Local Bodies Department to put cap on the fee charged by Architects for drawing up building plans

Chandigarh, July 23:

The Local Bodies department has in principal decided to put a cap on the fee charged by the architectures for drawing up a building plan. This move is aimed at providing monetary relief to the citizen of the state as they have been complaining that they have to pay a huge amount to the architect for uploading the drawing of building plans online.

It was disclosed by Brahm Mohindra, Local Bodies Minister after holding a high level meeting to review progress on the project of e-Naksha.

In a press communiqué released Brahm Mohindra said that the motive of the launch of e-Naksha plan was to enhance government capacity and strengthen institutional capacity to deliver sustainable access to effective services for the urban poor.

He said that e-naksha plan was launched on January 15, 2019 and with this automate building plan approval process was started in 165 ULBs and 27 Improvement Trust and it provided one-stop platform for all architects/citizen to submit drawings/documents for building plan approval process.  He said that total number of 13500 cases has been successfully entered in online system and more than 7700 plans are cleared.

The Minister said that though this project was running very successfully but there were certain objections raised by the citizens. He said that the major objection of the citizen was that the architects were demanding huge fees for drawing up their building plan.

He said taking strong cognizance of the concerns of the citizens the Local Bodies Department has decided to put a cap on the fee charged by the architects for preparing the building plan. Brahm Mohindra instructed A. Venu Prasad, Principal Secretary of the Local Bodies Department to prepare the rational of fee structure, making base for an architect to charge fee from the citizen for drawing up building plan.

The Minister also instructed the officers to take feedback and suggestions from the general public on the e-naksha project so that the online process of passing of building plan can further be streamlined to the satisfaction of the citizen of the state.

Prominent who were present in the meeting included A. Venu Prasad, Principal Secretary, D.S. Mangat, Director Local Bodies Department, DDR Patiala Paramjeet Singh, STP Kamalpreet Kaur, TP from Head Office Manav Jain, other STPs & MTPs and officers from various Municipal Corporations.

Mamta Dutta assumes charge as Chairperson Khadi Board

Mamta Dutta assumed charge of Chairperson, Punjab Khadi and Village Industries Board today. She was accompanied by Cabinet Ministers O.P. Soni, Tript Rajinder Singh Bajwa, Sukhjinder Singh Randhawa, MLAs Dr. Raj Kumar Verka Chairperson Punjab Warehouse, Sunil Dutti, Gurkirat Kotli,  Rakesh Pandey, Kuldeep singh Vaid, Dr. Harjot Kawal, Lakhwinder Singh, Lakha, Sukhpal Singh Bhullar, Amrik Singh Dhillon, Sanjay Talwar, Navtej Singh Cheema, Sukhwinder Danny Bandala, Rana Gurjit Singh, Hardev Singh Laddi and Raman Behal, Chairman Staff Selection Board.

The Chairperson in her address mentioned that day earlier she had called on Mr. Sundar Sham Arora, Industries & Commerce, Minister Punjab to seek his blessings and support in executing her duties.

The Chairperson said that Khadi Board is working for the success of ‘Ghar Ghar Rozgar’ program of the Punjab Government so as to realize the resolution of Captain Amarinder Singh, Chief Minister Punjab to provide employment especially in the rural areas to every household.

The Chairperson was all praise for Industries & Commerce, Minister for his dynamic handling of the Department of Industries and his effort at generating employment in Industry. She said she would work closely with the Industries Minister so that the Khadi Board can make maximum contribution to employment generation.

Mamta Dutta also said that she would also seek maximum cooperation of Vini Mahajan, Additional Chief Secretary, Industries & Commerce, Punjab, Sibin C, Director of Industries & Commerce, Punjab as well officers of the Industries Department in achieving the employment generation targets.

It is relevant to mention here that Khadi Board is the principal State Government agency for over 60 Years in creating self employment (Ghar- Ghar Rozgar) ventures. The Chairperson specially emphasized that it is not only important to set up new ventures, it is equally important to sustain these ventures for which help is required to existing entrepreneurs to market their products.

The Chairperson further said that she would place special emphasis on providing marketing opportunities to existing units. The Objective of the Khadi Board is to provide training and employment to rural unemployed youth of the State by providing easy financial assistance to set up self employment ventures and thus improve the economic conditions of the rural population by fostering self reliance and entrepreneurship. It also provides marketing support to the entrepreneurs.

