Sultanpur Lodhi constituency show the way, sets up green polling station

Sultanpur Lodhi, 18 May, 2019: To promote eco-friendly theme, a green polling station has been established in 28 Sultanpur Lodhi assembly constituency of District Kapurthala.

It was conceptualized keeping in mind that the biggest need of the hour is to save the environment and the selected polling station no.109 at government senior secondary school, Paramjitpur has a very nice tree cover thus providing the much needed shade in the scorching summer season.

In addition to all the assured minimum facilities mandated by the election commission of India (ECI), in this polling station, water will be served in earthen pots and kullars; there shall be no use of plastic in any form.

The room where the polling will take place has been decorated with a theme centered round the cause of nature. “The each voter will be given a plant sapling to promote the cause of clean environment further” said SDM cum ARO Sultanpur Lodhi Navneet Kaur Bal.

DPS Kharbanda DC cum DEO appreciated the concept and said “It will give a strong message in today’s modern world when plastic is ruling homes and offices. This might be the beginning, he said.

Stage All Set for Smooth and Hassle Free Polls in Jalandhar

Stage was all set for the General Elections for the Jalandhar Parliamentary Seat as 18.15 lakh voters would decide the fate of 19 candidates who were in fray for the Lok Sabha seat.

Divulging the details, the Deputy Commissioner cum District Election Officer Jalandhar Varinder Kumar Sharma, Commissioner of Police  Gurpreet Singh Bhullar and Senior Superintendent of Police Navjot Singh Mahal, who sent the polling parties from the different centres today, said that there were 16,15, 171 voters in the district who would exercise their franchise in the polls.

Out of the total voters 201712 were in Phillaur assembly segment, 190436 in Nakodar, 178231 in Shahkot, 177877 in Kartarpur, 162979 in Jalandhar West, 166002 in Jalandhar Central, 183855 in Jalandhar North, 190302 in Jalandhar Cantt and 163777 in Adampur assembly segment.

They said that 8,41,845 male voters, 7,73,306 female voters and 20 third gender voters would cast their votes during the poll.

MORE THAN 23,000 POLL STAFF TO ENSURE THAT 18.15 LAKH VOTERS COULD DECIDE FATE OF 19 CANDIDATES

The Deputy Commissioner, Commissioner of Police and Senior Superintendent of Police said that elaborate arrangements have been made for the Lok Sabha polls as around 23,000 employees from the civil and Police department has been assigned various duties.

They said that 2329 polling parties have been deployed at 1863 polling booths of the district. The officers said that a total number of 9316 employees have been deputed as Presiding Officers (PRO), Alternate Presiding Officer (APRO) and Polling Officers (PO) for conducting the poll in a free, fair and transparent manner.

The Deputy Commissioner, Commissioner of Police and Senior Superintendent of Police further said that an approximate of 600 Micro Observers have been deployed for the polling day across the district at 439 locations. Similarly they said that a large number of Police employees too have been pumped into service for these polls.

The officers said that all the arrangements have been made to ensure that polling parties and voters were facilitated adding that adequate provision of furniture and potable drinking water would be ensured at the polling booths.

The Deputy Commissioner, Commissioner of Police and Senior Superintendent of Police said special provisions of wheelchairs, ramps, helpers and others would also be ensured at all the 1863 booths during the polling day on May 19 for the PWD voters.

Meanwhile, they called upon the election staff to perform their duty diligently so that people were able to cast their vote independently.

Finance Commission holds meetings with Finance Ministry

The Finance Commission held consultations with senior officials of the Ministry of Finance on Wednesday on the overall economic situation and key economic variables.  These discussions are credible to the ongoing work of the Commission to reach an appropriate conclusion on both the vertical and the horizontal devolution.  Apart from the Commission’s Chairman & Members Ajay Narayan Jha, Dr. Anoop Singh, the Finance Ministry were represented by  Subhash Chandra Garg Finance Secretary, Ajay Bhushan Pandey Revenue Secretary,  Girish Chandra Murmu, Expenditure Secretary, Dr. Krishnamurthy Subramanian Chief Economic Adviser, P C Mody Chairman CBDT, P.K. Das, Chairman CBIC and other senior officials of the Finance Ministry and the Finance Commission.

