ਪਟਵਾਰ ਯੂਨੀਅਨ ਦੇ ਪੰਜਾਬ ਪ੍ਰਧਾਨ ਮੋਹਨ ਸਿੰਘ ਭੇਡਪੂਰਾ ਤੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਧਾਨ ਗੁਰਤੇਜ ਸਿੰਘ ਪੱਕਾ ਨੇ ਐਤਵਾਰ ਨੂੰ ਬਠਿੰਡਾ ਪ੍ਰੈੱਸ ਕਲੱਬ ਵਿਚ ਆਪਣੀਆਂ ਮੰਗਾਂ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਧਿਆਨ ਵਿਚ ਲਿਆਉਣ ਲਈ ਇਕ ਪੱਤਰਕਾਰ ਮਿਲਣੀ ਕੀਤੀ ! ਉਨ੍ਹਾਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਭੇਜੇ ਮੰਗ ਪੱਤਰ ਵਿਚ ਦਰਜ ਮੰਗਾ ਵਾਰੇ ਆਪਣੇ ਵਿਚਾਰ ਸਾਂਝੇ ਕੀਤੇ !

ਪੰਜਾਬ ਪ੍ਰਧਾਨ ਮੋਹਨ ਸਿੰਘ ਭੇਡਪੂਰਾ ਨੇ ਇਸ ਸਬੰਧੀ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਪਟਵਾਰੀਆਂ ਨੂੰ ਇੱਕ ਸਕੇਲ ਦੇਣ ਦੀ ਬਜਾਏ ਵੱਖੋ ਵੱਖੋ ਗਰੇਡਾਂ ਵਿਚ ਵੰਡਿਆ ਹੋਇਆ ਹੈ।  ਜਿਸ ਕਾਰਣ ਇਕ ਜ਼ਿਲੇ ਵਿਚ ਕੰਮ ਕਰਦੇ ਪਟਵਾਰੀਆਂ ਦਾ ਦੂਜੇ ਜ਼ਿਲੇ ਵਾਲੇ ਪਟਵਾਰੀਆਂ ਨਾਲੋਂ ਤਨਖ਼ਾਹ ਵਿਚ ਕੋਈ 15000 ਹਜ਼ਾਰ ਰੁਪਏ ਦਾ ਫਰਕ ਪੈ ਜਾਂਦਾ ਹੈ ਜਦੋ ਕਿ ਅਹੁਦੇ ਦਾ ਰੁਤਵਾ ਤੇ ਕੰਮ ਇਕੋ ਹੀ ਹੈ !

ਮੋਹਨ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਸੀਨੀਅਰ ਜੂਨੀਅਰ ਸਕੇਲ ਦਾ ਅਸਰ ਬਠਿੰਡਾ ,ਤਰਨਤਾਰਨ ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਪਟਵਾਰੀਆਂ ਤੇ ਸਭ ਤੋਂ ਵੱਧ ਹੋਇਆ ਹੈ ! ਜ਼ਿਲਾ ਬਠਿੰਡਾ ਵਿਚ 1986 ਵਿਚ ਭਰਤੀ ਹੋਏ ਪਟਵਾਰੀ 55000 ਰੁਪਏ ਤਨਖ਼ਾਹ ਲੈ ਰਹੇ ਹਨ ਤੇ ਜ਼ਿਲਾ ਪਟਿਆਲਾ ਵਿਚ 1991  ਵਿਚ ਭਰਤੀ ਹੋਏ ਪਟਵਾਰੀ 700000 ਰੁਪਏ ਤਨਖ਼ਾਹ ਲੈ ਰਹੇ ਹਨ ! ਜਦੋਂ ਪੇ ਕਮਿਸ਼ਨ 2016 ਲਾਗੂ ਹੋਵੇਗਾ ਤਾਂ ਇਹ ਫਰਕ 30,000 ਤਕ ਪਹੁੰਚ ਜਾਵੇਗਾ!

ਮੋਹਨ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ “ਇਹ ਤਾਂ ਬਹੁਤ ਵੱਡੀ ਬੇਇਨਸਾਫ਼ੀ ਹੈ ਕੀ ਸੀਨੀਅਰ ਪਟਵਾਰੀ , ਕਾਨੂੰਗੋ , ਨਾਇਬ ਤਹਿਸੀਲਦਾਰ ਇਕ ਬਾਦ ਵਿਚ ਭਰਤੀ ਹੋਏ ਪਟਵਾਰੀ ਤੋਂ ਘੱਟ ਤਨਖ਼ਾਹ ਲਵੇ” !

