Sukhwant Singh Brar new Chairman of Housefed Punjab

Chandigarh, 17 July 2019: Punjab government has notified the appointment of Sukhwant Singh Brar as Director and Chairman of Punjab Housefed. He belongs to Fazilka district and he is close supporter of Capt Amarinder Singh and enjoys support of Sunil Jakhar President PPCC.

Sukhwant is State Convenor Rajiv Gandhi Panchayati Raj Sangathan Punjab which is a frontal organisation of AICC. He is considered close to Rahul Gandhi and he is also member of All India Congress Congress Committee.

His nomination has been widely welcomed by the congress workers.

ਚੰਡੀਗੜ੍ਹ 17 ਜੁਲਾਈ : ਪੰਜਾਬ ਪੁਲਿਸ ਅਤੇ ਐਸ ਟੀ ਐਫ਼ ਨੇ ਨਸ਼ਾ ਤਸਕਰਾਂ ਖ਼ਿਲਾਫ਼ ਵਿੱਢੀ ਲੜਾਈ ‘ਚ ਵੱਡੀ ਸਫ਼ਲਤਾ ਹਾਸਲ ਕਰਦਿਆਂ ਟ੍ਰੈਮਾਡੋਲ ਗੋਲੀਆਂ ਨੂੰ ਨਸ਼ੇ ਦੇ ਰੂਪ ‘ਚ ਵੇਚਣ ਦਾ ਪਰਦਾਫ਼ਾਸ਼ ਕਰਦਿਆਂ ਇੱਕ ਮੁਲਜ਼ਮ ਕੈਮਿਸਟ ਨੂੰ 10,67,800 ਨਸ਼ੇ ਦੇ ਰੂਪ ‘ਚ ਵਰਤੀਆਂ ਜਾਂਦੀਆਂ ਦਵਾਈਆਂ ਨਾਲ ਕਾਬੂ ਕਰਨ ‘ਚ ਸਫ਼ਲਤਾ ਪ੍ਰਾਪਤ ਕੀਤੀ ਹੈ।

ਕਲ ਇੱਥੇ ਸਪੈਸ਼ਲ ਟਾਸਕ ਫ਼ੋਰਸ ਦੇ ਮੋਹਾਲੀ ਸਥਿਤ ਹੈੱਡ ਕੁਆਰਟਰ ਵਿਖੇ ਪ੍ਰੈਸ ਕਾਨਫ਼ਰੰਸ ਦੌਰਾਨ ਇਹ ਖੁਲਾਸਾ ਕਰਿਦਆਂ ਐਸ ਟੀ ਐਫ਼ ਮੁਖੀ ਗੁਰਪ੍ਰੀਤ ਕੌਰ ਦਿਓ, ਏ.ਡੀ.ਜੀ.ਪੀ.  ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਗ੍ਰੋਹ ਦਾ ਸਰਗਨਾ ਲੁਧਿਆਣਾ ਦੇ ਸ਼ਹੀਦ ਕਰਨੈਲ ਸਿੰਘ ਨਗਰ ਦੇ ਵਾਸੀ ਪ੍ਰਦੀਪ ਗੋਇਲ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਲਿਆ ਹੈ। ਉਹ ਪਿੰਡੀ ਗਲੀ ਲੁਧਿਆਣਾ ਵਿਖੇ ਪਲਾਟੀਨਮ ਹੈਲਥ ਕੇਅਰ ਨਾਂ ਹੇਠ ਮੈਡੀਕਲ ਸਟੋਰ ਚਲਾਉਂਦਾ ਸੀ। ਉਸ ਦੇ ਘਰ ਦੀ ਤਲਾਸ਼ੀ ਦੌਰਾਨ ਪੁਲਿਸ ਨੂੰ 20,500 ਗੋਲੀਆਂ ਬਰਾਮਦ ਹੋਈਆਂ।