The Commission observed that the GDP numbers have somewhat fluctuated within the overall global trend which suggests continued high growth trend over the medium term. The Commission also noted that the revenue projections on the Direct Taxes are healthy though on Indirect Taxes, there have been periodic fluctuations. On the expenditure trend, there were discussions in regard to the rationalisation of the Centrally Sponsored Schemes in sync with the new life cycle, they being co-terminus with the Finance Commissions.

Detailed discussions have continued over the last few months with the Finance Ministry on the issues of the consequences of UDAY and 7th Pay Commission particularly in the context of the finances of the States.

The Finance Ministry presented before the Commission some preliminary views of the Government on the Financial Terms of Reference of the Commission.  The economic development in the last 5 years were analysed in detail with specific focus on Growth, Investments, Industrial Production, Banking and Payments, Inflation and Monetary Policy, External Sector, Medium Term Outlook.  The Ministry made its projections for 2018-19 and 2019-20 to the Commission along with its projections for the award period of the XVFC, which is 2020-21 to 2024-25.

The Finance Ministry gave some accounts and overviews of Receipt and Expenditure Forecast including a fiscal overview of XIVFC vs. XVFC both a percentage of GDP and as percentage of GRR.  They also made a resource forecast which included tax projections; and a comparative picture of tax growth and buoyancy.  The expenditure projections made by the Ministry included expenditure classifications and requirements; expenditure of the Central Government during the award period of the XIVFC and the expenditure requirements during the award period of the XVFC.

The Ministry and the Commission had a detailed discussion on fiscal management in which the Ministry put up a number of suggestions for consideration of the Commission.  Discussions were also held on GST issues, local body grants and population data.

The Commission is now awaiting the full Memorandum of the Government of India through Finance Ministry which is expected to be delivered soon.

Congress Candidate Raja Warring consolidates his position

Bathinda, 18 May 2019: The Congress candidate for Bathinda Lok Sabha constituency Amarinder Singh Raja Warring has consolidated his position in the urban and rural areas. The atmosphere has been truly electrified with the massive presence of crowds in the strong rally of the AICC General Secretary Priyanka Gandhi organized on last Tuesday in the city.

Though, there are two other candidates, PDAs Sukhpal Singh Khaira and AAPs Baljinder Kaur, but their influence has been seems to be truncated to only certain limits. Most of the supporters of AAP are seen in the camp of Sukhpal Singh Khaira, leaving AAP candidate far behind others. It is almost seems to emerge as a direct fight between SAD BJPs Harsimrat Badal and Congress Raja Warring.

Earlier, there was a perception that anti SAD BJP votes will be splintered between PDAs Khaira and AAP and SADs candidate Harsimrat Badal will gain, but the well planned campaign by the congress leadership has almost changed this opinion. The defection of AAP MLA Nazar Singh has also given a big setback to Sukhpal Khaira, who was emerging stronger.

The anti SAD BJP votes are now seemed to be leaning towards congress in the Bathinda Lok Sabha constituency. This consolidation of the anti-SAD BJP vote is what has given the congress candidate a hope for a big jump in its support and it is very much evident from the attendance of crowds that are joining the rallies and meetings of congress candidate Raja Warring. He has even attracted crowds in the one of the well nurtured constituency of the state .i.e. Lambi represented by Parkash Singh Badal. Even, Capt Amarinder Singh could not attract such enthused meetings in 2017 general elections in Lambi.

Raja Warring, who was earlier viewed as light weight candidate, has proved to be a “heavy weight” with his skills in oratory and an ability to connect with the people. He has a strong team of followers and his biggest advantage is his wife Amrita Warring who has emerged as a force to reckon with. She had addressed election meetings in more than 450 villages with her own team. When she took over the campaign, she was followed by 148915 followers on social media; now it has now increased and reached to 310646 followers which indicate her grown up popularity.