ਉਨ੍ਹਾਂ ਨਵੇਂ ਨਿਯੁਕਤ ਹੋਏ ਪਟਵਾਰੀਆਂ ਦੀ ਤਨਖ਼ਾਹ ਵਿਚ ਵਾਧਾ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਤੇ ਦੱਸਿਆ ਕੀ ਇਨ੍ਹਾਂ ਨੂੰ ਸਿਰਫ 9750  ਰੁਪਏ ਮਹੀਨਾ ਹੀ ਮਿਲਦੇ ਹਨ ਜੋ ਕਿਰਾਏ ਭਾੜੇ ਵਿਚ ਹੀ ਖਰਚ ਹੋ ਜਾਂਦੇ ਹਨ !

ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ 1998 ਵਿਚ ਭਰਤੀ ਹੋਏ ਪਟਵਾਰੀਆਂ ਲਈ ਸੀਨੀਅਰ ਜੂਨੀਅਰ ਸਕੇਲ ਖ਼ਤਮ ਕਰ ਕੇ ਇਕਸਾਰ ਕਰਦੇ ਹੋਏ 3120 -5160 ਸਕੇਲ ਵਿਚ ਭਰਤੀ ਕਰ ਲਿਆ ਸੀ। ਇਸੇ ਤਰ੍ਹਾਂ ਉਦਯੋਗਿਕ ਸਿਖਲਾਈ ਸੰਸਥਾ ਵਿਚ ਇੰਸਟਰੱਕਟਰਾਂ ਨੂੰ ਏ ਗ੍ਰੇਡ ਅਤੇ ਬੀ ਗਰੇਡ ਵਿਚ ਵੰਡ ਦਿੱਤਾ ਗਿਆ ਸੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਇੱਕ ਸਕੇਲ ਦੇ ਦਿੱਤਾ ਗਿਆ

ਮੋਹਨ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕੀ ਇਸ ਸਮੇ ਪੰਜਾਬ ਵਿਚ ਪਟਵਾਰੀਆਂ ਦੀਆਂ 2100 ਅਸਾਮੀਆਂ ਖਾਲੀ ਹਨ ਤੇ 4716 ਅਸਾਮੀਆਂ ਵਿਰੁੱਧ 2600 ਪਟਵਾਰੀ ਕੰਮ ਕਰ ਰਹੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚੋ ਆਉਂਦੇ ਮਹੀਨਿਆਂ ਵਿਚ ਕਈਆਂ ਨੇ ਰਿਟਾਇਰ ਹੋ ਜਾਣਾ ਹੈ, ਜਿਸ ਨਾਲ ਵਰਕਲੋਡ ਵਿਚ ਵਾਧਾ ਹੋਵੇਗਾ ! ਇਸ ਕਮੀ ਨੂੰ ਦੂਰ ਕਰਨ ਲਈ ਸਰਕਾਰ ਨੂੰ ਨਵੀ ਭਰਤੀ ਦਾ ਇੰਤਜ਼ਾਮ ਕਰਨਾ ਚਾਹੀਦਾ!

ਮੋਹਨ ਸਿੰਘ ਨੇ ਜ਼ਿਲਾ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ ਦੀ ਮਿਸਾਲ ਦਿੰਦੇ ਹੋਏ ਦੱਸਿਆ ਕੀ ਉੱਥੇ 178 ਅਸਾਮੀਆਂ ਵਿਰੁੱਧ 38 ਪਟਵਾਰੀ ਕੰਮ ਕਰ ਰਹੇ ਹਨ ਜਿਨ੍ਹਾਂ ਵਿਚੋਂ 28 ਅਗਲੇ ਸਾਲ ਰਿਟਾਇਰ ਹੋ ਜਾਣੇ ਤੇ ਸਿਰਫ 10 ਪਟਵਾਰੀ ਰਹਿ ਜਾਣੇ ਹਨ !

ਮੋਹਨ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕੀ ਇਸੇ ਕਰਕੇ ਪਟਵਾਰੀਆਂ ਨੂੰ ਆਪਣੇ ਥੱਲੇ ਸਹਿਯੋਗੀ ਪਟਵਾਰੀ ਰੱਖ ਕੇ ਕੰਮ ਚਲਾਇਆ ਜਾ ਰਿਹਾ ਉਨ੍ਹਾਂ ਮੰਨਿਆ ਕੀ ਪਟਵਾਰੀਆਂ ਵਲੋਂ ਸਹਿਯੋਗੀ ਪਟਵਾਰੀ ਰੱਖੇ ਹੋਏ ਹਨ ਕਿਓਂਕਿ ਇਕ ਵਿਅਕਤੀ ਲਈ ਕਈ ਸਰਕਲਾਂ ਦਾ ਕੰਮ ਕਰਨਾ ਮੁਸ਼ਕਿਲ ਹੈ !

