Reallocation of Portfolios will bring more efficiency: CM

Hours after the first State Cabinet meeting following the Lok Sabha elections, Punjab Chief Minister Captain Amarinder Singh on Thursday evening reallocated the portfolios of most of the ministers, to make some vital changes in the key ministries.

Barring four ministers, there are some changes in the portfolios of all the ministers as a result of the reallocations, which the Chief Minister said would help further streamline the government systems and processes, and bring more transparency and efficacy into the various departments.

With the Congress government in the state nearing the mid-term mark, Captain Amarinder hoped the exercise would also reenergise his team and bring freshness into the working of the major departments.

The Chief Minister, who had hinted at changes in the portfolios of his Council of Ministers after the completion of the poll process, has allocated the crucial Local Government to his senior-most colleague, Brahm Mohindra, who was earlier handling Health & Family Welfare, which has now been entrusted to Balbir Sidhu.

Local Government was earlier with Navjot Singh Sidhu, who now gets Power and New & Renewable Energy Sources. His other previous portfolios of Tourism and Cultural Affairs go to Charanjit Singh Channi, who retains Technical Education, Industrial Training & Employment General, with his Science and Technology portfolio taken over by the Chief Minister.

Balbir Sidhu’s portfolio of Animal Husbandry, Fisheries and Dairy has been entrusted, under the new scheme of things, to Tript Bajwa, along with Higher Education. Bajwa also retains Rural Development and Panchayats. That is correct. Bajwa has been given Higher Education and Animal Husbandry because the government intends to give greater priority to these sectors.

However, Bajwa has been divested of Housing and Urban Development, which the Chief Minister has handed over to Sukhbinder Singh Sarkaria, in place of Revenue, which goes to Gurpreet Singh Kangar, who is also handling Rehabilitation & Disaster Management.

Manpreet Singh Badal continues to take care of Finance, Planning and Programme Implementation but the Chief Minister has decided to take Governance Reforms into his own fold. School Education has been shifted from Om Prakash Soni to Vijay Inder Singla, who retains Public Works but hands over Information Technology to Captain Amarinder.

Soni will now take care of Medical Education & Research, Freedom Fighters and Food Processing departments.

In addition to Sports & Youth Affairs, Rana Gurmeet Sodhi will now also be in charge of NRI Affairs, which was under the Chief Minister’s purview earlier.

Transport has been moved from Aruna Chowdhary’s basket and handed over to Razia Sultan, who retains Water Supply but has been divested of Higher Education. Aruna Chowdhary takes over the Social Security, Women & Child Development departments.

The four ministers in whose portfolios no changes have been made are Sadhu Singh Dharamsot (Forests, Printing & Stationery, SC/BC Welfare), Sukhjinder Singh Randhawa (Cooperation, Jails), Sunder Sham Arora (Industries & Commerce), and Bharat Bhushan Ashu (Food & Civil Supplies, Consumer Affairs).

Once a drug addict, a 27-year-old Barnala resident becomes Panchayat member after treatment

Drug Abuse Prevention Officer (DAPO), a campaign of Captain Amarinder Singh led Punjab Government, has shown positive results in Barnala as the drug addicts are being treated sympathetically in the OOAT Centers.

Having faced the tag of a drug addict, a 27-year-old youth of Barnala district has also got him treated and presently, he has elected as a Panchayat member in the recent Panchayati elections.

While narrating his story, Parveen (name changed) disclosed that he had consumed the drugs at the age of 20 for the first time at Chandigarh. He added that his friends sweetly forced him to take ‘Chitta’ but there after he habitually visited even Amritsar to purchase the drugs. “To manage the cash for the drugs, I took all the responsibility of the agriculture of our house and started dealing with whole income and receiving cash directly from arhtiya (commission agent).

He further said after some time, my need grew and I was unable to get sufficient funds for my drugs. Then I took a poultry farm of around 10,000 birds also. Whole income of my family business started getting pumped for my drugs which led to dispute with my parents,” He said. He himself got over with the heat of situation but could not help even himself.

Parveen said that one fine day he came to know that the local police had started preparing lists of drug addicts and had also established contact with his parents which led to their refusal of money for drugs. They also started forcing him to get admitted in drug de-addiction center for the required treatment.

Soon after the pressure of the family mounted, he came in the contact of Guardian of Governance (GOG) of his village and he encouraged him to start de-addiction treatment. “I got myself admitted in de-addiction centre for almost a month and after that I also took the medicine course for almost 6 months,” Parveen revealed.

He added that now he is completely free from the drugs and his parents have also got his dope test done which was negative. Parveen appealed other people, who are under the influence of drugs, to get them treated as it is all wastage of health and money.

Meanwhile, Deputy Commissioner Barnala Tej Partap Singh Phoolka said that awareness activities were being regularly organised in the district to make the people aware of the ill effects of drugs.

He added that if any district resident wanted to get him treated, he could contact with his concerned SDM office or GOG or directly in the OOAT clinic. He also assured that police would also not investigate any drug addict who will be voluntarily coming for treatment.