Whole family of Finance Minister Manpreet Singh Badal campaigned hard in the city to give Raja Warring an edge in the city.

Sensing the hype and buildup made by the congress candidate, Harsimrat Kaur Badal too changed her campaign with more dynamism. She had started a selfie campaign especially with woman voters to connect with them more closely.  She also managed the road shows of Hema Malini and Sunny Deol in the cities to counter the effects of Priyanka Gandhi’s visit. Former Chief Minister Parkash Singh Badal has also campaigned in the constituency for Harsimrat Badal during the last two days. All political pundits and observers are silent and nobody is ready to predict anything.

UNDRR confers Dr PK Mishra Add PS to Prime Minister with the prestigious Sasakawa Award 2019

United Nations Office for Disaster Risk Reduction (UNDRR) today conferred Sasakawa Award 2019 for Disaster Risk Reduction to Dr. Pramod Kumar Mishra, Additional Principal Secretary to Prime Minister of India. The award was announced today at the Award Ceremony during the ongoing 6th Session of Global Platform for Disaster Risk Reduction (GPDRR) 2019 at Geneva.

Dr. P. K. Mishra from India received the 2019 Sasakawa award in recognition of his long-term dedication to improve the resilience of communities most exposed to disasters and his personal commitment to social inclusion as a critical principle to reduce inequality and poverty, enhancing the safety net of the socially and economically marginalized.

The United Nations Sasakawa Award is the most prestigious international award in the area of Disaster Risk Management. It was instituted more than 30 years ago and is jointly organized by the UNDRR and the Nippon Foundation. A total grant of USD 50,000 is distributed among the winners which can be either organizations or individuals. The theme of the 2019 Sasakawa award was “Building Inclusive and Resilient Societies”. UNDRR received more than 61 nominations from 31 countries for the 2019 award.

During the day the Indian delegation attended Ministerial Roundtable discussions on ‘Risk Informed Investments & Economics of DRR’ and had a bilateral meeting with European Union on cooperation in India’s initiative on disaster resilient infrastructure.

A high-level Indian delegation led by Dr. P K Mishra, Additional Principal Secretary to PM and comprising  Kamal Kishore, Member, NDMA and Sanjeev Kumar Jindal, Joint Secretary (Disaster Management), Ministry of Home Affairs is attending the 6th Session of Global Platform for Disaster Risk Reduction (GPDRR) in Geneva, Switzerland from 13-17 May, 2019. GPDRR is a biennial multi-stakeholder forum established by the UN General Assembly to review progress, share knowledge and discuss the latest developments and trends in reducing disaster risk.

 

Water storage level of 91 major reservoirs of the country goes down by two percent

New Delhi, 18 May, 2019: The water storage available in 91 major reservoirs of the country for the week ending on May 16, 2019 was 35.99 BCM, which is 22% of total storage capacity of these reservoirs. This percentage was at 24 for the week ending on May 09, 2019. The level of water storage in the week ending on May 16, 2019 was 115% of the storage of corresponding period of last year and 105% of storage of average of last ten years.

The total storage capacity of these 91 reservoirs is 161.993 BCM which is about 63% of the total storage capacity of 257.812 BCM which is estimated to have been created in the country. 37 Reservoirs out of these 91 have hydropower benefit with installed capacity of more than 60 MW.

REGION WISE STORAGE STATUS:-

NORTHERN REGION

The northern region includes States of Himachal Pradesh, Punjab and Rajasthan. There are six reservoirs under CWC monitoring having total live storage capacity of 18.01 BCM. The total live storage available in these reservoirs is 8.54 BCM which is 47% of total live storage capacity of these reservoirs. The storage during corresponding period of last year was 16% and average storage of last ten years during corresponding period was 26% of live storage capacity of these reservoirs. Thus, storage during current year is better than the corresponding period of last year and is also better than the average storage of last ten years during the corresponding period.