ਉਨਾਂ ਦੱਸਿਆ ਕਿ ਮੁਲਜ਼ਮ ਕੈਮਿਸਟ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਬਠਿੰਡਾ ਪੁਲਿਸ ਵੱਲੋਂ ਇੱਕ ਨਸ਼ਾ ਤਸਕਰ ਸੁਨੀਲ ਕੁਮਾਰ ਉਰਫ਼ ਸੋਨੂੰ ਵਾਸੀ ਮੌੜ ਮੰਡੀ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਦੌਰਾਨ ਕੀਤੀ ਪੁੱਛਿਗਿੱਛ ਦੇ ਆਧਾਰ ‘ਤੇ ਕੀਤੀ ਗਈ। ਸੋਨੂੰ ਪਾਸੋਂ ਪੁਲਿਸ ਨੇ ਉਸ ਦੀ ਹਿਊਂਡਾਈ ਕਾਰ ‘ਚੋਂ 1.56 ਲੱਖ  ਗੋਲੀਆਂ ਬਰਾਮਦ ਕੀਤੀਆਂ ਸਨ। ਸੋਨੂੰ ਵੱਲੋਂ ਕੀਤੇ ਕਬੂਲਨਾਮੇ ਕਿ ਪਾਬੰਦੀਸ਼ੁਦਾ ਗੋਲੀਆਂ ਦਾ ਵੱਡਾ ਜ਼ਖੀਰਾ ਮੌੜ ਮੰਡੀ ਅਧਾਰਿਤ ਦਿੱਲੀ-ਪੰਜਾਬ ਟ੍ਰਾਂਸਪੋਰਟ ਕੰਪਨੀ ਦੇ ਗੋਦਾਮ ‘ਚ ਪਿਆ ਹੈ, ਦੇ ਆਧਾਰ ‘ਤੇ ਪੁਲਿਸ ਵੱਲੋਂ 9,11,400 ਟ੍ਰੈਮਾਡੋਲ ਗੋਲੀਆਂ ਬਰਾਮਦ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ। ਸੋਨੂੰ ਨੇ ਹੀ ਇਹ ਇੰਕਸ਼ਾਫ਼ ਕੀਤਾ ਸੀ ਕਿ ਉਸ ਨੇ ਇਹ ਮਾਲ ਪ੍ਰਦੀਪ ਗੋਇਲ ਤੋਂ ਪ੍ਰਾਪਤ ਕੀਤਾ ਸੀ।

ਐਸ ਟੀ ਐਫ ਮੁਖੀ ਨੇ ਲੁਧਿਆਣਾ ਤੋਂ ਕਾਬੂ ਕੀਤੇ ਗਏ ਕੈਮਿਸਟ ਬਾਰੇ ਵਧੇਰੇ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਉਹ ਕਾਫ਼ੀ ਸਮੇਂ ਤੋਂ ਪਾਬੰਦੀਸ਼ੁਦਾ ਦਵਾਈਆਂ ਦੀ ਸਪਲਾਈ ਨਾਲ ਸਬੰਧਤ ਧੰਦਾ ਵੱਡੇ ਪੱਧਰ ‘ਤੇ ਕਰ ਰਿਹਾ ਸੀ। ਉਸ ਨੇ ਸਾਲ 2007 ‘ਚ ਏ ਪੀ ਮੈਡੀਕਲ ਸਟੋਰ, ਟੱਕਰ ਕੰਪਲੈਕਸ, ਪਿੰਡੀ ਗਲੀ, ਲੁਧਿਆਣਾ ਦੇ ਪਤੇ ‘ਤੇ ਥੋਕ ਡਰੱਗ ਲਾਇਸੰਸ ਲਿਆ ਸੀ। ਉਸ ਤੋਂ ਬਾਅਦ ਡਰੱਗ ਇੰਸਪੈਕਟਰ ਵੱਲੋਂ ਕੀਤੀ ਗਈ ਛਾਪੇਮਾਰੀ ਦੌਰਾਨ ਉਸ ਤੋਂ ਪਾਬੰਦੀ ਸ਼ੁਦਾ ਦਵਾਈਆਂ ਬਰਾਮਦ ਹੋਣ ਕਰਕੇ ਉਸਦਾ ਦਾ ਲਾਇਸੰਸ 21 ਦਿਨਾਂ ਲਈ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਉਸ ਨੇ ਆਪਣੀ ਇਸੇ ਫ਼ਰਮ ਦਾ ਨਾਮ 2011 ‘ਚ ਤਬਦੀਲ ਕਰਕੇ ਜੈ ਮਾਂ ਕਰਵਾ ਲਿਆ ਸੀ। ਪਰ ਉਸ ਦਾ ਇਹ ਲਾਇਸੰਸ ਵੀ ਉਸ ਦੇ ਕਬਜ਼ੇ ‘ਚੋਂ 7 ਲੱਖ ਪਾਬੰਦੀਸ਼ੁਦਾ ਗੋਲੀਆਂ ਦੀ ਬਰਾਮਦਗੀ ਬਾਅਦ 2018 ‘ਚ ਰੱਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ।

ਉਨਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਤੋਂ ਬਾਅਦ ਸਬੰਧਤ ਮੁਲਜ਼ਮ ਨੇ ਆਪਣੀ ਨਵੀਂ ਫ਼ਰਮ ਪਲਾਟੀਨਮ ਹੈਲਥ ਕੇਅਰ ਆਪਣੇ ਸਾਲੇ ਸੰਦੀਪ ਗਰਗ ਵਾਸੀ ਸੋਲਨ ਦੇ ਨਾਮ ‘ਤੇ ਕੈਮਿਸਟ ਦਾ ਲਾਇਸੰਸ ਲੈ ਕੇ ਬਣਾ ਲਈ। ਪੜਤਾਲ ਦੌਰਾਨ ਇਹ ਸਾਹਮਣੇ ਆਇਆ ਹੈ ਕਿ ਉਸ ਵੱਲੋਂ ਪੰਜਾਬ ਭਰ ‘ਚ ਕਰੀਬ 70 ਲੱਖ ਗੋਲੀਆਂ, ਪ੍ਰਮੁੱਖ ਤੌਰ ‘ਤੇ ਅੰਮ੍ਰਿਤਸਰ, ਫ਼ਗਵਾੜਾ, ਹੁਸ਼ਿਆਰਪੁਰ ਤੇ ਬਠਿੰਡਾ ਵਗੈਰਾ ‘ਚ ਪਿਛਲੇ 10 ਮਹੀਨਿਆਂ ‘ਚ ਸਪਲਾਈ ਕੀਤੀਆਂ ਜਾ ਚੁੱਕੀਆਂ ਹਨ।

ਗੱਲਬਾਤ ਦੌਰਾਨ ਕਮਿਸ਼ਨਰ ਫੂਡ ਐਂਡ ਡਰੱਗ ਐਡਮਿਨਸਟ੍ਰੇਸ਼ਨ ਪੰਜਾਬ ਕੇ.ਐਸ. ਪਨੂੰ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਤਕਰੀਬਨ 16000 ਲਾਇਸੰਸ ਧਾਰਕ ਕੈਮਿਸਟ ਦਵਾਈਆਂ ਵੇਚ ਰਹੇ ਹਨ ਜਿਨਾਂ ਵਿੱਚੋਂ 117 ਦੁਕਾਨਦਾਰਾਂ ਵੱਲੋਂ ਪਾਬੰਦੀਸ਼ੁਦਾ ਦਵਾਈਆਂ ਵੇਚਦੀਆਂ ਪਾਈਆਂ ਗਈਆਂ ਹਨ, ਜਿਸ ਦੇ ਨਤੀਜੇ ਵਜੋਂ ਪਿਛਲੇ 5 ਮਹੀਨਿਆਂ ਦੌਰਾਨ 421 ਲਾਇਸੰਸ ਰੱਦ ਕੀਤੇ ਗਏ ਹਨ। ਉਨਾਂ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲੇ 15 ਕੈਮਿਸਟਾਂ ਨੂੰ ਪਹਿਲਾਂ ਹੀ ਦੋਸ਼ੀ ਠਹਿਰਾਇਆ ਜਾ ਚੁੱਕਾ ਹੈ ਅਤੇ 10 ਨੂੰ ਭਗੌੜੇ ਅਪਰਾਧੀ ਘੋਸ਼ਿਤ ਕੀਤਾ ਗਿਆ ਹੈ। ਉਨਾਂ ਦੱਸਿਆ ਕਿ ਇੱਕ ਵਾਰ ਲਾਇਸੰਸ ਰੱਦ ਹੋਣ ਤੋਂ ਬਾਅਦ ਕਿਸੇ ਵੀ ਕੈਮਿਸਟ ਨੂੰ ਨਵਾਂ ਲਾਇਸੰਸ ਜਾਰੀ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ।

ਗੁਰਪ੍ਰੀਤ ਦਿਓ ਨੇ ਦੱਸਿਆ ਕਿ ਅਜਿਹੀਆਂ ਗੈਰਕਾਨੂਨੀ ਕਾਰਵਾਈਆਂ ‘ਤੇ ਸਖ਼ਤ ਪਾਬੰਦੀ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਂਦਿਆਂ ਐਸ.ਟੀ.ਐਫ. ਨੇ 14 ਜੁਲਾਈ, 2019 ਤੱਕ 33,591 ਨਸ਼ਾ ਤਸਕਰਾਂ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨ ਦੇ ਨਾਲ ਨਾਲ 759.662 ਕਿਲੋਗ੍ਰਾਮ ਹੈਰੋਇਨ ਅਤੇ 17.881 ਕਿਲੋਗ੍ਰਾਮ ਸਮੈਕ ਬਰਾਮਦ ਕੀਤੀ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਐਸ.ਟੀ.ਐਫ. ਵੱਲੋਂ 97986.416 ਕਿਲੋਗ੍ਰਾਮ ਅਫ਼ੀਮ, 296.039 ਕਿਲੋਗ੍ਰਾਮ ਭੁੱਕੀ, 296.039 ਕਿਲੋਗ੍ਰਾਮ ਚਰਸ, 5474.671 ਕਿਲੋਗ੍ਰਾਮ ਗਾਂਜਾ, 755.126 ਕਿਲੋਗ੍ਰਾਮ ਭੰਗ, 0.726 ਕਿਲੋਗ੍ਰਾਮ ਕੋਕੇਨ, 10.06 ਕਿਲੋਗ੍ਰਾਮ ਬਰਫ਼, 344.884 ਕਿਲੋਗ੍ਰਾਮ ਨਸ਼ੀਲਾ ਪਾਊਡਰ, 117008 ਨਸ਼ੀਲੇ ਟੀਕੇ ਅਤੇ 16203651 ਨਸ਼ੀਲੀਆਂ ਗੋਲੀਆਂ/ਕੈਪਸੂਲ  ਜ਼ਬਤ ਕੀਤੇ ਗਏ ਹਨ।