It is also worth noting that the Khadi Board is implementing the Prime Minister’s Employment Generation Program Scheme of the Khadi Village Industries Commission, Govt. of India, w.e.f. 2008-09. Under this Scheme, projects up to Rs.25.00 lacs are set up and margin money @ 25 percent is provided to the General Category, whereas, it is 35 percent for the reserved category, like; SC/ST, OBC, Women, Ex-servicemen, Physically Handicapped, Minority community, Border Area, etc. Under this scheme, the main emphasis is to uplift the women, poor and downtrodden, SC/ST rural unemployed entrepreneurs.

For service Sector enterprises loans are available upto Rs. 10 lacs. The Board has already released Rs. 426 lacs in connection with 169 cases with employment to 264 persons provided till 22 July, 2019.

Bathinda, 22 July 2019: The Punjab State Target Shooter Association today condemned the Congress government for excluding the name of one of the country’s top shooter and Punjab’s first woman Olympian shooter Avneet Kaur Sidhu’s from the recommendations list being forwarded by the Punjab government to the central government for Padma awards. Avneet Kaur Sidhu is recipient of Arjuna Award and Maharaja Ranjit Singh Award.

Spokesperson of PSTSA Gaurav Sidhu said “It was painful that the sports personality who has brought the shooting sports into limelight in Punjab and considered as an icon in the state has been excluded from the recommendations list”. She is associated with the shooting sports since the last 19 years and has won around 100 medals in the International and National competitions”. She had won four Medals in 2017 in World Police and Fire Games at Los Angeles USA.

Gaurav Sidhu further said “She had won Gold medal and Silver Medal in Commonwealth Games besides other Medals in Asian Games and represented the country in the World Shooting Championship and 2008 Olympics Games held at Beijing”.  It is an insult to the sports personality whose services are often utilised by the state government to promote its achievements, he said.

It may be recalled that Punjab government sports department has forwarded 11 names of the sportspersons to DSO’s vide their letter no sports/DA 4-19/ 10994 dated 15/07/2019 and asked the DSO’s to send citations of the 11 sportspersons excluding the name of Olympian Avneet Kaur Sidhu.

Commenting on this development Amrit Pal Singh father of Avneet Kaur Sidhu said “She has been deliberately excluded and victimised because she was appointed as Deputy Superintendent of Police by Parkash Singh Badal government”. Padma Awards the civilian Awards of the country are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines and fields of activities, viz.- art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field.

The awards are announced on the occasion of Republic Day every year.

Hoshiarpur, July 21: Punjab’s first ‘Hall of Kindness’ has been opened by the Red Cross Society at Hoshiarpur today. At this hall, donations will be provided to the needy in form of clothes, toys, furniture and other home-appliances free of charge. Used but re-usable materials, home appliances and others articles can be donated by any donor to the Hall of Kindness. Industries and Commerce Minister, Sunder Sham Arora, inaugurated the ‘Hall of Kindness’this morning.

The hall has been opened at Hoshiarpur in Mohala, Ishnagar adjoining Sanjhi Rasoi complex. On this occasion, Deputy Commissioner Mrs Isha Kalia was also present.

Addressing a gathering during the inauguration ceremony, the Cabinet Minister said that this was the first project of Punjab which would further strengthen the social relations among different classes of society. He said that in the rest of the districts of the state such efforts should be made so that the needy could be provided help with the support of donors.

He particularly lauded the contribution made by Pyare Lal Saini and Mahant Raminder Das of Dera Baba Charan Shah Ji for providing help to raise the ‘Hall of Kindness’. Arora said that the Sanjhi Rasoi has been successful with the support of good Samaritans and he’s sure that in the same way this project will also be successful.

Deputy Commissioner Isha Kalia said that the main purpose of the ‘Hall of Kindness’ is to become a resort for the needy, for which the participation of the donors is very important. He said that the place has been donated by Mahant Raminder Das while the donation of Rs 5 lakh has been made by Pyare Lal Saini. She appealed that such projects can be successful only with the help of donors, so maximum contribution should be made. She said that re-usable garments, toys, furniture, utensils, electronics and other home appliances can be donated in the Hall of Kindness, which will be provided free to the needy persons.

During the function, Arora handed over the cheques of financial assistance to the needy patients, needy students besides the three persons who died during an accident in Azram, Rs. One lakh each.Also Rs.10-10 Thousands to 13 wounded twere handed over.

On the occasion were present SDM Amit Sreen, Secretary, District Red Cross Naresh Gupta, City Congress President Advocate Rakesh Marwaha and Members of Red Cross.

Does BJP have a big agenda in mind for Punjab?