ਪ੍ਰਧਾਨ ਮੋਹਨ ਸਿੰਘ ਨੇ ਮੰਗ ਕੀਤੀ ਕਿ ਪਟਵਾਰੀਆਂ ਦੀਆਂ 2100 ਖਾਲੀ ਅਸਾਮੀਆਂ ਭਰੀਆਂ ਜਾਣ ਅਤੇ ਤਨਖ਼ਾਹ ਤਰੁਟੀਆਂ ਦੂਰ ਕਰਕੇ  ਉਨ੍ਹਾਂ ਦੀ ਤਨਖ਼ਾਹ 1/1986 ਤੋਂ 1365-2410 ਸਕੇਲ ਮੁਤਾਬਿਕ ਫਿਕਸ ਕੀਤੀ ਜਾਵੇ ਅਤੇ ਸਕੇਲ ਫਿਕਸ ਕਰ ਕੇ ਬਕਾਏ ਦਿੱਤੇ ਜਾਣ (ਵਿਸ਼ੇਸ਼ ਪੱਤਰਕਾਰ ਸੰਪਰਕ ਨੰਬਰ 9814313405)

Jalandhar, July 7 -In a bid to prevent water wastage and replenish the groundwater, the administration is set to install three rooftop rainwater harvesting systems in the district administrative complex.

The work on the installation of systems will begin next week as the soil and water conservation department have identified the locations in district administrative complex and the project will cost Rs 6.25 lakh.

Divulging the details, deputy commissioner Varinder Kumar Sharma said that the groundwater table has been depleting consistently in the district and all the ten blocks of the Jalandhar district have been declared overexploited.

He said that the rainwater harvesting systems will not only recharge the water but will also help to check the depleting water table.

He told the mostly the rainwater gets wasted in urban areas either go into the sewage or get evaporated which can be used to recharge the groundwater.

He added that Punjab Government led by Chief Minister Capt Amarinder Singh is making concerted efforts to save the groundwater depleting further either by plantation of saplings, increasing green cover, promoting maize and other crops, which use less water, drip irrigation or installing rainwater harvesting systems in the state.

Sharma exhorted the youths to become ambassadors of water conservation in their localities whey they live. He said that it is a collective duty for all of us to save this precious asset otherwise we would face dangerous consequences on the earth.

He said that the wastage of water must be stopped at any cost and requested the farmers and the general public to conserve water.

Soil and water conservation department Sub Divisional Officer (SDO) Lupinder Kumar said that apart from this, the department is also aiming to increase the area under drip irrigation which can save the groundwater up to 75 percent being used in the agriculture sector.

ਖਚਾ ਖਚ ਭਰੇ ਗੀਤਾ ਭਵਨ ਵਿਚ ਮੈਬਰਾਂ ਵਲੋ ਸਾਲ 2017—18 ਅਤੇ 2018—19 ਦੀ ਆਮਦਨ ਅਤੇ ਖਰਚ ਜੋ ਸਲਾਨਾ 7 ਕਰੋੜ ਰੁਪਏ ਤੋ ਉਪਰ ਹੈ ਸਰਬ ਸੰਮਤੀ ਨਾਲ ਪਾਸ ਕੀਤੀ ਗਈ।ਹਾਜਰ ਮੈਬਰਾਂ ਵਲੋ ਦੇਸ ਰਾਜ ਜਿੰਦਲ ਦੀ ਪਰਧਾਨਗੀ ਹੇਠ ਪਿਛਲੇ ਦੋ ਸਾਲਾਂ ਵਿੱਚ ਗਊ ਸ਼ਾਲਾ ਨੂੰ 7 ਫੁਟ ਉਚਾ ਚੁੱਕ ਕੇ ਨਵੀ ਬਣਾਉਣ, ਗੋਬਰ ਤੋ ਲੱਕੜ ਗਿੱਟੀ ਤਿਆਰ ਕਰਨ , ਮੰਦਰ ਦੀ ਉਸਾਰੀ ਮੁਕੰਮਲ , ਗਊਆਂ ਦੀ ਨਸਲ ਬਰਕਰਾਰ ਰਖਣ ਅਤੇ ਨਸਲ ਸੁਧਾਰ  ਆਦਿ ਦਾ ਜ਼ੋ ਕੰਮ ਕੀਤਾ ਗਿਆ ਹੈ ਉਸ ਦੀ ਬਹੁਤ ਸ਼ਲਾਘਾ ਕੀਤੀ ਗਈ ।