ਉਨਾਂ ਦੱਸਿਆ ਕਿ ਐਸ.ਟੀ.ਐਫ. ਦੁਆਰਾ ਨਸ਼ਾ ਤਸਕਰਾਂ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਅਤੇ ਨਸ਼ਿਆਂ ਦੀ ਸਪਲਾਈ ਚੇਨ ਨੂੰ ਤੋੜਨ ਦੇ ਨਤੀਜੇ ਵਜੋਂ ਹੁਣ ਤੱਕ 27666 ਐਫ.ਆਈ.ਆਰਜ਼ ਦਰਜ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ। ਇਸਦੇ ਨਾਲ ਹੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਜਾਣ ਵਾਲੇ 100 ਤੋਂ ਜ਼ਿਆਦਾ ਵੱਡੇ ਨਸ਼ਾ ਤਸਕਰਾਂ ਦੀ ਪਹਿਚਾਣ ਕੀਤੀ ਗਈ ਹੈ।

ਉਨਾਂ ਦੱਸਿਆ ਕਿ ਕੈਦੀ ਨਸ਼ਾ ਤਸਕਰਾਂ ‘ਤੇ ਸਖ਼ਤ ਨਜ਼ਰ ਰੱਖਣ ਲਈ ਐਸ.ਟੀ.ਐਫ. ਵੱਲੋਂ ਜੇਲ ਵਿਭਾਗ ਨਾਲ ਵੀ ਤਾਲਮੇਲ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਨਾਰਕੋਟਿਕਸ ਕੰਟਰੋਲ ਬਿਊਰੋ ਦੇ ਸਹਿਯੋਗ ਨਾਲ ਸਰਹੱਦੀ ਜ਼ਿਲਿਆਂ ਵਿੱਚ ਸਾਂਝੇ ਆਪਰੇਸ਼ਨ ਚਲਾਏ ਜਾ ਰਹੇ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਵਿਸ਼ੇਸ਼ ਟਾਸਕ ਫੋਰਸ, ਜ਼ਿਲਾ ਪੁਲਿਸ ਅਤੇ ਹੋਰਨਾਂ ਏਜੰਸੀਆਂ ਨਾਲ ਨਜ਼ਦੀਕੀ ਤਾਲਮੇਲ ਜ਼ਰੀਏ ਕੰਮ ਕਰ ਰਹੀ ਹੈ ਤਾਂ ਜੋ ਪੰਜਾਬ ‘ਚੋਂ ਨਸ਼ਿਆਂ ਦੀ ਇਸ ਸਮੱਸਿਆ ਨੂੰ ਜੜੋਂ ਖ਼ਤਮ ਕੀਤਾ ਜਾ ਸਕੇ।

SSP takes prompt action; establish a Police Post in civil hospital

Fatehgarh Sahib, 15 July 2019: SSP Amneet Kondal who is known for taking prompt action in vital and essential matters again wins the confidence of the people by taking prompt action.

This time Amneet had set up a Police Post in civil hospital Fatehgarh Sahib to boost sense of confidence among the doctors and staff. It’s a significant and timely action which portrays her as decisive officer.

Three days ago, incidents of hooliganism and manhandling of staff on emergency duty was occurred at the premises of civil hospital Fatehgarh Sahib by relatives of a person, who was declared, brought dead in accident.

The  hospital staff kept the dead body in mortuary but the relatives demanded to hand over the dead body without post-mortem, as the doctors refused to oblige they were abused and physically assaulted.

Next morning the doctors brought the matter to the notice of Senior Medical Officer (SMO) and he took up the matter with Civil Surgeon. Delegation of medical officers led by Civil Surgeon called on Amneet Kondal SSP and she immediately ordered to set up a permanent police post there. ASI along with staff has been deputed and a room in emergency building has been given to them.

Earlier, the district police registered a case against six persons on the complaint of Dr Amanpreet Kaur, who was allegedly harassed and tortured. They were booked under Sections 353, 186, 160 and 149 of the IPC and Section 4 of the Medical Act.