Bathinda, 21 July 2019: Will Sukhbir Singh Badal President of SAD resign from the Ferozepur Lok Sabha seat ? This question is being hotly debated in the high political circles and political observers.

According to grapevine Sukhbir Singh Badal may resign from his Ferozepur Lok Sabha seat and contest from Jalalabad assembly constituency by -election, which got vacant due to his win to Lok Sabha in the recently concluded general elections of parliament.

The by-election is expected to be announced along with Haryana assembly elections within next few months.

Sukhbir Singh Badal has been member from Jalalabad constituency from 2009. He has won this seat twice and remained Deputy Chief Minister till 2017.

Political observers feel that the idea behind this move is to remain in the state politics and handle the party affairs as being a member of parliament; it is difficult to spare more time for party affairs which needs lot of efforts for its revival in the state.

The SAD had won only two seats out of ten it contested; whereas BJP won two out of three they contested. After the grand victory in parliamentary elections and big come back of Narindra Modi government at the centre the BJP has gained popularity in the state. Feeling stimulated by this development the state leadership of BJP is spreading its wings, it had launched a membership drive in the state and large numbers of people, even bureaucrats are joining the BJP.

Vacuum in the SAD leadership at this juncture will prove detrimental to SAD, which is already facing isolation among the Sikh masses due to sacrilege issue.  There are reports that state BJP leaders are also in touch with the unhappy and annoyed leaders of SAD. As per observers, the BJP has brought Punjab on its priority agenda by appointing two ministers in the central government, Som Prakash and Hardeep Singh Puri. It is a clear indication that BJP had a big agenda in mind for Punjab.

According to grapevine, such developments are the reason of worries of SAD leadership. The outcome of the Haryana Vidhan Sabha elections will certainly have wider ramifications on the politics of Punjab.

Only Sukhbir Singh Badal can answer to this question.

Hoshiarpur, July 22: The Hoshiarpur Administration led by Isha Kalia has launched a big drive against vector-borne diseases; special teams have been constituted and they have detected 158 Houses of dengue larvae at various localities in the district under ‘Tandarust Punjab Mission’.

The team initiated the drive at various places such as Rup Nagar, Piplanwala, Railway Mandi, Kamalpur, Purhiran, Guru Gobind Singh Nagar, Guru Ravidass Nagar, Central Town and Other Senstive Area in city.

In Mukerian first round of special round of survey and in Dasuya 2 rounds of survey has been done.

Drive gains momentum detects 158 dengue larve 

The teams visited 10014 houses, checked 36000 waste containers and desert coolers and detected dengue larvae at 158 Houses.

Members of the teams interacted with residents and apprised them of that these places could act as a breeding ground for the mosquitoes.They said the purpose behind the inspection was to detect the vector-borne diseases in advance.

ਹੁਸ਼ਿਆਰਪੁਰ, 19 ਜੁਲਾਈ : ਜ਼ਿਲੇ ਦੇ ਅਗਾਂਹਵਧੂ ਕਿਸਾਨਾਂ ਵਲੋਂ ਪਾਣੀ ਦੀ ਬੱਚਤ ਕਰਦਿਆਂ 864 ਏਕੜ ਵਿਚ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਕਰ ਲਈ ਗਈ ਹੈ, ਜੋ ਪਾਣੀ ਦੀ ਸੰਭਾਲ ਲਈ ਚੁੱਕਿਆ ਇਕ ਅਹਿਮ ਕਦਮ ਹੈ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਈਸ਼ਾ ਕਾਲੀਆ ਵਲੋਂ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਵਾਲੇ ਖੇਤਾਂ ਦਾ ਦੌਰਾ ਕਰਕੇ ਅਗਾਂਹਵਧੂ ਕਿਸਾਨਾਂ ਦੀ ਹੌਸਲਾ ਅਫ਼ਜ਼ਾਈ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ, ਤਾਂ ਜੋ ਕਿਸਾਨ ਜਾਗਰੂਕ ਹੋ ਕੇ ਜਿੱਥੇ ਪਾਣੀ ਦੀ ਬੱਚਤ ਲਈ ਅੱਗੇ ਆਉਣ, ਉਥੇ ਫਸਲੀ ਚੱਕਰ ਵਿਚੋਂ ਨਿਕਲਕੇ ਬਦਲਵੀਂ ਖੇਤੀ ਦੇ ਰਾਹ ਵੀ ਪੈਣ।

ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਈਸ਼ਾ ਕਾਲੀਆ ਨੇ ਪਿੰਡ ਕਾਣੇ ਵਿਖੇ ਅਗਾਂਹਵਧੂ ਕਿਸਾਨ ਗੁਰਵਿੰਦਰ ਸਿੰਘ ਵਲੋਂ ਕੀਤੀ ਗਈ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਵਾਲੇ ਖੇਤਾਂ ਦਾ ਦੌਰਾ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਪਾਣੀ ਦੀ ਬੱਚਤ ਲਈ ਕੀਤਾ ਗਿਆ ਇਹ ਉਪਰਾਲਾ ਸ਼ਲਾਘਾਯੋਗ ਹੈ। ਉਨਾਂ ਇਸ ਅਗਾਂਹਵਧੂ ਕਿਸਾਨ ਦੀ ਹੌਸਲਾ ਅਫਜ਼ਾਈ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਝੋਨਾ ਪੈਦਾ ਕਰਨ ਵਾਲੇ ਜ਼ਿਲੇ ਦੇ ਬਾਕੀ ਕਿਸਾਨਾਂ ਨੂੰ ਵੀ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ, ਕਿਉਂਕਿ ਸਿੱਧੀ ਬਿਜਾਈ ਨਾਲ ਪਾਣੀ ਦੀ ਘੱਟ ਵਰਤੋਂ ਹੁੰਦੀ ਹੈ ਅਤੇ ਝਾੜ ਵੀ ਵੱਧਦਾ ਹੈ। ਫਸਲ ਵੀ ਜਲਦੀ ਤਿਆਰ ਹੋ ਜਾਂਦੀ ਹੈ ਅਤੇ ਇਕ ਏਕੜ ਵਿਚੋਂ 30 ਫੀਸਦੀ ਪਾਣੀ ਦੀ ਬੱਚਤ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ।

ਉਨਾਂ ਕਿਹਾ ਕਿ ਝੋਨੇ ਦੀ ਆਮ ਬਿਜਾਈ ਲਈ ਇਕ ਏਕੜ ਵਿਚ 65 ਸੈਂਟੀਮੀਟਰ ਪਾਣੀ ਦੀ ਲੋੜ ਪੈਂਦੀ ਹੈ, ਜਦਕਿ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਨਾਲ ਕੇਵਲ 35 ਸੈਂਟੀਮੀਟਰ ਪਾਣੀ ਦੀ ਲੋੜ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਖੇਤੀ ਖਰਚੇ ਵੀ ਘੱਟਦੇ ਹਨ, ਜਿਸ ਨਾਲ ਕਿਸਾਨ ਆਰਥਿਕ ਤੌਰ ‘ਤੇ ਹੋਰ ਮਜ਼ਬੂਤ ਹੋ ਸਕਦਾ ਹੈ।

ਈਸ਼ਾ ਕਾਲੀਆ ਨੇ ਕਿਹਾ ਕਿ ਜ਼ਿਲੇ ਦੇ ਅਗਾਂਵਧੂ ਕਿਸਾਨਾਂ ਵਲੋਂ 864 ਏਕੜ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਕਰ ਲਈ ਗਈ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਬਿਜਾਈ ਡੀ.ਐਸ.ਆਰ ਮਸ਼ੀਨਾਂ ਰਾਹੀਂ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ ਅਤੇ ਜ਼ਿਲੇ ਦੇ ਖੇਤੀਬਾੜੀ ਵਿਭਾਗ ਕੋਲ 9 ਮਸ਼ੀਨਾਂ ਉਪਲਬੱਧ ਹਨ, ਜਿਨਾਂ ਰਾਹੀਂ ਹਰ ਬਲਾਕ ਵਿਚ ਚਾਹਵਾਨ ਕਿਸਾਨਾਂ ਦੇ ਖੇਤਾਂ ਵਿਚ ਮੁਫ਼ਤ ਬਿਜਾਈ ਕਰਵਾਈ ਜਾ ਰਹੀ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਲੱਖਾਂ ਰੁਪਏ ਦੀ ਲਾਗਤ ਵਾਲੀਆਂ ਇਹ ਮਸ਼ੀਨਾਂ ਮੁਹੱਈਆ ਕਰਵਾਈਆਂ ਗਈਆਂ ਹਨ ਅਤੇ ਇਕ ਡੀ.ਐਸ.ਆਰ ਦੀ ਕੀਮਤ 55 ਹਜ਼ਾਰ ਰੁਪਏ ਹੈ।

ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਸਾਲ ਮੱਕੀ ਦਾ ਰਕਬਾ ਵੀ ਹੁਣ ਤੱਕ 10 ਹਜ਼ਾਰ ਹੈਕਟੇਅਰ ਵੱਧ ਚੁੱਕਾ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਪਿਛਲੇ ਸਾਲ 55 ਹਜ਼ਾਰ ਹੈਕਟੇਅਰ ਮੱਕੀ ਦਾ ਰਕਬਾ ਸੀ, ਜਦਕਿ ਇਸ ਸਾਲ 65 ਹਜ਼ਾਰ ਹੈਕਟੇਅਰ ਮੱਕੀ ਦੀ ਬਿਜਾਈ ਹੋ ਚੁੱਕੀ ਹੈ। ਉਨਾਂ ਆਸ ਪ੍ਰਗਟਾਈ ਕਿ ਇਹ ਰਕਬਾ 85 ਹਜ਼ਾਰ ਹੈਕਟੇਅਰ ਤੱਕ ਪਹੰਚ ਸਕਦਾ ਹੈ। ਉਨਾਂ ਕਿਸਾਨਾਂ ਨੂੰ ਅਪੀਲ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਹ ਪਾਣੀ ਦੀ ਬੱਚਤ ਨੂੰ ਪਹਿਲ ਦੇਣ ਅਤੇ ਖੇਤੀਬਾੜੀ ਵਿਭਾਗ ਦੀਆਂ ਸਿਫਾਰਿਸ਼ਾਂ ਅਨੁਸਾਰ ਹੀ ਖੇਤੀ ਕਰਨ। ਉਨਾਂ ਫਸਲੀ ਚੱਕਰ ਵਿਚੋਂ ਨਿਕਲ ਕੇ ਬਦਲਵੀਂ ਖੇਤੀ ਕਰਨ ਦੀ ਅਪੀਲ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਕਿਸਾਨ ਆਪਣੀ ਆਰਥਿਕ ਸਥਿਤੀ ਹੋਰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਸਹਾਇਕ ਧੰਦੇ ਵੀ ਅਪਣਾਉਣ।

ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਡਾ. ਵਿਨੇ ਕੁਮਾਰ ਨੇ ਦੱਸਿਆ ਕਿ ਹੁਸ਼ਿਆਰਪੁਰ-1 ਬਲਾਕ ਦੇ ਪਿੰਡਾਂ ਪੰਡੋਰੀ ਫੰਗੁੜੇ, ਕਾਣੇ, ਸੰਧਰਾਂ ਸੋਡੀਆਂ, ਆਲੋਵਾਲ, ਸ਼ਾਮ ਚੁਰਾਸੀ, ਢੋਡੋ ਮਾਜਰਾ ਅਤੇ ਬੈਂਸ ਖੁਰਦ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਪਿੰਡਾਂ ਦੇ ਕਿਸਾਨਾਂ ਨੇ ਖੇਤੀਬਾੜੀ ਤੇ ਕਿਸਾਨ ਭਲਾਈ ਵਿਭਾਗ ਦੇ ਯਤਨਾਂ ਨਾਲ ਆਧੁਨਿਕ ਤਕਨੀਕ ਨੂੰ ਅਪਣਾ ਕੇ ਜਿੱਥੇ ਖੇਤੀ ਖਰਚਿਆਂ ਨੂੰ ਘਟਾਇਆ ਹੈ, ਉਥੇ ਪਾਣੀ ਦੀ ਬੱਚਤ ਲਈ ਵੀ ਅਹਿਮ ਯੋਗਦਾਨ ਪਾਇਆ ਹੈ।

ਉਨਾਂ ਕਿਹਾ ਕਿ ਡੀ.ਐਸ.ਆਰ ਮਸ਼ੀਨਾਂ ਨਾਲ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਤੋਂ ਇਲਾਵਾ ਕਿਸਾਨਾਂ ਵਲੋਂ ਬੈਡ ਰਾਹੀਂ (ਕੱਦੂ ਦੀ ਲੋੜ ਨਹੀਂ ਪੈਂਦੀ) ਅਤੇ ਫਰੇਮਾਂ ਵਿਚ ਵੀ ਵਿਸ਼ੇਸ਼ ਮਸ਼ੀਨਾਂ ਨਾਲ 320 ਏਕੜ ਵਿਚ ਝੋਨੇ ਦੀ ਬਿਜਾਈ ਕੀਤੀ ਗਈ ਹੈ। ਇਨਾਂ ਤਕਨੀਕਾਂ ਨਾਲ ਵੀ ਪਾਣੀ ਦੀ ਬੱਚਤ ਹੁੰਦੀ ਹੈ।