More than 8 lakh poor people have tasted the food at Sanjhi Rasoi in just Rs 10. The Deputy Commissioner Ghanshyam Thori giving the information shared that sanjhi rasoi (community kitchen) concept started in 9 sub divisions and one sub tehsil are running successfully and for the public convenience cool air, cold drinking water and seating arrangement has been provided in these Sanjhi Rasoi.

Notably, Sangrur is the only district in state where 10 community kitchens are running successfully and beneficiaries are also increasing daily.

The DC told that till now an average per month 3500 people have eaten food at community kitchens in Dirba, sunam  Dhuri, Malerkotla and Bhawanigarh. He told that in Munak and Khanauri on an average per month 4550 needy people ate at community kitchen and in Ahmedgarh over 7000 needy people ate food.

He shared that in Sangrur and Lehra on an average 5500 needy people ate food in one month.

Thori told that staff deputed in community kitchen is clearly told to cook seasonal vegetables and pulses in the community kitchen and staff is following the guidelines.

He made an appeal to the good Samaritans to come forward and donate for providing food to the needy people.

He told that sudden checking is being conducted in these community kitchens being managed under the Sub divisional magistrates so that quality of food should not be compromised.

He said that people should donate for this cause and it is a good way to celebrate the special days like birthdays and anniversaries while donating for the food being given to poor people.

ADC Kulwant exhorts students to act as ‘custodians of environment’

Underscoring the need for a clean, green and pollution free environment, the Additional Deputy Commissioner Kulwant Singh today exhorted the students to act as ‘custodians of environment’ for making Punjab a clean, green and pollution Free State.

Addressing the gathering after planting saplings during a district level function organized under the aegis of Tandarust Punjab Mission to mark World Environment Day here at the local Government Senior Secondary School Nehru Garden, the Additional Deputy Commissioner categorically said that it was the bounden duty of everyone in general and students in particular to make strenuous efforts for protecting the environment. Expressing concern over day-by-day increasing environmental pollution, Kulwant Singh said that all out efforts must be made to check the menace of pollution to save the mother earth. He asked the students to make a firm pledge for making concerted efforts to ensure that environmental pollution was checked at all costs.

The Additional Deputy Commissioner further said that along with checking environmental pollution, efforts need for be starting well planned plantation drives to check environmental degradation. He said that trees play a crucial role by conserving natural resources and improving the environment.

Kulwant Singh said that on this World Environment Day all of us should ponder that what our nature has given us since time immemorial adding that stupendous efforts need to be made by us protecting these valuable things.

Apprising the students about ‘Tandarust Punjab’, the Additional Deputy Commissioner said that it was a comprehensive mission, which was brainchild of Punjab Chief Minister Captain Amarinder Singh, to preserve and improve the quality of air, water and food in the state, thereby ensuring a good living environment for the citizens of Punjab. He said that the Mission has been conceived and planned meticulously for creating a healthy Punjab.

Kulwant Singh said that the primary aim of the Mission was to provide clean drinking water, improve air quality, and ensure production and consumption of unadulterated food products and to improve the physical and mental health of the people of Punjab.

The Additional Deputy Commissioner said that the mission envisages to build a healthy Punjab for achieving human excellence in a sustainable manner adding that a multi-pronged strategy has already been chalked out to achieve this goal.

He said that the Mission has focused on building awareness among the principal stakeholders, especially the residents of Punjab through comprehensive planning and activities.

Kulwant Singh called upon the students to come forward and play a leading role in make Punjab a clean, green, pollution free, healthy and progressive state.

On the occasion, the District Education Officer Harinder Pal Singh, Principal of School Gurinderjit Kaur and District Science Supervisor Tejinder Singh welcomed the Additional Deputy Commissioner to school premises.

Earlier, the Additional Deputy Commissioner planted a sapling in school. Likewise, he also distributed saplings to the students.

These words truly match with the persona of bold and beautiful Anindita Mitra an IAS officer of the 2007 batch of Punjab cadre. She has come up as a bureaucrat who needs no introduction. Excellence is not an act for her, but a habit.

After leaving a positive mark and noteworthy footprints of good governance and responsive administration as DC of Nawanshahr and Hoshiarpur, Anindita is continuing with her good performance as Director of Food, Civil Supply and Consumer Affairs besides Director of Information & Public Relations.

After taking over as Director of Food, Civil Supplies & Consumer Affairs, she took number of decisions which streamlined the functioning of the department.

She has been instrumental in initiating policies, which has not only saved hundreds of crores rupees of the state exchequer, but also earned applauses from the government of India for initiating such good measures. “It is a substantial amount which has been saved” says a senior officer, who is privy to these developments. He said “Earlier, It was a burden of Rs 1400 crore on the state exchequer, which has been brought down to just 400 crores owing to the new policies framed by the department”. She is one of the architects of the new policies approved by the government, disclosed the senior officer.

“She had burnt the midnight oil to get prepared and put into operation these policy changes” said another officer of the department. He said “Her day begins at 6 am in the morning, when messages start pouring in on our cell phones and it ends in meetings, sometimes till 9 pm late nights”.  Her top agenda is always, how to implement the decisions at the earliest, he said.