EASTERN REGION

The Eastern region includes States of Jharkhand, Odisha, West Bengal and Tripura. There are 15 reservoirs under CWC monitoring having total live storage capacity of 18.83 BCM. The total live storage available in these reservoirs is 5.04 BCM which is 27% of total live storage capacity of these reservoirs. The storage during corresponding period of last year was 30% and average storage of last ten years during corresponding period was 25% of live storage capacity of these reservoirs. Thus, storage during current year is less than the corresponding period of last year but is better than the average storage of last ten years during the corresponding period.

WESTERN REGION

The Western region includes States of Gujarat and Maharashtra. There are 27 reservoirs under CWC monitoring having total live storage capacity of 31.26 BCM. The total live storage available in these reservoirs is 4.10 BCM which is 13% of total live storage capacity of these reservoirs. The storage during corresponding period of last year was 18% and average storage of last ten years during corresponding period was 22% of live storage capacity of these reservoirs. Thus, storage during current year is less than the storage of last year and is also less than the average storage of last ten years during the corresponding period.

CENTRAL REGION

The Central region includes States of Uttar Pradesh, Uttarakhand, Madhya Pradesh and Chhattisgarh. There are 12 reservoirs under CWC monitoring having total live storage capacity of 42.30 BCM. The total live storage available in these reservoirs is 11.44 BCM which is 27% of total live storage capacity of these reservoirs. The storage during corresponding period of last year was 25% and average storage of last ten years during corresponding period was 23% of live storage capacity of these reservoirs. Thus, storage during current year is better than the storage of last year and is also better than the average storage of last ten years during the corresponding period.

SOUTHERN REGION

The Southern region includes States of Andhra Pradesh, Telangana, AP&TG (Two combined projects in both states), Karnataka, Kerala and Tamil Nadu. There are 31 reservoirs under CWC monitoring having total live storage capacity of 51.59 BCM. The total live storage available in these reservoirs is 6.86 BCM which is 13% of total live storage capacity of these reservoirs. The storage during corresponding period of last year was 13% and average storage of last ten years during corresponding period was 16% of live storage capacity of these reservoirs. Thus, storage during current year is equal to the corresponding period of last year but is less than the average storage of last ten years during the corresponding period.

States having better storage than last year for corresponding period are Himachal Pradesh, Punjab, Gujarat, Uttarakhand, Madhya Pradesh, Karnataka and Tamil Nadu. States having equal storage than last year for corresponding period are Uttar Pradesh, Telangana and AP&TG (Two combined projects in both states) Andhra Pradesh and Telangana. States having lesser storage than last year for corresponding period are Rajasthan, Jharkhand, West Bengal, Tripura, Odisha, Maharashtra, Chhattisgarh, Andhra Pradesh and Kerala.

All thirteen Parliamentary Constituencies in Punjab to go to poll in 7th Phase of General Elections on Sunday, 19th May, 2019

Bathinda, 18 May: In the State of Punjab, 13 Parliamentary Constituencies (PCs) namely Gurdaspur, Amritsar, Khadoor Sahib, Jalandhar (SC), Hoshiarpur (SC), Anandpur Sahib, Ludhiana, Fatehgarh Sahib (SC), Faridkot (SC), Firozpur, Bathinda, Sangrur and Patiala will go to poll in a single phase i.e. the 7th Phase of General Elections, 2019.

The polling will take place on Sunday, 19th May, 2019 from 7 AM till 6 PM. Out of the 13 PCs, 9 are for General Category while 4 PCs – Jalandhar, Hoshiarpur, Fatehgarh Sahib and Faridkot are reserved for Scheduled Castes. A total of 278 Candidates are contesting for the 13 PCs out of which 24 are women.

The lowest number of contesting candidates are from Hoshiarpur (SC) (8 candidates) while the maximum number of candidates are contesting from Amritsar (30 candidates). A total of 23,213 polling stations have been set up in the State.

The State of Punjab has a total of 2,08,92,674 electors out of which 1,10,59,828 are male electors; 98,32,286 are female electors and 560 electors are from the third gender.
