Distinguished achievement for an IVF expert

Dr Monica Varma, a gynaecologist and infertility specialist at Sadbhavna IVF Centre presented her research work at the recently concluded 35th Annual Meet of the prestigious European Society of Human Reproduction and Embryology (ESHRE) in Vienna 23-26 June 2019.

One of the leading gynecologists of the city, Dr. Monica Varma has an established clinic and and over the years has gained a loyal clientele  including international patients also.

Her work highlights the increased risk of hypertensive disorders in pregnancy and associated early delivery in patients conceiving by donor eggs by in vitro fertilization technique (test tube baby).

However, these complications can be reduced with good screening and counselling before pregnancy.

This is to be combined with specialized maternal and newborn care. Other means to decrease the risk by different IVF protocols were also mentioned.

Dr Monica had also suggested seven additions to the European Society 2019 guidelines for Oocyte (egg) pick up in IVF, and all of them have been duly accepted and added by the working committee. Department of Food is working on the objective of One Nation One Ration Card

New Delhi, 27 June 2019: The Union Minister of Consumer Affairs, Food & Public Distribution, Ram Vilas Paswan met State Food Secretaries and State government officials along with officials of Food Corporation of India (FCI), Central Warehousing Corporation (CWC) and State Warehousing Corporations (SWCs)in New Delhi today. Paswan discussed various issues pertaining to efficient implementation of national food security act, End to end computerisation, transparency in storage and distribution of food grains and synergising of all FCI depots and CWC and SWC depots with the Depot Online System (DOS).

Addressing the gathering,  Ram Vilas Paswan stated that the work done by the department of Food and Public Distribution is very important and it is almost a life line for the beneficiaries wherein 612 lakh ton of food grains stored in warehouses of FCI, CWC, SWCs and private godowns are distributed among 81 crore beneficiaries annually. Paswan asserted that use of Information Technology right from the time of purchase of food grains till its distribution will help in increasing the overall efficiency of the entire process, while maintaining transparency and curbing corruption.

The Union Minister expressed satisfaction over the fact that the Depot Online System (DOS) has been implemented in all warehouses of Food Corporation of India (FCI) and 144 depots of Central Warehousing Corporation and the food grain procurement process of FCI is also beingdone online.  Paswan expressed happiness that most States have also made their procurement, storage and distribution processes online in some way or the other.

Paswan emphasised that it is imperative that there is a seamless flow of information online between the FCI and States and therefore they need to be integrated so that exact information about how much food grain has been procured from which mandi, which warehouse it is stored in and for how long and when it has been released for distribution can be available. There should also be information about the quality of food grains at the time of purchase, storage conditions in the warehouse, when it is given to PDS shops and when the shops have distributed it to the beneficiaries.

The Union Minister insisted that there should be a system for storage of all such qualitative and quantitative information which can then be accessed through the ‘’annavitaran’’ portal. The Union Minister said that this will help in improving the image of FCI, CWC and SWCs.

The key decision taken in the meeting was that FCI will provide an internet gateway for integrating DOS with State governments within 4 months. After that, within 2 months, States will integrate their Warehouse Management Systems with DOS. The Union Minister issued instructions to the officials of Department of Food and PD to review the progress in 4 months and next meeting in this regard will be held in January, 2020.

Another key decision taken was moving towards One Nation One Ration Card (RC) which will ensure all beneficiaries especially migrants can access PDS across the nation from any PDS shop of their own choice. This will provide freedom to the beneficiaries as they will not be tied to any one PDS shop and reduce their dependence on shop owners and curtail instances of corruption. Integrated Management of PDS (IMPDS) is a system that is already operational in Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana and Tripura wherein a beneficiary can avail his share of food grain from any district in the State. In today’s meeting, other states also assured that IMPDS will be implemented at the earliest.

The Department of Food and PD is working on war footing to achieve the objective of One Nation One Ration Card and in the next two months beneficiaries of Telangana and Andhra Pradesh will be able to access the PDS shops. The objective of the department is to ensure that this is implemented nationally in a time bound manner. There will also be creation of a Central Repository of all RCs which will help in de-duplication. Paswan asserted that the biggest beneficiary of this will be those migrant labourers who move to other States to seek better job opportunities and will ensure their food security.

New Delhi, June 27: Union Minister of Consumer Affairs, Food and Public Distribution Ram Vilas Paswan on Thursday acceded to the request of Punjab Chief Minister Captain Amarinder Singh to hold a joint meeting with the Union Finance Minister to resolve the Rs 31000 crore food account loan legacy issue.

