12 new studs coming up courtesy Punjab Government at a cost of Rs. 2 crore: DCHoshiarpur, July 26:
The Deputy Commissioner, Isha Kalia today visited the dams on the Beas River and directed the Drainage Department to spare no effort in the strengthening of these. Taking stock of the 4 Studs and Spurs constructed at village Rarha, the Deputy Commissioner directed that such works begun at the other places must be completed at the earliest so as to ensure effective mechanism to deal with flood like situation.
The Deputy Commissioner also said that the Punjab Government is constructing 12 new studs this year at a cost of Rs. 2 crore. Divulging more, the Deputy Commissioner said that the spurs at village rarha have come up at a cost of Rs. 37 lakh whereas 2 studs have also been constructed at a cost of Rs. 33 lakh.
The Deputy Commissioner also added that the main purpose behind the construction of the studs and spurs is to protect the crops of farmers from the floods.
Taking stock of sacred Vein River, the Deputy Commissioner instructed that both the banks of the river be strengthened. She further added that the cleanliness of ‘Kali Vein’ be ensured because kali vein beginning from village Galowal gets merged into sacred vein river at village Pulpukhta.
The Deputy Commissioner also emphasized that the cleanliness project of Vein River be accorded priority owing to the 550th Parkash Purb celebrations of Sri Guru Nanak Dev Ji. The Deputy Commissioner also listened to the problems of the villages situated along the banks of river Beas.

Kapurthala, July 25-
Deputy Commissioner Kapurthala DPS Kharbanda today asked the various departments to ensure that work to construct tent city in Sultanpur Lodhi for commemorating 550th parkash Purab of Sri Guru Nanak Dev ji was completed by first week of October.
Chairing a meeting here at District Administrative Complex, the Deputy Commissioner said that three Tented Cities to facilitate around 40,000 pilgrims would be erected at around 280 acres of land in Sultanpur Lodhi. He said that these tented cities would be constructed at village Randhirpur, Maachijoa and Taraf Behbal Bahadur.
Kharbanda said that these tented cities would be equipped with state of the art infra structure to facilitate the pilgrims arriving from across the globe to pay obeisance at the holy city.
The Deputy Commissioner asked the various departments viz. PWD, POWERCOM, Public Health and others to exhibit remarkable inter departmental coordination to ensure that the work of constructing the tented was executed smoothly. He said that every effort must be made to ensure that the work was completed in the first week of October so that pilgrims do not face any sort of problem.
Kharbanda said that the celebrations during the mega event would start from November 5 and holy city would witness huge rush of devotees till November 15, so all the ongoing development works need to be completed well in time.
The Deputy Commissioner further said that the district administration has taken 977 acres of land on lease from the farmers on temporary basis. He said that out of this tented city would come up on 280 acres, parking for vehicles would made at 10 places spread over 610 acres of land and remaining would be used for other purposes during the event.
Kharbanda said that any sort of inordinate delay in execution of work was unwarranted and undesirable. He said that the commemorative events must be a spectacular show for which every officer/ official must perform their duty zealously.
On the occasion SSP Kapurthala Satinder Singh, Additional Deputy Commissioner Rahul Chaba, Sub Divisional Magistrate Navneet Kaur Bal and others were also present.