ਦੇਸ ਰਾਜ ਵਲੋ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬਾਦਲ, ਸਰੂਪ ਚੰਦ ਸਿੰਗਲਾ, ਬਲਵੰਤ ਰਾਏ ਨਾਥ ਮੇਅਰ, ਤਰਸੇਮ ਗੋਇਲ ਸੀਨੀਅਰ ਡਿਪਟੀ ਮੇਅਰ, ਗੁਰਬਿੰਦਰ ਕੌਰ ਮਾਂਗਟ ਡਿਪਟੀ ਮੇਅਰ, ਸਮੁੱਚੇ ਮਿਊਸਪਲ ਕਮਿਸ਼ਨਰ, ਸਾਰੀਆਂ ਰਾਜਸੀ ਪਾਰਟੀਆਂ , ਸ਼ਹਿਰ ਦੀਆਂ ਧਾਰਮਿਕ, ਸਮਾਜਿਕ ਅਤੇ ਸਵੈ ਸੇਵੀ ਸੰਸਥਾਵਾਂ ਅਤੇ ਸ਼ਹਿਰ ਨਿਵਾਸੀਆਂ ਦਾ ਧੰਨਵਾਦ ਕਰਦਿਆਂ ਆਪਣੇ ਆਹਦੇ ਤੋ ਅਸਤੀਫਾ ਦਿੱਤਾ । ਉਨਾਂ ਨੇ ਨਗਰ ਨਿਗਮ ਬਠਿੰਡਾ ਦੀ ਵੀ ਸ਼ਲਾਘਾ ਕੀਤੀ ਜਿੰਨਾਂ ਵਲੋ 1100 ਗਊਆਂ ਦੀ ਡਾਇਟ ਮਨੀ ਰੈਗੂਲਰ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ।

ਹਾਊਸ ਵਲੋ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਲਈ ਕੇਵਲ ਅਗਰਵਾਲ, ਪਵਨ ਮਾਨੀ, ਰਜਿੰਦਰ ਰਾਜੂ, ਅਨਿਲ ਭੋਲਾ, ਅਤੇ ਆਦਰਸ਼ ਪਾਲ ਗੁਪਤਾ ਨੂੰ ਚੋਣ ਅਬਜਰਬਰ ਬਣਾਇਆ ਗਿਆ । ਹਾਊਸ ਵਿਚੋ ਜਦੋ ਪ੍ਰਧਾਨਗੀ ਆਹੁਦੇ ਲਈ ਨਾਮ ਮੰਗੇ ਗਏ ਤਾਂ ਸਰਬਸੰਮਤੀ ਨਾਲ  ਦੇਸ ਰਾਜ ਜਿੰਦਲ ਦਾ ਨਾਮ ਪ੍ਰਵਾਨ ਕੀਤਾ ਗਿਆ

ਹਾਊਸ ਵਲੋ ਹਾਈ ਪਾਵਰ ਕਮੇਟੀ ਵੀ ਗਠਿਤ ਕੀਤੀ ਗਈ ਜੋ 2016—17 ਤੋ ਪਹਿਲਾਂ ਗਊੂਸ਼ਾਲਾ ਦੀ ਹਰੇ ਦੀ ਟਾਲ ਵਿਚੋ ਰਕਮ ਕੱਢ ਕੇ ਈਦ ਮੁਹੰਮਦ ਦੇ ਪ੍ਰੀਵਾਰ ਨੂੰ 7.50 ਲੱਖ ਰੁਪਏ ਦੇਣ, 8 ਲੱਖ ਰੁਪਏ ਦਾ ਕਬਾੜ ਖਰੀਦਣ, ਗਊਸ਼ਾਲਾ ਦੀਆਂ  ਦੁਕਾਨਾ ਦੀ ਪਗੜੀ ਦੀ ਰਕਮ  ਗਊਸਾਲਾ ਦੇ ਖਾਤੇ ਵਿਚ ਜਮਾਂ ਨਾ ਕਰਨ, ਗਊ ਸਾਲਾ ਦੀ ਦੁਕਾਨ ਸਾਬਕਾ ਪਰਧਾਨ ਵਲੋ ਆਪਣੇ ਰਿਸ਼ਤੇਦਾਰ ਨੂੰ ਬਹੁਤ ਘੱਟ ਕਿਰਾਏ ਤੇ ਬਿਨਾਂ ਲਿਖਤ ਦੇਣ ਆਦਿ ਬੇਜਾਬਦਗੀਆਂ ਦੀ ਪੜਤਾਲ ਕਰਕੇ ਕਾਰਵਾਈ ਕਰਨ ਦਾ ਵੀ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ।