Bir Devinder Singh former Deputy Speaker also took up this matter with district administration and demanded stern action.

Today a section of media persons held a meeting and condemned the registration of false against four journalists and later they submitted memorandum to SSP and DC demanding impartial inquiry in the matter.

Amneet Kondal SSP confirmed that a delegation had come to meet her and she told them that case has been registered after thorough inquiry and she has marked their memorandum to already constituted SIT of SP (Investigation), DSP Fatehgarh Sahib and Incharge Women Cell, who are looking after the case.

She said no one will be allowed to take law in his own hands, whosoever he may be.

ਸੰਸਥਾ ਦੇ ਉਪ ਪ੍ਰਧਾਨ ਅਰਸ਼ ਸੱਚਰ ਨੇ ਦੱਸਿਆ ਕਿ ਆਸਰਾ ਫਾਉਂਡੇਸ਼ਨ ਪਿਛਲੇ ਕਾਫੀ ਸਾਲਾਂ ਤੋਂ ਲੋਕ ਭਲਾਈ ਦੇ ਕੰਮਾਂ ਵਿਚ ਵੱਧ ਚੱੜ ਕੇ ਯੋਗਦਾਨ ਪਾ ਰਹੀ ਹੈ ਤੇ ਲੋੜਬੰਦ ਭੈਣ ਭਰਾਵਾਂ ਦੇ ਦੁਖੜੇ ਦੂਰ ਕਰਨ ਦੀ ਸੇਵਾ ਕਰ ਰਹੀ ਹੈ ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਅੱਜ ਦੇ ਕੈੰਪ ਵਿਚ 260 ਮਰੀਜ਼ਾ ਦੀ ਜਾਂਚ ਕੀਤੀ ਗਈ ਅਤੇ ਮੁਫ਼ਤ ਦਵਾਈਆਂ ਵੰਡੀਆਂ ਗਈਆਂ।

Campaign against drugs is underway with awareness programmes

Two women SHOs are strengthening the drive against drugs in district Sri Muktsar Sahib as well as their efforts are proving effective in the field of women empowerment.

Following the footsteps of SSP Manjit Singh Dhesi, SHO of Lakhewali police station Inspector Beant Kaur and SHO of Bariwala police station Sub-Inspector Rupinder kaur have started the participation of women on war against drugs.

Inspector Beant Kaur and Sub-Inspector Rupinder Kaur say that woman plays an important role in the family, even in society. Therefore, to prevent youth from drugs, woman should come forward in the war against drugs.

Under DAPO programme of Punjab Government, SHO Beant Kaur and Rupinder Kaur are contributing towards spreading awareness against drugs in their corresponding villages.

They are encouraging rural women, youth and old people to be part of this programme. Side by side, they make women aware regarding their legal rights against domestic violence, as well as they make women aware about Shakti App of Punjab police.

Their team showcases the movies against drugs to the youth so that they can realize the adverse effect of drugs.

Under this campaign household women are co-operating with SHOs to make people aware against drugs menace. Along with spreading awareness, SHOs warn people to take strict action against anyone found guilty under drug case.

Addressing the people in Chak Sherewala village, Beant kaur said that drugs have led to domestic violence, murders and more ever it is affecting the teenager that is why one should pay close attention to their children to keep them away from drugs because drugs are ruining the life of people.

Addressing in Madahar Kalan village, SHO Rupinder Kaur said that we must all stand together against drugs and should immediately inform the police, if anyone found selling the drugs and legal action should be taken against such people.

She said that instructions have been issued in villages to form committees to keep a close eye on drug smugglers. She ensures that soon they will put the board of drug free village, because their efforts are proving fruitful on drug war.

ਇਸ ਸਕੀਮ ਰਾਹੀਂ ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਕਿਸਾਨਾਂ ਨੂੰ ਛੇ ਹਜ਼ਾਰ ਰੁਪਏ ਸਾਲਾਨਾ ਵਿੱਤੀ ਸਹਾਇਤਾ ਦੇਣ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਕ ਕਿਸਾਨ ਵਜੋਂ ਉਸ ਨੂੰ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਇਸ ਸਕੀਮ ਅਧੀਨ ਛੇ ਹਜ਼ਾਰ ਦਾ ਵਿੱਤੀ ਲਾਭ ਮਿਲਣ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਹੈ।