ਚੰਡੀਗੜ, 24 ਜੁਲਾਈ 2019: ਪੰਜਾਬ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਵੱਖ-ਵੱਖ ਕਾਡਰਾਂ ਵਿੱਚ ਤਰੱਕੀ ਲਈ ਲੋੜੀਂਦੇ ਤਜਰਬੇ ਵਿੱਚ ਕਮੀ ਕਰਨ ਵਾਸਤੇ ਸੇਵਾ ਨਿਯਮਾਂ ਵਿੱਚ ਸੋਧ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਵੱਲੋਂ 20 ਫਰਵਰੀ, 2019 ਨੂੰ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਕੀਤੇ ਗਏ ਐਲਾਨ ਦੀ ਤਰਜ਼ ’ਤੇ ਇਹ ਸੋਧ ਕੀਤੀ ਗਈ ਹੈ ਜਿਸ ਦੇ ਨਾਲ ਉੱਚ ਕਾਡਰ ਵਿੱਚ ਖਾਲੀ ਅਸਾਮੀਆਂ ਨੂੰ ਭਰਨ ਵਾਸਤੇ ਮਦਦ ਮਿਲੇਗੀ।
ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਮੰਤਰੀ ਮੰਡਲ ਵੱਲੋਂ ਲਏ ਗਏ ਫੈਸਲੇ ਦੇ ਅਨੁਸਾਰ ਜਿੱਥੇ ਲੋੜੀਂਦੀ ਕੁਆਲੀਫਾਈਂਗ ਸੇਵਾ ਦੋ ਸਾਲ ਜਾਂ ਇਸ ਤੋਂ ਘੱਟ ਹੈ ਉੱਥੇ ਤਜਰਬੇ ਵਿੱਚ ਕੋਈ ਕਮੀ ਨਹੀਂ ਹੋਵੇਗੀ। ਦੋ ਸਾਲ ਤੋਂ ਵੱਧ ਅਤੇ ਪੰਜ ਸਾਲ ਤੋਂ ਘੱਟ ਵਾਲੀ ਲੋੜੀਂਦੀ ਕੁਆਲੀਫਾਈਂਗ ਸੇਵਾ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਇਕ ਸਾਲ ਦੀ ਕਟੌਤੀ ਆਗਿਆ ਯੋਗ ਹੋਵੇਗੀ।
ਮੰਤਰੀ ਮੰਡਲ ਦੀ ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਇਕ ਸਰਕਾਰੀ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਜਿਨਾਂ ਮਾਮਲਿਆਂ ਵਿੱਚ ਲੋੜੀਂਦੀ ਕੁਆਲੀਫਾਈਂਗ ਸੇਵਾ ਸੱਤ ਸਾਲ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਹੈ ਉੱਥੇ ਦੋ ਸਾਲ ਦੀ ਕਟੌਤੀ ਕੀਤੀ ਗਈ ਜਦਕਿ 10 ਸਾਲ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਕੁਆਲੀਫਾਈਂਗ ਸੇਵਾ ਵਾਲੇ ਮਾਮਲੇ ਵਿੱਚ ਇਹ ਕਟੌਤੀ ਤਿੰਨ ਸਾਲ ਹੋਵੇਗੀ।
ਇਸੇ ਦੌਰਾਨ ਹੋਰ ਮਹੱਤਵਪੂਰਨ ਫੈਸਲਾ ਲੈਂਦੇ ਹੋਏ ਪੰਜਾਬ ਮੰਤਰੀ ਮੰਡਲ ਵੱਖ-ਵੱਖ ਸਰਕਾਰੀ ਕਾਲਜਾਂ ਵਿੱਚ ਬਹੁਤ ਸਾਰੀਆਂ ਨਵੀਂਆਂ ਅਧਿਆਪਨ ਅਤੇ ਗੈਰ-ਅਧਿਆਪਨ ਅਸਾਮੀਆਂ ਲਈ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ ਅਤੇ ਕਈ ਹੋਰਾਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਨਿਯਮਿਤ ਕਰ ਦਿੱਤੀਆਂ ਹਨ।
ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਰਾਮਪੁਰਾ ਫੂਲ ਵਿਖੇ ਸਥਾਪਤ ਕੀਤੇ ਨਵੇਂ ਕਾਲਜ ਆਫ ਵੈਟਨਰੀ ਸਾਇੰਸ ਦੇ ਲਈ 228 ਅਸਾਮੀਆਂ ਭਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਹੈ ਜਿਨਾਂ ਵਿੱਚ 88 ਅਧਿਆਪਨ ਅਤੇ 140 ਗੈਰ-ਅਧਿਆਪਨ ਅਸਾਮੀਆਂ ਹਨ। ਇਨਾਂ ਵਿੱਚੋਂ 70 ਅਸਾਮੀਆਂ ਇਸ ਸਾਲ ਭਰੀਆਂ ਜਾਣਗੀਆਂ ਜਿਨਾਂ ਵਿੱਚ 32 ਅਧਿਆਪਨ ਅਤੇ 28 ਗੈਰ-ਅਧਿਆਪਨ ਅਸਾਮੀਆਂ ਹਨ।
ਮੰਤਰੀ ਮੰਡਲ ਦੀ ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਇਕ ਸਰਕਾਰੀ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਅ ਕਿ ਇਸ ਦੇ ਨਾਲ ਸੂਬੇ ਵਿੱਚ ਪਸ਼ੂਆਂ ਵਾਸਤੇ ਵਧੀਆ ਸਿਹਤ ਸੇਵਾਵਾਂ ਮੁਹੱਈਆ ਕਰਾਉਣ ਵਿੱਚ ਮਦਦ ਮਿਲੇਗੀ ਜਿਸ ਦੇ ਨਾਲ ਦੁੱਧ ਦੇ ਉਤਪਾਦਨ ਵਿੱਚ ਅੱਗੇ ਹੋਰ ਵਾਧਾ ਹੋਣ ਤੋਂ ਇਲਾਵਾ ਪਸ਼ੂ ਪਾਲਕਾਂ ਨੂੰ ਆਪਣੇ ਦੁੱਧ ਦੇਣ ਵਾਲੇ ਪਸ਼ੂਆਂ ਦੀ ਨਸਲ ਵਿੱਚ ਸੁਧਾਰ ਕਰਨ ਵਾਸਤੇ ਉਤਸ਼ਾਹ ਮਿਲੇਗਾ।
ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਤਿੰਨ ਸਾਲ ਦੀ ਸੇਵਾ ਮੁਕੰਮਲ ਕਰਨ ਵਾਲੇ ਸਰਕਾਰੀ ਸਹਾਇਤਾ ਪ੍ਰਾਪਤ ਕਾਲਜਾਂ ਵਿੱਚ ਸੇਵਾ ਕਰ ਰਹੇ 127 ਅਸਿਸਟੈਂਟ ਪ੍ਰੋਫੈਸਰਾਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਨੂੰ ਨਿਯਮਤ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸ ਫੈਸਲੇ ਨਾਲ 4.38 ਕਰੋੜ ਰੁਪਏ ਦਾ ਸਾਲਾਨਾ ਵਾਧੂ ਬੋਝ ਪਵੇਗਾ। ਇਸ ਦੇ ਨਾਲ ਸੂਬੇ ਦੇ ਗ੍ਰਾਂਟ-ਇਨ-ਏਡ ਕਾਲਜਾਂ ਵਿੱਚ ਉੱਚ ਸਿੱਖਿਆ ਦਾ ਪੱਧਰ ਵਧਾਉਣ ਵਿੱਚ ਮਦਦ ਮਿਲੇਗੀ।
ਗ੍ਰਾਂਟ-ਇਨ-ਏਡ ਕਾਲਜਾਂ ਵਿੱਚ ਅਸਿਸਟੈਂਟ ਪ੍ਰੋਫੈਸਰਾਂ ਦੀਆਂ ਕੁਲ 1925 ਖਾਲੀ ਅਸਾਮੀਆਂ ਵਿੱਚੋਂ 1332 ਅਸਾਮੀਆਂ ਭਰੀਆਂ ਗਈਆਂ ਹਨ ਜਿਨਾਂ ਵਿੱਚੋਂ 127 ਨੇ ਸਤੰਬਰ, 2018 ਵਿੱਚ ਆਪਣੇ ਤਿੰਨ ਸਾਲ ਪੂਰੇ ਕਰ ਲਏ ਹਨ। ਕਾਲਜਾਂ ਨੂੰ ਨਿਯਮਿਤ ਕਰਨ ਲਈ ਪੂਰੀ ਪ੍ਰਕਿਰਿਆ ਆਪਣੇ ਪੱਧਰ ’ਤੇ ਮੁਕੰਮਲ ਕਰਨੀ ਹੋਵੇਗੀ।
ਇਕ ਹੋਰ ਫੈਸਲੇ ਦੇ ਅਨੁਸਾਰ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਜੰਗਲਾਤ ਵਿਭਾਗ ਦੇ ਤਿੰਨ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਨਿਯਮਿਤ ਕਰਨ ਲਈ ਸਹਿਮਤੀ ਦੇ ਦਿੱਤੀ ਹੈ ਕਿਉਂਕਿ ਇਸ ਵੇਲੇ ਠੇਕੇ ਦੇ ਆਧਾਰ ’ਤੇ ਸਰਵੇਅਰ (ਸੋਸ਼ਲ ਮੈਪਰ) ਵਜੋਂ ਕੰਮ ਕਰ ਰਹੇ ਹਨ। ਅਜਿਹਾ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸ ਤਰਜ਼ ’ਤੇ 28 ਮੁਲਾਜਮ ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਨਿਯਮਿਤ ਕੀਤੇ ਗਏ।