ਇਸ ਮੌਕੇ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਡਾ. ਸੁਰਿੰਦਰ ਸਿੰਘ, ਖੇਤੀਬਾੜੀ ਵਿਕਾਸ ਅਫ਼ਸਰ ਡਾ. ਸਿਮਰਨਜੀਤ ਸਿੰਘ, ਬਲਾਕ ਟੈਕਨਾਲੋਜੀ ਮੈਨੇਜਰ ਕਮਲਜੀਤ ਸਿੰਘ, ਟੈਕਨੀਸ਼ੀਅਨ ਅਵਤਾਰ ਸਿੰਘ, ਸਰਪੰਚ ਅਸ਼ੋਕ ਕੁਮਾਰ, ਅਗਾਂਹਵਧੂ ਕਿਸਾਨ ਸੁਰਿੰਦਰ ਸਿੰਘ, ਅਮ੍ਰਿਤਪਾਲ ਸਿੰਘ, ਨਵਦੀਪ ਭੁੱਲਰ, ਦਿਲਬਾਗ ਸਿੰਘ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਕਿਸਾਨ ਵੀ ਹਾਜ਼ਰ ਸਨ।

ਜਾਇਦਾਦ ਦੀ ਖ਼ਰੀਦ-ਵੇਚ ਵਿੱਚ ਧੋਖਾਧੜੀ ਅਤੇ ਫ਼ਰਜ਼ੀਵਾੜੇ ਦੇ ਮਾਮਲਿਆਂ ਨੂੰ ਮੁਕੰਮਲ ਤੌਰ ‘ਤੇ ਠੱਲ੍ਹ ਪਾਉਣ ਲਈ ਜ਼ਿਲ੍ਹਾ ਫ਼ਾਜ਼ਿਲਕਾ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਮਾਲ ਰਿਕਾਰਡ ਵਿੱਚ ਮਾਲਕ ਦੇ ਨਿੱਜੀ ਵੇਰਵਾ ਦਰਜ ਕਰਨ ਦੀ ਯੋਜਨਾ ਸੇਵਾ ਅਤੇ ਫ਼ਰਦ ਕੇਂਦਰਾਂ ਰਾਹੀਂ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ।

ਇਸ ਸਬੰਧੀ ਵਧੇਰੇ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਛੱਤਵਾਲ ਨੇ ਦੱਸਿਆ ਕਿ ਜਾਇਦਾਦ ਦੀਆਂ ਕੀਮਤਾਂ ਵੱਧ ਜਾਣ ਕਾਰਨ ਜ਼ਮੀਨ ਦੀ ਖ਼ਰੀਦ-ਵੇਚ ਸਬੰਧੀ ਅਕਸਰ ਹੀ ਧੋਖਾਧੜੀ ਦੇ ਮਾਮਲੇ ਸਾਹਮਣੇ ਆਉਂਦੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਅਸਲ ਜ਼ਮੀਨ ਮਾਲਕ ਦੀ ਥਾਂ ਕੋਈ ਹੋਰ ਵਿਅਕਤੀ ਜ਼ਮੀਨ ਦਾ ਸੌਦਾ ਕਰਕੇ ਜ਼ਮੀਨ ਵੇਚ ਦਿੰਦਾ ਹੈ। ਅਜਿਹੀ ਠੱਗੀ ਦਾ ਸ਼ਿਕਾਰ ਜ਼ਿਆਦਾਤਰ ਪ੍ਰਵਾਸੀ ਪੰਜਾਬੀ, ਫ਼ੌਜੀ ਜਵਾਨ ਅਤੇ ਦੂਰ-ਦੁਰਾਡੇ ਰਹਿੰਦੇ ਪਰਿਵਾਰ ਹੋ ਰਹੇ ਹਨ।

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਜਿਹੀ ਖ਼ਰੀਦ ਵਿੱਚ ਮਿਲੀਭੁਗਤ ਨਾਲ ਸ਼ਾਮਲ ਵਿਅਕਤੀ ਖ਼ਰੀਦਦਾਰ ਬਣ ਜਾਂਦਾ ਹੈ, ਜਿਸ ਨਾਲ ਲੰਮੀ ਕਾਨੂੰਨੀ ਪ੍ਰਕਿਰਿਆ ਸ਼ੁਰੂ ਹੋ ਜਾਂਦੀ ਹੈ ਅਤੇ ਅਸਲ ਜ਼ਮੀਨ ਮਾਲਕ ਜਾਂ ਖ਼ਰੀਦਦਾਰ ਨੂੰ ਬੇਲੋੜੀ ਮਾਨਸਿਕ ਪ੍ਰੇਸ਼ਾਨੀ ਤੇ ਆਰਥਿਕ ਸ਼ੋਸ਼ਣ ਦਾ ਸ਼ਿਕਾਰ ਹੋਣਾ ਪੈਂਦਾ ਹੈ।

ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਵਰਤਾਰੇ ਨੂੰ ਬੰਦ ਕਰਨ ਲਈ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਇਹ ਸੇਵਾ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਹੈ ਜਿਸ ਤਹਿਤ ਮਾਲ ਰਿਕਾਰਡ ਵਿੱਚ ਅਸਲ ਜ਼ਮੀਨ ਮਾਲਕ ਦੇ ਚਾਹੁਣ ‘ਤੇ ਉਸ ਦਾ ਟੈਲੀਫ਼ੋਨ ਨੰਬਰ, ਈ-ਮੇਲ ਪਤਾ ਅਤੇ ਆਧਾਰ ਕਾਰਡ ਨੰਬਰ ਦਰਜ ਕਰ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਹ ਸਹੂਲਤ ਲੈਣ ਲਈ ਜ਼ਮੀਨ ਮਾਲਕ ਨੂੰ ਨਿਰਧਾਰਤ ਪ੍ਰੋਫ਼ਾਰਮਾ ਲੋੜੀਂਦੇ ਸਬੂਤਾਂ ਸਮੇਤ 1000 ਰੁਪਏ ਫ਼ੀਸ ਨਾਲ ਸੇਵਾ ਕੇਂਦਰ ਜਾਂ ਫ਼ਰਦ ਕੇਂਦਰ ਵਿਖੇ ਜਮ੍ਹਾਂ ਕਰਾਉਣਾ ਹੋਵੇਗਾ ਜਿਸ ਪਿੱਛੋਂ ਉਸ ਦਾ ਕੇਸ ਸਬੰਧਤ ਤਹਿਸੀਲਦਾਰ ਅਤੇ ਅੱਗੇ ਪਟਵਾਰੀ ਨੂੰ ਭੇਜਿਆ ਜਾਵੇਗਾ।

ਪਟਵਾਰੀ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੋਵੇਗੀ ਕਿ ਉਹ ਦਸਤਾਵੇਜ਼ਾਂ ਦੀ ਪੜਤਾਲ ਕਰਕੇ ਰੋਜ਼ਨਾਮਚੇ ਵਿੱਚ ਅਸਲ ਜ਼ਮੀਨ ਮਾਲਕ ਦੇ ਨਿੱਜੀ ਵੇਰਵੇ ਦਰਜ ਕਰੇਗਾ ਅਤੇ ਇਸ ਦਾ ਹਵਾਲਾ ਜਮ੍ਹਾਂਬੰਦੀ ਵਿੱਚ ਦਰਸਾਏਗਾ।

ਛੱਤਵਾਲ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਇਹ ਸੇਵਾ ਸ਼ੁਰੂ ਕਰਨ ਲਈ ਪੰਜਾਬ ਲੈਂਡ ਰਿਕਾਰਡ ਮੈਨੂਅਲ ਦੇ ਪੈਰਾ 7.28 ਵਿੱਚ ਦਰਜ ਉਪਬੰਧ ਵਿੱਚ ਅੰਸ਼ਕ ਸੋਧ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਲੋਕਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਫ਼ਰਜ਼ੀਵਾੜੇ ਅਤੇ ਲੰਮੀ ਕਾਨੂੰਨੀ ਪ੍ਰਕਿਰਿਆ ਤੋਂ ਬਚਣ ਲਈ ਇਸ ਸਹੂਲਤ ਦਾ ਲਾਹਾ ਲੈਣ।

Kuldeep Chahal assumes charge as SSP SAS Nagar

S.A.S. Nagar, July 19, 2019:  Kuldeep Singh Chahal IPS assumed the charge as SSP of SAS Nagar at District Administrative Complex on Friday. He replaces Harcharan Singh Bhullar, who was transferred to the vigilance department.

After taking the charge of his office, Chahal said that the police will adopt zero tolerance policy against crime and drugs. He appealed to the public for cooperation in nailing criminals to build a safe and secure atmosphere and ensuring streamline the traffic system in the district.

He said that strict action would be taken against those found involved in the smuggling of drugs.

