but if there is no fear of inspections, one can very well imagine what will happen to the medical colleges, he said further.

Dr. Vitull said that government should have initiated radical reforms targeting MCI rather than enacting the disastrous and dangerous NMC Bill.

As Health and human rights activist Dr. Vitull appealed to all the doctors and civil society to strongly oppose NMC Bill to save medical education as well as the ethical health care.

OPD of AIIMS Bathinda will be completed by August 31

Governing Body was also being put in place at AIIMS

By Amrit Pal Brar

Bathinda/July 29: Union food processing industries minister Harsimrat Kaur Badal today announced that the central government will reimburse the total expenditure incurred on accommodating the first batch of MBBS students of AIIMS Bathinda at Faridkot to the Baba Farid University of Health Sciences (BFUHS).

Giving this information, the Union minister disclosed that union Health Minister Dr.Harsh Vardhan had informed her that appropriate instructions had been issued to the finance committee of PGIMER, Chandigarh to reimburse the amount of Rs.1.5 crore to BFUHS.

She thanked the Health minister for taking immediate action on the request made by her to reimburse BFUHS for hosting the first MBBS batch of AIIMS, Bathinda as the latter’s campus could not be completed due to unnecessary delay in providing mandatory clearances by the Congress government.

Harsimrat Badal further said that OPD of AIIMS, Bathinda would be completed in all respects by August 31. She said she had been briefed during a recent review of the project that the OPD would be handed over to the institute and made fully functional on September 1. “I want to put this medical facility into service for the people of Malwa region as early as possible.

I am confident the OPD facilities will start in the first week of the September”. She also disclosed that she had requested the union health minister to make suitable arrangements for inauguration of the OPD facility of the institute.

The Bathinda MP also informed that the process of selection of Director and Faculty of AIIMS, Bathinda had begun. She said a governing body was also being put in place at AIIMS Bathinda. “It is proposed that Vice Chancellor of BFUHS may be a standing member of the governing body of AIIMS Bathinda as the same practice is being followed at premier institutes like PGIMER”.

She said the presence of such a senior academician on the governing body of AIIMS would enhance the representation of academia at the apex medical institute.

The Union minister said AIIMS, Bathinda had come up in a record time. “The SAD-BJP government under the leadership of Parkash Singh Badal acquired land for the project and transferred its property rights to the new body. Subsequently a mou was also signed between the State government and the Union health ministry and responsibilities were divided.

The centre was responsible for the funding of the Rs.925 crore project while the State had to make the land encumbrance free and construct a power grid for the project. “It took 1.5 years for the Congress government to give mandatory clearances and it still has not operationalised the power grid despite the fact that the OPD of AIIMS, Bathinda is slated to start in September this year”, she added.

DC Fazilka has issued orders for office dress code

By Amrit Pal Brar

Chandigarh, July 27, 2019: Punjab Chief Minister Captain Amarinder Singh on Saturday night scrapped the orders of the Deputy Commissioner, Fazilka, imposing a dress code on employee

DC Manpreet Singh Chhatwal, IAS, had reportedly issued the orders on a written request by the employees’ union, which had sought a formal dress code as they found the casual dress unkempt.

Captain Amarinder has directed the DC to forward the employees’ union request to the state government for further action, as deemed necessary, an official spokesperson said. Any decision on the matter would be taken after due consideration of all relevant aspects of the issue, said the spokesperson.

Overriding the DC’s orders, the Chief Minister said imposition of a dress code in a government office did not, on the face of it, appear to be a feasible option. Other ways could be explored to ensure office decorum, he said, adding that the state government did not have any dress code in place for its employees and hence, it was not reasonable to expect employees in one district office to follow any such code.

As per the orders issued by DC’ male employees would have been required, with effect from July 29, 2019, to abstain from wearing T-shirts and female employees would have been required to mandatory wear of “dupattas”. Violation of the dress code would have invited action, according to the orders.