Paswan agreed to organise the meeting after the Union Budget session, an official spokesperson said after Captain Amarinder Singh called on the Minister here this afternoon.

The Union Minister has also agreed to allow Punjab to create additional storage space to enable the state to address the problem of acute shortage of storage space in this Rabi season. Modalities for the same will soon be worked out, said the spokesperson.

Captain Amarinder also succeeded in securing relaxation in lustre loss in wheat, resulting from the unseasonal heavy rains that lashed the state during the season.

During his meeting, the Chief Minister pointed out the Rs 31000 crore food loan legacy issue, inherited from the previous government, had already been referred to a special committee headed by Member NITI Aayog Ramesh Chand, who is also the Member of 15th Finance Commission.

The Committee had been mandated to look into all aspects of the Legacy Debt of Punjab government arising out of accumulated CCL (Food Credit Gap) with reference to Food Corporation of India/Department of Food and Public Distribution. The Chief Minister sought Paswan’s personal intervention to expedite the matter.

With regard to lustre loss, Captain Amarinder informed the Union Food Minister that Government of India had only allowed relaxation in for nine districts with effect from 8th May 2019, by when bulk of the purchase had been completed in the state.

The state had sought relaxation, through a letter to GoI on April 26, 2019, for the entire quantity of wheat purchased during the season across the state, and should be given relaxation w.e.f April 26, when it first sought FCI inspection.

Expressing concern over slow movement of stocks, the Chief Minister told Paswan that the state government was grappling with acute shortage of storage space for foodgrain. He mentioned that state agencies were currently stocking 160 Lakh MT of wheat and 107 Lakh MT of rice, while 96 Lakh MT of wheat was lying in the open, while 10.5 Lakh MT of wheat purchased more than a year ago was still being stocked in the open.

As a result of slow movement of food grains from the state, the state would face a major challenge for scientific storage of wheat next year, he added.

Referring to withholding of reimbursement of arhtiya charges and administrative charges, the Chief Minister urged Paswan to immediately release these charges to the state. These charges were paid to the arhtiyas as per provisions of the Punjab State Agriculture Produce Markets Act, 1961 and administrative charges were used for maintenance of stocks as well as payment of salaries and other establishment expenses, said Captain Amarinder.

GoI had withheld these charges on account of the failure of the state to implement the Public Financial Management System (PFMS), which allows the Central Government to see online the transfer of MSP payments into the bank accounts of the farmer. However, the Chief Minister pointed out that the state had already uploaded details of 6 Lakh of the more than 10 Lakh farmers and was committed to implementing PFMS.

But it was a time consuming exercise and more than 20,000 arhtiyas were required to be trained on PFMS module as payments are routed through the arhtiyas, he said, adding that even Haryana had not yet implemented PFMS.

On the issue of withholding of custody & maintenance charges, the Chief Minister requested Paswan to immediately reimburse these charges to the state on the basis of actual expenditure incurred. He pointed out that Rs. 750 crore has been withheld on account of storage of wheat in Open Plinths after 2007, even though the charges were being paid earlier.

Similarly, the state also incurred an expenditure of Rs. 608 crore on custody and maintenance charges. Against this, GoI provisionally released Rs. 300 crore and the balance was held back due to a clarification that has to be issued by it.

Bathinda, June 27, 2019: The Punjab Government has invited applications to fill one vacancy of Chairman, one vacancy of Member (Non official) and one vacancy of Member (official), Punjab Public Service Commission (PPSC).

The last date for submitting the applications to the office of Secretary to Government of Punjab, Department of Personnel (P.P.-3 Branch), Room No. 6, 6th floor, Punjab Civil Secretariat, Sector 1, Chandigarh, is 19-07-2019 by 5 pm.

Divulging the details, a spokesman said that Punjab Government has decided to invite the applications of eminent persons of impeccable integrity, high calibre and administrative experience.

The spokesman said the applicant while forwarding his/her own name or recommending another person’s name with necessary details, must clearly elucidate the pendency of any civil, criminal, administrative or any other proceedings that may have bearing on his/her integrity and character, and should have held office for atleast 10 years either under the Government of India or under the State Government.

Vigilance Bureau files cancellation report in Hoshiarpur Land Scam

Bathinda, 27 June 2019: After a long and thorough investigation by the team of Vigilance Bureau of Punjab, the bureau has filed a cancellation report in the Hoshiarpur land scam which has remained in news headlines in June 2016.