ਦੇਸ ਰਾਜ ਨੇ ਦੱਸਿਆ ਕਿ ਗਊ ਬੰਸ਼ ਨੂੰ ਵਧੀਆ ਖੁਰਾਕ ਦੇਣ ਲਈ  ਜਲਦੀ ਹੀ ਗਊਸ਼ਾਲਾ ਵਿਚ ਕੈਟਲ ਫੀਡ ਪਲਾਂਟ ਲਗਾਇਆ ਜਾਵੇਗਾ।

Central team appointed under Jal Shakti Abhiyan visits Barnala

Barnala, July 6:

Block Nodal Officer Dr. Ishita G. Tripathi and Scientist Dr. Manish Gupta, members of central team appointed under Jal Shakti Abhiyan, held a meeting with officials of district administration Barnala and visited several places to review the situation on Saturday.

Speaking on this occasion, Dr. Ishita G. Tripathi said that the level of groundwater is being constantly depleting which has become a major concern for the Northern states and it is needed to be dealt with utmost sincerity.

Block Nodal Officer Dr. Ishita G Tripathi said that to common people should be make aware of this serious issue as they should start doing activities for water conservation. She said that besides this, the administration should to ensure installation of rain water harvesting projects on the rooftops of schools, offices and other institutions.

She added that special ponds for rain water harvesting should also be developed so that the rain water could be used for agriculture and other purposes. She also suggested that bore-wells should be dug at the suitable places for rain water harvesting and it should be ensured that only uncontaminated water reach in these bore-wells.

She also advised that the use of canal water should be encouraged for agricultural purposes to save ground water and timely cleaning and repair of rivers, drains and other water channels should be done.

Scientist Dr. Manish Gupta said that spreading awareness to conserve water would be the most impactful aspect of water conservation as a big share of drinking water was being wasted. He said that for plantation, low water consuming and native varieties of saplings should be encouraged.

Deputy Commissioner Tej Partap Singh Phoolka directed the officials present in the meeting to speed up efforts to achieve targets under the Jal Shakti Abhiyan within time limit. He said that special teams would also be set up to monitor the work being done under the campaign.

On this occasion, Additional Deputy Commissioner (G) Ruhee Dugg, ADC (D) Parveen Kumar, SDM Barnala Sandeep Kumar, SDM Karandeep Singh, Assistant Commissioner Dr. Karamjit Singh, EO Barnala Parvinder Singh Bhatti, Assistant Director Vijay Bhaskar, SDO Aushpreet Singh, District Education Officer (Secondary) Rajwant Kaur, Tehsildar Harbans Singh among several other officers were also present.

The ban imposed by Punjab Government on the plastic carry bags is being strictly enforced in Barnala district and special teams have been formed for routine checking. While elaborating, Deputy Commissioner Barnala Tej Partap Singh Phoolka said that around 300 kg banned plastic bags have been seized from Barnala district and 44 challans have also been issued since July 1.

Deputy Commissioner said that around 65 kg plastic bags have been seized today by the team of Municipal Council Barnala from local fruit and vegetable market. He said that MC Barnala has issued 10 challans and seized around 230 kg plastic bags within a week.

He said that MC Tapa officials have also issued 16 challans and impounded 30 kg plastic bags. He said that MC Bhadaur has issued 3 challans and seized 20 kg banned carry bags meanwhile, Nagar Panchayat Handiaya issued 15 challans and confiscated 20 kg plastic bags.

Tej Pratap Singh Phoolka said that besides becoming the major cause of littering, the plastic bags harm our society in many other ways. He said that plastic bags were becoming the main reason for the problem of choking of sewerage system.

He said that it takes several hundred years to dispose off properly under the soil which led to chronic diseases in humans and other living species as well. He said that citing these problems, the sale and use of plastic carry bags has been banned and the shopkeepers should also refrain from using them to avoid legal action.

Deputy Commissioner urged the district residents to make their contribution in keeping the environment neat and clean and they could also play a vital role in effectively implementing the ban imposed on the plastic. He said that instead of demanding plastic carry bags from the shopkeepers, they should use jute or cloth bags to fetch the goods from the market.