ਮੰਤਰੀ ਮੰਡਲ ਨੂੰ ਜਲ ਸਪਲਾਈ ਸੈਨੀਟੇਸ਼ਨ ਵਿਭਾਗ (ਡੀ.ਡਬਲਿਊ.ਸੀ.ਸੀ.) ਦੇ ਪ੍ਰਸ਼ਾਸਕੀ ਢਾਂਚੇ ਦੇ ਪੁਨਰਗਠਨ ਨੂੰ ਹਰੀ ਝੰਡੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਅਗਲੇ ਤਿੰਨ ਸਾਲਾਂ ਦੌਰਾਨ ਗਰੁੱਪ ਏ, ਬੀ ਅਤੇ ਸੀ ਦੀਆਂ 748 ਅਸਾਮੀਆਂ ਭਰਨ ਅਤੇ ਠੇਕੇ ਦੇ ਆਧਾਰ ’ਤੇ ਤੁਰੰਤ ਵਿਸ਼ੇਸ਼ੀਕਿ੍ਰਤ ਕਾਰਜਾਂ ਲਈ 1528 ਅਸਾਮੀਆਂ ਦੀ ਭਰਤੀ ਯੋਜਨਾ ਨੂੰ ਵੀ ਸਹਿਮਤੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਪਿਛਲੇ ਦਹਾਕੇ ਦੌਰਾਨ ਡੀ.ਡਬਲਿਊ.ਐਸ.ਐਸ. ਦੀ ਭੂਮਿਕਾ ਵਿੱਚ ਹੋਈ ਤਬਦੀਲੀ ਦੇ ਮੱਦੇਨਜ਼ਰ ਇਹ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਹੈ। ਇਹ ਪੂਰੀ ਤਰਾਂ ਨਿਰਮਾਨ ਕੇਂਦਰਤ ਵਿਭਾਗ ਤੋਂ ਸਰਵਿਸ ਡਲਿਵਰੀ ਵਿਭਾਗ ਵੱਲ ਨੂੰ ਤਬਦੀਲ ਹੋਇਆ ਹੈ। ਮੁੜ ਢਾਂਚਾਗਤ ਯੋਜਨਾ ਵਿੱਚ ਨਵੀਂ ਯੋਜਨਾਬੰਦੀ, ਡਿਜ਼ਾਇਨ ਅਤੇ ਕੁਆਲਟੀ ਅਸ਼ੋਰੈਂਸ ਵਿੰਗ ਨੂੰ ਪੈਦਾ ਕਰਨਾ ਅਤੇ ਵਿੱਤ ਤੇ ਮਾਲ, ਜਲ ਮਿਆਰ, ਆਈ.ਈ.ਸੀ., ਆਈ.ਟੀ. ਅਤੇ ਕਾਨੂੰਨੀ ਵਿੰਗਾਂ ਨੂੰ ਮਜ਼ਬੂਤ ਬਣਾਉਣਾ ਸ਼ਾਮਲ ਹੈ।

ਇਸ ਮੌਕੇ ਧਾਰਮਿਕ ਪ੍ਰੋਗਰਾਮ ਦਾ ਪ੍ਰਬੰਧ ਕੀਤਾ ਗਿਆ ਤੇ ਟਿਕਾਣਾ ਭਾਈ ਜਗਤਾ ਜੀ ਦੇ ਆਗੂ ਸੰਤ ਜਗਜੀਤ ਸਿੰਘ ਨੇ ਵਿਦਿਆਰਥਣਾਂ ਨੂੰ ਅਸੀਸ ਦਿੰਦੇ ਹੋਏ ਦੁਨਿਆਵੀ ਵਿੱਦਿਆ ਦੇ ਨਾਲ ਗੁਰਮਤਿ ਵਿੱਦਿਆ ਦੇ ਨਾਲ ਜੁੜਨ ਦੀ ਅਤੇ ਆਪਣੇ ਮਾਪਿਆਂ ਦਾ ਅਤੇ ਸੰਸਥਾ ਦਾ ਨਾਮ ਰੌਸ਼ਨ ਕਰਨ ਦੀ ਪ੍ਰੇਰਨਾ ਦਿੱਤੀ ।
ਕਾਲਜ ਦੇ ਚੇਅਰਮੈਨ ਸ਼ਿਵ ਨਾਰਾਇਣ ਤੇ ਧੀਂਗਰਾ ਅਤੇ ਕਾਲਜ ਸੈਕਟਰੀ ਇਕਬਾਲ ਸਿੰਘ ਕਿੰਗਰਾਂ ਵਲੋਂ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਉੱਜਵਲ ਭਵਿੱਖ ਲਈ ਸ਼ੁੱਭ ਕਾਮਨਾਵਾਂ ਦਿੱਤੀਆਂ ਗਈਆਂ ।

The Local Bodies department has in principal decided to put a cap on the fee charged by the architectures for drawing up a building plan. This move is aimed at providing monetary relief to the citizen of the state as they have been complaining that they have to pay a huge amount to the architect for uploading the drawing of building plans online.