The cancellation report has been filed before Duty Magistrate, Ludhiana, Additional Session Judge on 14 June. The case would come up for next hearing on July 5, 2017, in the court of District Session Judge, Ludhiana.

The cancellation report has been filed on the basis of the report prepared by the Vigilance Bureau official, DSP Niranjan Singh of the Jalandhar unit.

Fazilka, June 26, 2019: In a bid to fulfil the promise of Chief Minister Captain Amarinder Singh led Punjab government to eradicate drugs from the state, the Fazilka police have seized drugs in huge quantity with the arrest of 237 drug peddlers during last 6 months.

180 cases registered, 5.118 kg heroin, 5.450 kg opium, 561.3 kg poppy husk, 81.2 kg Green poppy husk plants, 40 gram smack and 148858 pills recovered

During anti-drug fortnight campaign from 12 to 26 June, 1.250 kg opium, 57.5 kg poppy husk, 93 miligram heroin and 55229 pills seized after arresting 33 drug peddlers

CCTV cameras monitoring movement of suspicious persons

Today, on the occasion of International day against drugs and illicit trafficking, SSP Fazilka Mr. Deepak Hilori, IPS said that after registering 180 different cases of drug trafficking during past 6 months, 5.118 kg heroin, 5.450 kg opium, 561.360 kg poppy husk, 81.2 kg Green poppy husk plants, 40 grams smack, 1 grams Narcotics powder and 148858 pills have been recovered from drug smugglers. “During anti-drug fortnight from 12 to 26 June, 28 cases of drug trafficking have been registered with the arrest of 33 smugglers and 1.250 kg opium, 57.5 kg poppy husk, 93 miligram heroin and 55229 tablets and capsules were recovered from their possession”, he added.

He said that Special Nakabandis are being laid in Abohar Sub Division bordering Rajasthan for checking of Vehicular traffic such as buses, trucks and jeeps etc. to exercise check upon smuggling activities. Drivers and conductors of buses coming from Rajasthan and Haryana states are being sensitized to provide information about drugs being smuggled in the buses to the police.

Apart from this, Inter-state meetings with counterpart police officers of adjoining districts/police stations of Haryana and Rajasthan states have also been sharing information about drug peddlers working in those states and to carry out joint raids on drug smugglers residing there.

SSP said that CCTV Cameras have been installed on vulnerable roads leading to Rajasthan and International border to monitor movement of suspected persons. “CCTV cameras at Gumjal Interstate border Abohar-Sri Ganganagar road, Dhani Baldev and Wariyam Khera on Sri Ganganagar road, Bakain wala and Rajpura Interstate Barrier on Hanumangarh Road and Asafwala road leading to Sadqi BSF Post near International border have been installed”, he informed.

Hilori said that re-verification of 1315 drug peddlers, which have been booked under NDPS Act in the district during past 8 years, is being carried out after completing their categorization, which included 28 smugglers of Category A, 34 of Category B and 1253 of Category C.

He further said that verification of all drug peddlers is being conducted by calling them to police stations. Verification of all A and B category drug peddlers has been completed, while 750 smugglers of category C have been verified and remaining will be verified within a week, after which list of active drug-peddlers will be finalized to unleash crack down upon them.

The SSP said that inputs from the public are also being taken against drug peddlers in order to exercise a check upon their smuggling activities and new drug smugglers are being identified and strong action is being initiated against them.

He said that more than 50 drug tips have been received on helpline 181 so far. After vigorously pursuing these tips, 10 NDPS Act cases have been registered and frequent raids against remaining are being conducted to restrain their activities. He told that in May this year, district level raids were conducted on active drug peddlers

He particularly said that the process to freeze the property of convicted drug smugglers has been initiated and police department has sent 15 such cases to government for further action so far. Apart from this, preventive actions against habitual drug peddlers is being resorted by way of filing 110 (F) Cr.P.C. kalandras against habitual drug peddlers and so far, 86 kalandras have been submitted against habitual drug peddlers and mostly sent to the jail.

He said that frequent and intensive raids on habitual drug peddlers are being carried out to restrain their activities and close surveillance on drug peddlers, who have been bailed out or acquitted by the courts is being maintained.

He said that notorious smugglers of the district have been identified whose arrest will have major impact on the supply side. He said that close coordination with the BSF authorities also being maintained to prevent inflow of heroin from across the international border.

