Procurement Process Running Smoothly-DC Kumar Amit

Patiala district touched the procurement graph of about 7 Lakh MT on Friday evening which contributes to the 85 percent of expected arrival of 8.35 lakh MT.

Divulging the details, Deputy Commissioner Kumar Amit said that the procurement operation was running smoothly barring some minor hiccups due to the inclement weather. Today the day’s arrival was recorded as 12968 MT while purchase as 21757 MT.

The progressive arrival has reached to 712014 MT, out of which 98.18 percent wheat has been procured so far, added Kumar Amit. Out of the procured wheat we have lifted 61.35 percent by Friday evening and the procurement agencies have been directed to expedite the lifting in wake of rainy season to protect the grain from damage.

As the Direct Benefit Transfer is in place for payment of the sold crop to the farmers, we have transferred an amount of 716.11 crore so far, he added. He said as the payment system is totally new, so it has been taking some time to reconcile the details of the farmers before transferring payment of wheat directly to their accounts.

He said that all the SDMs, DFSC, DMO and DMs of procurement agencies have been directed to speed up the procurement Operation as we have already purchased approximately 85 percent of the expected arrival.

ਐੱਮ. ਡੀ. ਮਾਰਕਫੈੱਡ  ਵਰੁਣ ਰੂਜ਼ਮ ਵਲੋਂ ਜਿਲ੍ਹੇ ਵਿੱਚ ਕਣਕ ਦੀ ਖਰੀਦ ਪ੍ਰਕਿਰਿਆ ਦਾ ਜਾਇਜ਼ਾ ਲੈਣ ਲਈ ਅੱਜ ਦਾਣਾ ਮੰਡੀ ਤਰਨ ਤਾਰਨ ਦਾ ਦੌਰਾ ਕੀਤਾ ਗਿਆ।ਇਸ ਮੌਕੇ ਐੱਸ. ਡੀ. ਐੱਮ. ਤਰਨ ਤਾਰਨ ਰਜਨੀਸ਼ ਅਰੋੜਾ ਤੋਂ ਇਲਾਵਾ ਵੱਖ-ਵੱਖ ਖਰੀਦ ਏਜੰਸੀਆਂ ਦੇ ਨੁਮਾਇੰਦੇ ਵੀ ਉਹਨਾਂ ਨਾਲ ਸਨ।

ਇਸ ਮੌਕੇ ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਕਿਸਾਨਾਂ ਦੀ ਫਸਲ ਦਾ ਇੱਕ-ਇੱਕ ਦਾਣਾ ਖਰੀਦਣ ਲਈ ਵਚਨਬੱਧ ਹੈ ਅਤੇ ਕਿਸਾਨਾਂ ਨੂੰ ਮੰਡੀਆਂ ਵਿੱਚ ਕੋਈ ਮੁਸ਼ਕਿਲ ਨਹੀਂ ਆਉਣ ਦਿੱਤੀ ਜਾਵੇਗੀ।

ਇਸ ਮੌਕੇ ਉਹਨਾਂ ਜ਼ਿਲ੍ਹੇ ਦੇ ਕਿਸਾਨਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਆਪਣੀ ਫਸਲ ਸੁਕਾ ਕੇ ਹੀ ਮੰਡੀਆਂ ਵਿੱਚ ਲਿਆਉਣ ਤਾਂ ਜੋ ਸਮੇਂ ਸਿਰ ਉਹਨਾਂ ਫਸਲ ਦੀ ਖਰੀਦ ਕੀਤੀ ਜਾ ਸਕੇ।ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਕੋਵਿਡ-19 ਮਹਾਂਮਾਰੀ ਦੇ ਮੱਦੇਨਜ਼ਰ ਮੰਡੀਆਂ ਵਿੱਚ ਹੱਥ ਧੋਣ ਲਈ ਪਾਣੀ, ਸੈਨੇਟਾਈਜ਼ਰ ਅਤੇ ਮਾਸਕ ਆਦਿ ਨਾਲ-ਨਾਲ ਪੀਣ ਵਾਲੇ ਸਾਫ਼ ਪਾਣੀ ਦੇ ਢੁਕਵੇਂ ਪ੍ਰਬੰਧ ਕੀਤੇ ਗਏ ਹਨ।

ਇਸ ਉਪਰੰਤ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਬੰਧਕੀ ਕੰਪਲੈਕਸ ਤਰਨ ਤਾਰਨ ਵਿਖੇ ਜ਼ਿਲ੍ਹਾ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਵੱਖ-ਵੱਖ ਖਰੀਦ ਏਜੰਸੀਆਂ ਦੇ ਨੁਮਾਇੰਦਿਆਂ ਨਾਲ ਮੀਟਿੰਗ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਮੰਡੀਆਂ ਵਿੱਚ ਬਾਰਦਾਨੇ ਦੀ ਉਪਲੱਬਧਤਾ, ਕਣਕ ਦੀ ਚੁਕਾਈ ਅਤੇ ਅਦਾਇਗੀ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਹਾਸਿਲ ਕੀਤੀ।

ਇਸ ਮੌਕੇ ਉਹਨਾਂ ਮੰਡੀਆਂ ਵਿੱਚੋਂ ਖਰੀਦ ਕੀਤੀ ਗਈ ਕਣਕ ਦੀ ਚੁਕਾਈ ਵਿੱਚ ਤੇਜ਼ੀ ਲਈ ਸਬੰਧਿਤ ਅਧਿਕਾਰੀਆਂ ਨੰੁ ਆਦੇਸ਼ ਦਿੱਤੇ ਤਾਂ ਜੋ ਮੰਡੀਆਂ ਵਿੱਚ ਜ਼ਿਆਦਾ ਭੀੜ ਨਾ ਹੋਵੇ।