It was disclosed by Brahm Mohindra, Local Bodies Minister after holding a high level meeting to review progress on the project of e-Naksha.
In a press communiqué released Brahm Mohindra said that the motive of the launch of e-Naksha plan was to enhance government capacity and strengthen institutional capacity to deliver sustainable access to effective services for the urban poor.
He said that e-naksha plan was launched on January 15, 2019 and with this automate building plan approval process was started in 165 ULBs and 27 Improvement Trust and it provided one-stop platform for all architects/citizen to submit drawings/documents for building plan approval process. He said that total number of 13500 cases has been successfully entered in online system and more than 7700 plans are cleared.
The Minister said that though this project was running very successfully but there were certain objections raised by the citizens. He said that the major objection of the citizen was that the architects were demanding huge fees for drawing up their building plan.
He said taking strong cognizance of the concerns of the citizens the Local Bodies Department has decided to put a cap on the fee charged by the architects for preparing the building plan. Brahm Mohindra instructed A. Venu Prasad, Principal Secretary of the Local Bodies Department to prepare the rational of fee structure, making base for an architect to charge fee from the citizen for drawing up building plan.
The Minister also instructed the officers to take feedback and suggestions from the general public on the e-naksha project so that the online process of passing of building plan can further be streamlined to the satisfaction of the citizen of the state.

The Chairperson said that Khadi Board is working for the success of ‘Ghar Ghar Rozgar’ program of the Punjab Government so as to realize the resolution of Captain Amarinder Singh, Chief Minister Punjab to provide employment especially in the rural areas to every household.
The Chairperson was all praise for Industries & Commerce, Minister for his dynamic handling of the Department of Industries and his effort at generating employment in Industry. She said she would work closely with the Industries Minister so that the Khadi Board can make maximum contribution to employment generation.
Mamta Dutta also said that she would also seek maximum cooperation of Vini Mahajan, Additional Chief Secretary, Industries & Commerce, Punjab, Sibin C, Director of Industries & Commerce, Punjab as well officers of the Industries Department in achieving the employment generation targets.
It is relevant to mention here that Khadi Board is the principal State Government agency for over 60 Years in creating self employment (Ghar- Ghar Rozgar) ventures. The Chairperson specially emphasized that it is not only important to set up new ventures, it is equally important to sustain these ventures for which help is required to existing entrepreneurs to market their products.
The Chairperson further said that she would place special emphasis on providing marketing opportunities to existing units. The Objective of the Khadi Board is to provide training and employment to rural unemployed youth of the State by providing easy financial assistance to set up self employment ventures and thus improve the economic conditions of the rural population by fostering self reliance and entrepreneurship. It also provides marketing support to the entrepreneurs.
It is also worth noting that the Khadi Board is implementing the Prime Minister’s Employment Generation Program Scheme of the Khadi Village Industries Commission, Govt. of India, w.e.f. 2008-09. Under this Scheme, projects up to Rs.25.00 lacs are set up and margin money @ 25 percent is provided to the General Category, whereas, it is 35 percent for the reserved category, like; SC/ST, OBC, Women, Ex-servicemen, Physically Handicapped, Minority community, Border Area, etc. Under this scheme, the main emphasis is to uplift the women, poor and downtrodden, SC/ST rural unemployed entrepreneurs.
For service Sector enterprises loans are available upto Rs. 10 lacs. The Board has already released Rs. 426 lacs in connection with 169 cases with employment to 264 persons provided till 22 July, 2019.

Bathinda, 22 July 2019: The Punjab State Target Shooter Association today condemned the Congress government for excluding the name of one of the country’s top shooter and Punjab’s first woman Olympian shooter Avneet Kaur Sidhu’s from the recommendations list being forwarded by the Punjab government to the central government for Padma awards. Avneet Kaur Sidhu is recipient of Arjuna Award and Maharaja Ranjit Singh Award.
Spokesperson of PSTSA Gaurav Sidhu said “It was painful that the sports personality who has brought the shooting sports into limelight in Punjab and considered as an icon in the state has been excluded from the recommendations list”. She is associated with the shooting sports since the last 19 years and has won around 100 medals in the International and National competitions”. She had won four Medals in 2017 in World Police and Fire Games at Los Angeles USA.