56 Villages/Mohallas identified for drug peddling

The SSP said that 56 Villages/mohallas notorious for drug peddling have been identified, where under the guidance of SP (PBI Narcotics) and SP (Investigation) seminars are being organised besides showing documentaries, giving lectures and distributing anti-drug literature to create awareness among the public against drugs, motivate drug peddlers to give up path of drug peddling and also drug addicts to give up drugs by way of medical treatment.

To further strengthen the police information system and to raise a voice against drug traffickers, Village/mohalla level committees consisting of dignitaries, representatives of youth clubs and NGOs, retired teachers, ex-servicemen and females have been formed.

He said that during this fortnight campaign, DAPOs are being reactivated through various programs in schools, colleges, public places, villages and mohallas. He informed that police officers and employees have conducted 184 seminars and meetings, which were attended by 8,616 people.

Helpline 1800-180-2181 set up to provide information on drugs

According to Hilori, district level anti-drug Helpline number 1800-180-2181 have been established in district Fazilka so that people can easily share any information against drugs menace. He said that SP level officer has been appointed Nodal Officer to deal with drug related matters.

33,070 DAPOs deployed in district

SSP said that 33,070 Drug Prevention Officers (DAPOs) have been enrolled in the district to tackle the problem of drugs and to create awareness among the public. He said that 849 seminars and meetings were conducted in the district to keep them active.

Following the directions of Punjab government, 674 open borewells have been closed in District Sangrur. While giving this information Deputy Commissioner Ghanshyam Thori revealed that Chief Minister Captain Amarinder Singh had issues instructions to closed down open unused borewells and on the basis of these directions all the sub divisional magistrates were asked to conduct a drive in sub divisions.

He shared that apart from this, officials of public works department, agricultural department, water supply and sanitation, rural development and panchayat department were also asked to verify at sub divisional levels and submit a report after closing down the unused open borewells.

While giving the information the deputy commissioner told that open borewells at government land were closed down immediately while the ones at private lands, farms were also covered after encouraging the owners of those lands.

He told that during checking procedure conducted under the leadership of SDMs 134 open borewells in sub division Malerkotla, 82 in Sangrur sub division, 47 in Didba, 80 in Bhawanigarh, 26 in Ahmedgarh, 30 in Dhuri, 130 in Moonak, 33 in Lehra and 122 borewells in Sunam were closed down.

DC shared that for the safety of general public teams are formed from various departments and these officials are bound to close down open and unused borewells.

Thori while making an appeal to district residents said if any resident comes across any such incident he should inform on mobile number 84274-43888 or call at the helpline number 0172-2740397 issued by state government for informing about unused borewells.

Seeking support from public to eradicate drugs from district Sangrur, the deputy commissioner Ghanshyam Thori and SSP Dr Sandeep Garg said that every resident can contribute to eradicate big social evil like drugs addiction.

Deputy Commissioner Thori while participating as chief guest in the district level function organized to mark International drugs abuse day at the auditorium of SLIET Longowal said that resident from all sectors should participate in drive against drugs so that children and adult should not become slaves of drugs.

He said that DAPO scheme launched by Punjab government has given a new hope to many families and with government initiative people have started moving away from drugs.

Thori told that when he visits the drugs deduction centers, rehabilitation centers or OOAT clinics he takes feedback from the persons getting treatment there as it helps in bringing improvement.

He said with initiatives taken by government public have become aware against drugs addiction which is a good sign for future. He also told that there are now three psychiatrists in district who understands the psychic condition of such patients for ensuring their physical as well as mental fitness.

He directed to enhance the pace of monitoring the Buddy and senior buddy programs being run for students. He said that every department, private organization, panchayats, doctors, shopkeepers etc should pledge to make its surrounding free from drugs because mass movement is required to end this menace.

Ghanshyam Thori said that state government has become successful in breaking the drugs supply line and catching hold of anti social elements and to save the youth from drugs efforts are being made at every district level. He said that people of Punjab had stood firm against black days of terrorism then this drugs menace is nothing as compared to those days he said every district resident should step forward for participating in this drive initiated by state government against drugs.

He said every family should make youth in the house aware of the drugs menace and its effects only then we can encourage people to stay away from drugs.

Deputy Commissioner Thori said that state government has established OOAT clinics, rehabilitation centers and drugs de addiction centers for treatment of addicts and here youngsters get free medicines for treatment.