ਲਾਭਪਾਤਰੀ ਕੋਲ ਖੇਤੀਯੋਗ ਜ਼ਮੀਨ ਹੋਣ ਸਬੰਧੀ ਤਸਦੀਕ ਪਟਵਾਰੀ ਨੇ ਕਰਨੀ ਹੁੰਦੀ ਹੈ ਪਰ ਪਟਵਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਪੰਜਾਬ ਅੰਦਰ ਪਟਵਾਰੀਆਂ ਦੀ ਗਿਣਤੀ ਪਹਿਲਾਂ ਹੀ ਬਹੁਤ ਘੱਟ ਹੈ, ਜਦਕਿ ਕੇਂਦਰ ਦੇ ਇਸ ਨਵੇਂ ਫੈਸਲੇ ਨਾਲ ਉਨ੍ਹਾਂ ’ਤੇ ਕੰਮ ਦਾ ਬੋਝ ਹੋਰ ਵਧ ਗਿਆ ਹੈ।

ਪਟਵਾਰੀਆਂ ਦੇ ਇਸ ਫੈਸਲੇ ਨਾਲ ਸਰਕਾਰੀ ਕੰਮਕਾਜ ਉਪਰ ਪਰਛਾਵਾਂ ਪੈਣਾ ਤਹਿ ਹੈ ਪੰਜਾਬ ਦੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਸਰਕਾਰ ਦੇ ਕਈ ਮਹਿਕਮੇ ਪਹਿਲਾ ਹੀ ਕੰਮ ਦੀ ਰਫਤਾਰ ਸੁਸਤ ਹੋਣ ਕਾਰਣ ਆਮ ਲੋਕਾਂ ਦੀ ਨੁਕਤਾਚੀਨੀ ਦਾ ਸਾਮਣਾ ਕਰ ਰਹੇ ਹਨ ਜਿਨ੍ਹਾਂ ਵਿਚ ਉਚੇਚੇ ਤੌਰ ਤੇ ਪੁਲਿਸ ਵਿਭਾਗ , ਸਥਾਨਕ ਸਰਕਾਰ (ਨਗਰ ਨਿਗਮ) ਵਿਭਾਗ ਤੇ ਮਾਲ ਮਹਿਕਮਾ ਸ਼ਾਮਿਲ ਹਨ ! ਇੱਥੇ ਇਹ ਵਰਣਯੋਗ ਹੈ ਜ਼ਿਲਾ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ ਜ਼ਿਲੇ ਵਿਚ 178 ਅਸਾਮੀਆਂ ਵਿਰੁੱਧ 38 ਪਟਵਾਰੀ ਕੰਮ ਕਰ ਰਹੇ ਹਨ ਜਿਨ੍ਹਾਂ ਵਿਚੋਂ 28 ਅਗਲੇ ਸਾਲ ਰਿਟਾਇਰ ਹੋ ਜਾਣੇ ਤੇ ਸਿਰਫ 10 ਪਟਵਾਰੀ ਰਹਿ ਜਾਣੇ ਹਨ

ਦੀ ਰੈਵੇਨਿਊ ਪਟਵਾਰੀ ਯੂਨੀਅਨ ਪੰਜਾਬ ਦੇ ਸੂਬਾ ਪ੍ਰਧਾਨ ਮੋਹਣ ਸਿੰਘ ਭੇਡਪੁਰਾ ਨੇ ਮੋਬਾਈਲ ਫੋਨ ਉਪਰ ਦੱਸਿਆ  ਕਿ ਬਾਈਕਾਟ ਦਾ ਇਹ ਫ਼ੈਸਲਾ ਯੂਨੀਅਨ ਦੀ ਰਾਜ ਪੱਧਰੀ ਮੀਟਿੰਗ ਵਿਚ ਲਿਆ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਪਟਵਾਰੀਆਂ ਦੀਆਂ 4716 ਅਸਾਮੀਆਂ ’ਚੋਂ 2100 ਅਸਾਮੀਆਂ ਖਾਲੀ ਪਈਆਂ ਹਨ।

ਉਨ੍ਹਾਂ ਦੀ ਮੰਗ ਹੈ ਕਿ ਇਹ ਅਸਾਮੀਆਂ ਭਰ ਕੇ ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ’ਤੇ ਕੰਮ ਦਾ ਬੋਝ ਘਟਾਇਆ ਜਾਵੇ। ਅਜਿਹਾ ਨਾ ਹੋਣ ਦੀ ਸੂਰਤ ਵਿਚ ਉਹ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਕਿਸਾਨ ਯੋਜਨਾ ਸਕੀਮ ਅਧੀਨ ਪੰਜਾਬ ਭਰ ਵਿਚ ਕਿਸੇ ਵੀ ਕਿਸਾਨ ਦਾ ਫਾਰਮ ਤਸਦੀਕ ਨਹੀਂ ਕਰਨਗੇ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਇਸ ਸਕੀਮ ਦਾ ਲਾਭ ਲੈਣ ਲਈ ਸਬੰਧਤ ਕਿਸਾਨ ਨੂੰ ਆਪਣੇ ਹਲਕੇ ਦੇ ਪਟਵਾਰੀ ਤੋਂ ਇਹ ਤਸਦੀਕ ਕਰਵਾਉਣਾ ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਉਸ ਕੋਲ ਖੇਤੀਬਾੜੀ ਵਾਲੀ ਜ਼ਮੀਨ ਹੈ।