ਬਠਿੰਡਾ, 18 ਜੁਲਾਈ : ਡਵੀਜਨਲ ਵਣ ਅਫ਼ਸਰ ਵੱਜੋਂ  ਸਵਰਨ ਸਿਘ ਸਿੱਧੂ ਨੇ ਅੱਜ ਇੱਥੇ ਆਪਣਾ ਚਾਰਜ ਸੰਭਾਲ ਲਿਆ। ਇਸ ਤੋਂ ਪਹਿਲਾ ਸਿੱਧੂ ਮਾਨਸਾ ਵਿਖੇ  ਜ਼ਿਲਾ ਵਣ ਅਫ਼ਸਰ ਵਜੋਂ ਆਪਣੀਆਂ ਸੇਵਾਵਾਂ ਨਿਭਾ ਰਹੇ ਸਨ।

ਆਪਣਾ ਚਾਰਜ ਸੰਭਾਵਣ ਉਪਰੰਤ ਉਨਾਂ ਦੱਸਿਆ ਕਿ ਵਣ ਵਿਭਾਗ ਵਲੋਂ ਵਾਤਾਵਰਣ ਦੀ ਸ਼ੁਧਤਾ ਲਈ ਸ਼ਹਿਰ ਅਤੇ ਪਿੰਡਾਂ ਅੰਦਰ ਪੌਦੇ ਲਗਾਏ ਜਾ ਰਹੇ ਹਨ। ਉਨਾਂ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ  ਸੂਬਾ ਸਰਕਾਰ ਵਲੋਂ ਸ਼੍ਰੀ ਗੁਰੂ ਨਾਨਕ ਦੇਵ ਜੀ ਦੇ 550 ਸਾਲਾਂ ਪzzਕਾਸ਼ ਉਤਸਵ ਦੇ ਸਬੰਧ ਵਿਚ ਜ਼ਿਲੇ ਦੇ ਹਰੇਕ ਪਿੰਡ ਵਿਚ 550-550 ਵੱਖ-ਵੱਖ ਤਰਾਂ ਦੇ ਫਲਦਾਰ ਅਤੇ ਛਾਂ ਦਾਰ ਪੌਦੇ ਲਗਾਏ ਜਾ ਰਹੇ ਹਨ। ਉਨਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਸਤੰਬਰ ਤੱਕ ਜ਼ਿਲੇ ਦੇ ਸਮੂਹ ਪਿੰਡਾਂ ਵਿਚ ਪੌਦੇ ਲਗਾਉਣ ਦਾ ਟੀਚਾ ਪੂਰਾ ਕਰ ਲਿਆ ਜਾਵੇਗਾ।

ਡਵੀਜ਼ਨਲ ਵਣ ਅਫ਼ਸਰ ਨੇ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲੇ ਦੀਆਂ ਲਿੰਕ ਸੜਕਾਂ ‘ਤੇ 1 ਲੱਖ 10 ਹਜਾਰ ਪੌਦੇ ਮਗਨਰੇਗਾ ਰਾਹੀਂ ਲਗਵਾਏ ਜਾਣਗੇ । ਇਸ ਤੋਂ ਇਲਾਵਾ ਉਨਾਂ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਬੀੜ ਤਲਾਅ ਵਿਖੇ ਬਣੇ ਡੀਅਰ ਪਾਰਕ ਵਿੱਚ ਬੱਟਰ ਫਲਾਈ ਪਾਰਕ ਦੇ ਚਲ ਰਹੇ ਕਾਰਜਾਂ ਵਿੱਚ ਤੇਜੀ ਲਿਆ ਕੇ ਇਸ ਨੂੰ ਜਲਦ ਮੁਕੰਮਲ ਕੀਤਾ ਜਾਵੇਗਾ।

ਇਸ ਮੌਕੇ ਉਨਾਂ ਲੋਕਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਸਰਕਾਰ ਵਲੋਂ ਸੂਬੇ ਨੂੰ ਹਰਿਆ ਭਰਿਆ ਬਨਾਉਣ ਲਈ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਇਸ ਮੁਹਿੰਮ ਤਹਿਤ ਵੱਧ ਤੋਂ ਵੱਧ ਪੌਦੇ ਲਗਾਏ ਜਾਣ ਅਤੇ ਉਨਾਂ ਦੀ ਸਾਂਭ ਸੰਭਾਲ ਲਈ ਪੂਰਾ ਸਹਿਯੋਗ ਦਿੱਤਾ ਜਾਵੇ।    (ਅੰਮ੍ਰਿਤ ਪਾਲ ਬਰਾੜ 9814313405)