He said patients getting treatment at these centers are made aware of effects of drugs by expert councillors and they also get facilities like yoga, meditation and food so that drug addicts could get happy life after getting treatment from these centers

At this occasion district police chief Sandeep Garg while addressing said, “We all need to join hands together to curb this drugs menace. District police has contributed while organising camps with support of district administration for creating awareness at every village and city level.

He in his address also told about ill effects of drugs. He said that district police has registered 314 cases against drugs suppliers and arrested around 450 drugs smugglers. He told that any resident can inform about drugs suppliers and drug addicts at Punjab police helpline number 181 and name of informers will be kept secret.

He said that information coming to this helpline number is forwarded to concerned senior police officials and reports are sought about action taken over the complaints. He appealed to the public to make optimum use of this helpline.

Before this, director of drugs de addiction center Mohan Sharma invited heads of all social, religious organizations to make joint efforts to make Punjab drugs Free State. He said that drugs affect the human body deeply and drug addict can neither perform his duties for family nor he can live a good life socially. He said that awareness is the only way to bring some improvement.

Colonel Tarsem Dulal assistant district in charge and social servant Dr AS Mann also shared their views. Both speakers encouraged people to perform their role for making drugs free society.

After this, DC Ghanshyam Thori released the book titled Nasha Khori,Chinta, Chintan and Chetna written by director of drugs de addiction center Mohan Sharna. In the end the chief guest make people pledge to make Punjab drugs free, making residents aware of ill effects of drugs and supporting the policies and programs initiated by state government for eradication of drugs from state.

Sangrur, 25 June, 2019: The most Prestigious project of Punjab is to celebrate the 550th Birth anniversary of Guru Nanak Dev Ji with planting 550 saplings in each & every village of Punjab State by September 30.

Tushar Kanti Bahera, IFS, Chief Conservator of Forests (plains) has taken the review meeting for greening each villages by 550 plants in Sangrur Division.

CCF (P) emphasize that tree plantation is need of hour to save and protect our environment for future generations.

CCF (P) said that to conserve environment the state forest department is taking all Needful steps and he appealed to youth and students to play a active role in conserving the environment and spreading awareness about it.

CCF planted the sapling at Badbar village along with villagers and field staff.

The villager took oath to protect environment and plant more trees for making the green & clean Punjab.

Dr.Monika Devi Yadav, IFS, DFO Sangrur told that we have finished the advance earth work in 350 villages out of 720 villages, rest will be completed in next week. We have around 18 lakh saplings in our nurseries under various schemes to green Sangrur and Barnala District.

Dr Monika further said “We are creating 360 hectare sacred green groves of Nanak Bagichi in each village under 550 Scheme.

She also accentuated that we together can create history for planting more trees in coming monsoon season”.

Bathinda June 25: Deputy Commissioner B. Srinivasan today offered free tool kits of different sorts and skill development courses to the 25 reformed drug addicts who now wish to continue their rest of life by permanently saying good bye to drugs. Deputy Commissioner B.Srinivasan said that these kits are provided to those youngsters who promised to start their life afresh albeit without drugs.

While those receiving kits would continue their old jobs—which they had left due to drugs—the 10 others would undergo 3 to 4 months training at different training centers to start their new ventures.

Srinivasan said that the district administration is planning to conduct this exercise every month for providing jobs and skill development among the drug addicts who are getting treatment regularly from Government de-addiction centers and OOAT Clinics and want employment for continuing their life without drugs.

“We will seek help from big companies CSR funds and the utilization of these funds and activities of beneficiaries will be monitored regularly,” said the Deputy Commissioner.

“These addicts were reformed at the drug-de-addiction centers run by the Punjab Government in Bathinda and now they are completely devoid of any urge for drugs,” Srinivasan further said. He stated that the administration decided to make them busy with some kind of job or work of their own choice and after consultations with them it was decided that they should be offered tool kits with which they could start their respective works. Some of them were earlier mechanics, carpenters, electricians and motor mechanics.

They have now also agreed to train more people coming out clean from the drug-de-addiction centers in next few months which will give the motivation to other addicts who also want to continue their normal life without drugs.

The Deputy Commissioner gave away the tool kits at a function organized at the Red Cross Bhawan and also offered registration letters to the others whose training course will start within next few days. These former addicts—with majority of youngsters—will undergo training at different government skill centers to learn computer and other courses across the district where the Government has already tie-up with private centers.