ਇਸ ਮੌਕੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਤਰਨ ਤਾਰਨ ਕੁਲਵੰਤ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹਾ ਤਰਨ ਤਾਰਨ ਦੇ ਸਮੂਹ 95 ਖਰੀਦ ਕੇਂਦਰਾਂ ‘ਤੇ ਕਣਕ ਦੀ ਖਰੀਦ ਪ੍ਰਕਿਰਿਆ ਨਿਰਵਿਘਨ ਜਾਰੀ ਹੈ। ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਅੱਜ ਤੱਕ ਜ਼ਿਲ੍ਹੇ ਦੀਆਂ ਮੰਡੀਆਂ ਵਿੱਚ 309371 ਮੀਟਿਰਕ ਟਨ ਕਣਕ ਦੀ ਆਮਦ ਹੋਈ ਹੈ, ਜਿਸ ਵਿੱਚੋਂ ਵੱਖ-ਵੱਖ ਖਰੀਦ ਏਜੰਸੀਆਂ ਵੱਲੋਂ 277487 ਮੀਟਿਰਿਕ ਟਨ ਕਣਕ ਦੀ ਖਰੀਦ ਕੀਤੀ ਜਾ ਚੁੱਕੀ ਹੈ। ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹੇ ਦੇ ਕਿਸਾਨਾਂ ਨੂੰ ਖਰੀਦ ਕੀਤੀ ਗਈ ਫਸਲ ਦੀ ਅਦਾਇਗੀ ਸਮੇਂ ਸਿਰ ਕਰਨ ਲਈ ਖਰੀਦ ਏਜੰਸੀਆਂ ਨੂੰ ਆਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ।

The direct benefit transfer to the farmer’s bank accounts against the wheat procurement has almost touched Rs. 150 crore today with a single day payment of Rs. 51.34 crore.

After paying Rs 42 crore on April 20, Rs 35.87 crore was also paid to farmers on April 21, followed by 51.35 crore on april 22 . This brings the total payment to Rs 146.33 crore as on April 22.

Disclosing this here today District Food and Supply Controller Mrs. Geeta Bishambhu said that special staff has been deployed for the registration of the farmers on portal to ensure the payment made to farmers towards the procured wheat within 48 hours.

Apart from this, the Artiyas have also been informed about the registration of the seller so that there is no delay in payment.

She also said that 193352 metric tonnes of wheat has arrived in the total mandis of the district till yesterday, out of which 188077 metric tonnes have been procured so far.

Procurement of more wheat than the daily arrival in the mandis is being ensured.

Visits Kapurthala Dana Mandi – Meeting with artiyas and officials of procurement agencies

Additional Secretary Food and Civil Supplies, Punjab Jaspreet Singh IAS reviews the wheat procurement process in Kapurthala district today.

He also held a meeting with the officials of the procurement agencies besides visiting the Kapurthala Dana Mandi and interacted with the artiyas and farmers to know if they faced any problem in procurement.

He has also sought information about the supply and distribution of gunny bags from the District Food and Supply Controller, who is also the nodal officer for the availability of gunny bags .

He further said that with the introduction of ‘specials’ the problem of storage has been solved to a great extent and the lifting would be doubled in the next two days.

He asked the officials of the procurement agencies to immediately post the details of the wheat procured from the farmers on the ‘kharid Portal’ so that the payment could be made to the farmers.

He further said that with the permission of the Punjab government to use the good quality bags, the bardana have been made available in adequate quantity. Under that 2185 bales have been allotted to Kapurthala district.

He also interacted with the farmers and apprised them about the procurement arrangements in the mandi.

It may be recalled that a total of 161012 metric tonnes of wheat was arrived in Kapurthala district till yesterday out of which 139968 metric tonnes had been procured. A total procurement of 3.59 lakh metric tonnes of wheat is expected in the district.

Varun Roojam says  Early Arrival of Wheat Causes Bardana Issue

Urges Farmers to Bring only dry Wheat in Mandis

Markfed MD Varun Roojam visited Rajpura Grain Mandi today and reviewed the ongoing wheat procurement operations.

It may be recalled here that Varun Roojam belongs to 2004 batch of IAS officers of Punjab cadre. He is one of the best officers of the state, who have served as Deputy Commissioner of various districts of state including high profile district Amritsar Sahib. At presently, he is serving as MD of Marked one of the prominent institution of the state. He has done excellent work as MD and took various decisions to tone up the administration and shaping it as a leading organisation of the state.

Varun Roojam while reviewing the ongoing wheat procurement operation in Rajpura today said that the temporary shortage of gunny bags was due to the sudden arrival of wheat in the mandis for which arrangements have been made to arrange the additional quantity from the adjoining districts.

He said that about 45 percent of the crop had already arrived in Rajpura Mandi and considering the pace of arrival, it was estimated that the procurement in the mandi would be completed in next ten days.

Reiterating the commitment of Punjab Government towards well being of farmers, he said that during the wheat procurement season, state government would not allow them to face any difficulty and every grain of farmers would be lifted smoothly.

He said that even the initial hiccups due to the sudden arrival of the crop would be overcome in the next one or two days.

Responding to queries from the media, he said that emphasis was being laid on expediting the lifting of the crop, procured in the mandis so that there was no glut in the mandis.

M D Markfed said that requisite arrangements have been made for sanitation and drinking water in the mandis, including hand washing, to prevent the COVID-19 pandemic.

He appealed to the farmers to bring only dry wheat in the mandis so that they do not have to wait.  On this occasion, SDM Rajpura Khushdil Singh, DM Markfed Vipan Singla and other officers and staff were also present.