Anindita Mitra has also streamlined the internal functioning of the department of Information and Public Relation.  Time schedules have been fixed for each task. “Regular monitoring is taking place to analyze the performance for achieving fixed goals under the action plan” disclosed one senior officer of the DIPR office.

A Wonderful Role Model & Woman of Substance

One senior woman officer in the secretariat told APS Brar that “Though she is little bit erratic by nature, one day she is friendly and next day she may ignore you, but she is one of the best and a wonderful role model”. She is self-reliant, ambitious and pursues her goals with passion. A woman who attains power with her own efforts and makes her identity in the society is surely a woman of substance, added the senior woman officer.

Nakodar, June 5: Nakodar Sub Divisional Magistrate Amit Kumar Panchal today started a plantation drive in the sub-divisional complex on eve of World Environment Day under ‘Tandarust Punjab’ Mission.

Initiating the drive, the Sub Divisional Magistrate underscored the need for planting more and more trees to enhance the green cover in the district. He said that it was the bounden duty of everybody to make stupendous efforts for protecting the environment.

Panchal said that trees play a crucial role by conserving natural resources and improving the environment. He said that it is high time for the people to come forward and join the hands with the administration for planting saplings and upkeep them properly to enhance the green cover in the district.

He claimed that it is the duty of each person to protect the environment for giving a better future to the next generations by planting saplings.

Sub Divisional Magistrate said that the sole aim of the drive was to ensure maximum green cover in the district through the planting of trees.

He said that ‘Tandarust Punjab’ was a comprehensive mission to preserve and improve the quality of air, water, and food in the state, thereby ensuring a good living environment for the citizens of Punjab.

Panchal exhorted the officers and employees of the government departments that each one of them must plant maximum saplings to enhance green cover in the district.

Sangrur, 5 June 2019: World Environment Day was celebrated today at 11 different places by the Sangrur Divisional Forest office.

DFO Sangrur Monika Devi said “We have celebrated the event at eleven different villages in the division to inspire the people to save the environment by planting 550 plants in each village”. It’s a part of the mission 550 of Tandurast Punjab, she said.

Deputy Commissioner Ghanshyam Thori launched the event at village Bahadurpur by sapling plants. Large number of villagers took part in the events at all the places.

World Environment Day is hosted every year in different cities by forest wild life department and other organisations.

Abohar Forest range of Ferozepur (Wildlife) division today organised an event at the Abohar Sanctuary. All staff members along with wildlife range officer Malkeet Singh participated. They carried out tree plantation in the area.

Divisional Forest officer (Wildlife) Ferozepur Kalpana K IFS said “We will organise another function in Harike tomorrow to celebrate the world environment day. Acting on CMs orders, Files challan against accused within a week

Acting quickly on the orders of Chief Minister Captain Amarinder Singh, the Punjab Police on Tuesday filed the chargesheet against the accused in the Dhuri school minor rape case, within a week of the incident that had sent shock waves across the state.

The challan was filed in the court of Sessions Judge Sangrur today, immediately after the DNA test report on accused Kamal Kumar was received from FSL Mohali in the case (FIR No. 95 dated 26.05.2019 u/s 363,376,376AB,201IPC,6,21(2) POCSO Act 2012 and u/s 75 Juvenile Justice Act. 2015 PS CITY DHURI).

Kamal Kumar was arrested on May 26, soon after the Dhuri police received a complaint from Civil Hospital Dhuri regarding the sexual assault of a 5-year-old school girl. ASI Malkit Singh reached the hospital and on the statement of victim’s father, a case was promptly registered under u/s 363,376 and 6 POSCO Act, 2012. Medical examination of the victim was carried out and her swab samples, blood samples, clothes etc were sent to the FSL Mohali.

Meanwhile, given the gravity of the crime, SHO PS City Dhuri SI Ravinder Kaur took over the investigation and added sections 376AB and 21(2) POCSO Act 2012 to the FITR. Kamal Kumar, who was arrested the same day, was remanded to police custody the next day, when members of the school Management – Tarsem Chand, Jiwan kumar Jain and incharge of the school Babita Rani, were also arrested.

A Special Investigation Team (SIT) headed by SP (PBI) Gurmeet Singh P.P.S with members DSP (SD Dhuri) Mohit Kumar Agarwal PPS, INSP. Gurmeet Kaur ( Incharge Police Training School, Police Line Sangrur), SHO PS City Dhuri and SHO PS SDR Dhuri was formed under the supervision of SSP Sangrur.

During investigation, SIT added offences U/S 201 IPC, 75 Juvenile Justice ACT 2015- On 28.05.2019 INSP.

The SIT obtained one day police remand of the Management members and also visited the crime scheme. A site map was prepared and DVR of the school’s CCTV cameras and various documents were taken into police custody, along with the victim’s clothes, birth record, admission record, parent-teacher meeting record etc. The mobile phone of the accused was also taken into custody, and the DVR and the phone were sent to State Cyber Cell, Mohali for forensic analysis