IFS officers Geethanjali and Kalpana K shows the way

Bathinda, 12 July 2019: Punjab needs to focus on protection and upkeep of forests and wildlife. We need to conserve the forests and wildlife, not in the interest of biodiversity or nature, but for the interest of our future. If mankind needs to survive, we need to conserve nature’s biodiversity. That’s why our ancestors worshiped the forces of nature and lived harmoniously with nature. But, with growing development, life has become more mechanical and we don’t have much time to be think of such things. But, it’s our utmost duty to save nature for our future.

Two women IFS officers, M Geethanjali and Kalpana K DFO (Wildlife) Ferozepur have taken lot of efforts to save a sanctuary from decline. M Geethanjali has been recently transferred from wildlife to watershed. The Abohar Wildlife Sanctuary (AWS) is an open sanctuary, spread across private land in 13 villages. Groups of black buck, the native antelope, with their unique twisted horns, can be found wandering freely through these villages. It is spread in area of about 18,650 hectares.  Black Buck is regarded as a sacred animal by the Bishnoi community and they protect it religiously.   It is also the state animal of Punjab.

The sanctuary is serving as a home to several varieties of flora and fauna viz. Prosopsis spicigera, Acacia nilotica, Albizia lebbeck, Wild Boar, Hare, Blue Bull, Azadirachata indica, Porcupine, Jackal, etc.  It is said that there were a lot of tibbas in these areas which were the habitats of these wildlife. That’s why this area was declared as a wildlife sanctuary.

But now, the emphasis of the people here is more on agriculture and horticulture, more so with the availability of water and canal irrigation. Kinnow, cotton and other crops have taken over the khejri trees, native vegetation, wildlife and the tibbas. Problem seems to be compounded by the increasing number of stray cattle and stray dogs in these areas. They pose huge competition and threat to the wildlife in the area.

The sanctuary, being in the private area, earlier there was only miminum intervention by the department. They were doing only taking action against poaching with the help of Bishnois. Except for that, it seems it was the local people who were automatically taking care of the wildlife in their crop fields and habitations.

Quite recently, due to the loss of tibbas to agriculture, the sanctuary faces a great challenge and that’s where the officers and staff of the Forest and wildlife department are gearing up to face the new challenges. They say that the conservation in this sanctuary and the newly formed 4 community reserves cannot be done in isolation. Its people’s land and conservation needs to be done with their support.

Geethanjali, Kalpana and their staff have held a series of meetings with the community to understand the challenges of this area. Seeing the diverse nature of the problems here and after understanding that it’s difficult for the department to solve it alone, they have started taking help from the District Administration. The DC is taking fortnightly coordination meetings for this purpose with various departments.

Prominent social worker Gian Chand Bansal said “The Forest and Wildlife Department has launched massive awareness campaigns in the sanctuary and the community reserves and have convinced the people to remove the cobra wires from their fields which were hurting the wild animals very badly”.

Sukhwant Singh Brar Member AICC said “For the first time, the department has constructed a small rescue centre to treat the animals that get injured due to road accidents, cobra wires and dog bites”. It is serving a very useful purpose, he said.

Bathinda, 12 July 2019: Anurag Aggarwal IAS officer of 1990 batch has been posted as Principal Secretary Health and Family planning on Friday.

Anurag Aggarwal has been recently repatriated from central deputation.

During last 28 years, he worked in different positions with the Government of Punjab. He served as Deputy Commissioner in the districts of Ludhiana and Bathinda. He has been Project Director of several prestigious projects: World Bank project in secondary health care, Sarva Shiksha Abhiyan, UNDP Project in auto parts technology, National Rural Health Mission (NRHM).

He was CMD of Punjab State Transmission Corporation Ltd, MD of Punjab Infrastructure Development Board,Punjab State Industrial Development Corporation and Punsup, Punjab Civil Supplies Corporation, CMD of two Power Plants at Talwandi Sabo and Rajpura set up in PPP mode.

He has been Administrative Secretary of various Departments: Power, PWD, Transport, Welfare, Social Security, Excise & Taxation and Sports & Youth Affairs.

He has authored two books “Quest for secrets of the universe” and “Female Foeticide: Myth and Reality”.

Deepti Uppal IAS gets new posting

Bathinda, 11 July 2019:  Deepti Uppal IAS officer of 2011 batch gets new posting. She was on leave since last few months.