Gaurav Sidhu further said “She had won Gold medal and Silver Medal in Commonwealth Games besides other Medals in Asian Games and represented the country in the World Shooting Championship and 2008 Olympics Games held at Beijing”. It is an insult to the sports personality whose services are often utilised by the state government to promote its achievements, he said.
It may be recalled that Punjab government sports department has forwarded 11 names of the sportspersons to DSO’s vide their letter no sports/DA 4-19/ 10994 dated 15/07/2019 and asked the DSO’s to send citations of the 11 sportspersons excluding the name of Olympian Avneet Kaur Sidhu.
Commenting on this development Amrit Pal Singh father of Avneet Kaur Sidhu said “She has been deliberately excluded and victimised because she was appointed as Deputy Superintendent of Police by Parkash Singh Badal government”. Padma Awards the civilian Awards of the country are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines and fields of activities, viz.- art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field.
The awards are announced on the occasion of Republic Day every year.

Hoshiarpur, July 21: Punjab’s first ‘Hall of Kindness’ has been opened by the Red Cross Society at Hoshiarpur today. At this hall, donations will be provided to the needy in form of clothes, toys, furniture and other home-appliances free of charge. Used but re-usable materials, home appliances and others articles can be donated by any donor to the Hall of Kindness. Industries and Commerce Minister, Sunder Sham Arora, inaugurated the ‘Hall of Kindness’this morning.
The hall has been opened at Hoshiarpur in Mohala, Ishnagar adjoining Sanjhi Rasoi complex. On this occasion, Deputy Commissioner Mrs Isha Kalia was also present.
Addressing a gathering during the inauguration ceremony, the Cabinet Minister said that this was the first project of Punjab which would further strengthen the social relations among different classes of society. He said that in the rest of the districts of the state such efforts should be made so that the needy could be provided help with the support of donors.
He particularly lauded the contribution made by Pyare Lal Saini and Mahant Raminder Das of Dera Baba Charan Shah Ji for providing help to raise the ‘Hall of Kindness’. Arora said that the Sanjhi Rasoi has been successful with the support of good Samaritans and he’s sure that in the same way this project will also be successful.
Deputy Commissioner Isha Kalia said that the main purpose of the ‘Hall of Kindness’ is to become a resort for the needy, for which the participation of the donors is very important. He said that the place has been donated by Mahant Raminder Das while the donation of Rs 5 lakh has been made by Pyare Lal Saini. She appealed that such projects can be successful only with the help of donors, so maximum contribution should be made. She said that re-usable garments, toys, furniture, utensils, electronics and other home appliances can be donated in the Hall of Kindness, which will be provided free to the needy persons.
During the function, Arora handed over the cheques of financial assistance to the needy patients, needy students besides the three persons who died during an accident in Azram, Rs. One lakh each.Also Rs.10-10 Thousands to 13 wounded twere handed over.

Bathinda, 21 July 2019: Will Sukhbir Singh Badal President of SAD resign from the Ferozepur Lok Sabha seat ? This question is being hotly debated in the high political circles and political observers.
According to grapevine Sukhbir Singh Badal may resign from his Ferozepur Lok Sabha seat and contest from Jalalabad assembly constituency by -election, which got vacant due to his win to Lok Sabha in the recently concluded general elections of parliament.
The by-election is expected to be announced along with Haryana assembly elections within next few months.
Sukhbir Singh Badal has been member from Jalalabad constituency from 2009. He has won this seat twice and remained Deputy Chief Minister till 2017.
Political observers feel that the idea behind this move is to remain in the state politics and handle the party affairs as being a member of parliament; it is difficult to spare more time for party affairs which needs lot of efforts for its revival in the state.
The SAD had won only two seats out of ten it contested; whereas BJP won two out of three they contested. After the grand victory in parliamentary elections and big come back of Narindra Modi government at the centre the BJP has gained popularity in the state. Feeling stimulated by this development the state leadership of BJP is spreading its wings, it had launched a membership drive in the state and large numbers of people, even bureaucrats are joining the BJP.
Vacuum in the SAD leadership at this juncture will prove detrimental to SAD, which is already facing isolation among the Sikh masses due to sacrilege issue. There are reports that state BJP leaders are also in touch with the unhappy and annoyed leaders of SAD. As per observers, the BJP has brought Punjab on its priority agenda by appointing two ministers in the central government, Som Prakash and Hardeep Singh Puri. It is a clear indication that BJP had a big agenda in mind for Punjab.
According to grapevine, such developments are the reason of worries of SAD leadership. The outcome of the Haryana Vidhan Sabha elections will certainly have wider ramifications on the politics of Punjab.