Punjab government today posted her as Addition Secretary Personnel and in addition Managing Director Punjab State Industrial Development Corporation in place of Neelima.  She is known for hardworking and determination.

Deepti Uppal was in limelight during her tenure as ADC at Kapurthala. During this period, she had regularly monitored the progress of almost all the ongoing projects in the rural and urban areas of the district and took a regular round of all the spots and pointed out the deficiencies to the implementing agencies.

She had also served as Chief Administrator Amritsar Development Authority and CEO of smart city Amritsar.

Another good feature of her functioning was her accessibility to the people. She heard the grievances and settled them on the spot as far as possible.

Fazilka, July 11:

Punjab Health & Family Welfare and Labour Minister Balbir Singh Sidhu today announced that expansion work of Suhelewal Minor with the cost of Rs13.52 crore will be completed soon in order to strengthen the irrigation system in the district Fazilka. He was presiding over the meeting of the District Grievance Redressal Committee here on Wednesday.

Giving further details, the Minister said that Rs.6.42 crore would be incurred on construction work, while Rs.7.10 crore will be spent for acquisition of land for the expansion of 11.55 cusec capacity Suhelewala Minor.

He said that after the completion of the project, this minor would irrigate thousand acres of land of the farmers of Suhelewala, Chakk Dhab, Khushal Joyian, Chakk Panjkohi, Chakk Kabarwala, Charkk Ghulam Rasoolwala, Chakk Balocha, Chakk Bahmani Wala villages of Jalalabad block.

Sidhu also directed the officers of the drainage department to complete the cleaning work of drains in Balluana assembly before monsoon. Minister was apprised about the negligence on the contractor’s level, after which he directed to black list the contractor and assign his work to another one for the time bound completion of cleaning work.

Sidhu said that Rs.5.05 crore of 5946 poor families have been adjusted in their electricity bills after the restoration of Power Bill Waiver Scheme. He said that 1908 beneficiaries of Fazilka block, 1874 of Jalalabad and 2164 beneficiaries of Abohar block have been given relief of Rs.1.86 crore, 1.49 crore and Rs.1.70 crore respectively.

It is pertinent to mention here that during last meeting, Sidhu had personally directed the officials of PSPCL to submit the detailed report in this regard.

The Minister asked Municipal Council officials to explore the feasibilities for setting up of 12 MLD capacity STP at Fazilka. On this issue, Deputy Commissioner Manpreet Singh Chhatwal apprised the minister that Fazilka city folks are wasting 12 MLD (Million litters per day) water as sewerage. He said that 8 MLD capacity old-technologies based STP is presently treating sewerage water of the city and its water is not useful.

Deputy Commissioner said that for setting up of ultra-modern technology based STP, approximately Rs.1.2 crore would be spent on setting up of 1 MLD STP. He said that Fazilka city needs 12 MLD capacity Sewerage Treatment Plant to 12 million litters of sewage water.

Sewerage Board, PWD and Mandi Board officials have faced the wrath of the Minster for not completing roads in Abohar after laying of sewerage pipes. Sidhu was informed that despite of laying of sewer pipes at the main road of DAV College Road, Abohar, road work in not being completed. Further sewerage work has been left between on the old Fazilka road Abohar city.

To redress the problem of stray animals in the district, he asked the district administration to accommodate more stray animals in government cattle pond, which is established on 15 acres of land. He was apprised that there are total 36 cattle ponds in the district, in which 11719 animals are being kept, while approximately 12646 animals are still wandering out.

Minister asked SSP Deepak hilori, Additional Deputy Commissioner (Development) Satish Chandra and District Rural Development and Panchayat Officer Ranjit Singh to evacuate common land of the villages. Apart from this, instructions were also given to submit detailed report on MGNREGA works in the next meeting.

During the meeting, the Minister also discussed other issues such as construction of new buildings for government offices in sub-division Jalalabad, establishment of Saadi Rasoi in Jalalabad, levelling of Burms along the roads, expansion of grain markets at Fazilka and Jalalabad,  progress of work for New Bus Stand Fazilka, potable water, sewage and traffic problem in Abohar, Bishnoi Memorial and setting up of one-stop Center in new district hospital, afforestation to mark the Prakash Purb of Sri Guru Nanak Dev Ji, Drug Menace etc.

District consumer court soon at Fazilka

Deputy Commissioner apprised the Health Minister that the case for setting up of consumer court in district Fazilka has been sent by the office of the Deputy Commissioner and District Sessions Court to the Food and Civil Supplies Department, Punjab, from where it will be sent to the Union Home Ministry for approval. The Minister said that he will discuss the issue with Food and Civil Supplies Minister and ensure the early establishment of the consumer court.
