ADC Kulwant exhorts students to act as ‘custodians of environment’

Underscoring the need for a clean, green and pollution free environment, the Additional Deputy Commissioner Kulwant Singh today exhorted the students to act as ‘custodians of environment’ for making Punjab a clean, green and pollution Free State.

Addressing the gathering after planting saplings during a district level function organized under the aegis of Tandarust Punjab Mission to mark World Environment Day here at the local Government Senior Secondary School Nehru Garden, the Additional Deputy Commissioner categorically said that it was the bounden duty of everyone in general and students in particular to make strenuous efforts for protecting the environment. Expressing concern over day-by-day increasing environmental pollution, Kulwant Singh said that all out efforts must be made to check the menace of pollution to save the mother earth. He asked the students to make a firm pledge for making concerted efforts to ensure that environmental pollution was checked at all costs.

The Additional Deputy Commissioner further said that along with checking environmental pollution, efforts need for be starting well planned plantation drives to check environmental degradation. He said that trees play a crucial role by conserving natural resources and improving the environment.

Kulwant Singh said that on this World Environment Day all of us should ponder that what our nature has given us since time immemorial adding that stupendous efforts need to be made by us protecting these valuable things.

Apprising the students about ‘Tandarust Punjab’, the Additional Deputy Commissioner said that it was a comprehensive mission, which was brainchild of Punjab Chief Minister Captain Amarinder Singh, to preserve and improve the quality of air, water and food in the state, thereby ensuring a good living environment for the citizens of Punjab. He said that the Mission has been conceived and planned meticulously for creating a healthy Punjab.

Kulwant Singh said that the primary aim of the Mission was to provide clean drinking water, improve air quality, and ensure production and consumption of unadulterated food products and to improve the physical and mental health of the people of Punjab.

The Additional Deputy Commissioner said that the mission envisages to build a healthy Punjab for achieving human excellence in a sustainable manner adding that a multi-pronged strategy has already been chalked out to achieve this goal.

He said that the Mission has focused on building awareness among the principal stakeholders, especially the residents of Punjab through comprehensive planning and activities.

Kulwant Singh called upon the students to come forward and play a leading role in make Punjab a clean, green, pollution free, healthy and progressive state.

On the occasion, the District Education Officer Harinder Pal Singh, Principal of School Gurinderjit Kaur and District Science Supervisor Tejinder Singh welcomed the Additional Deputy Commissioner to school premises.

Earlier, the Additional Deputy Commissioner planted a sapling in school. Likewise, he also distributed saplings to the students.

These words truly match with the persona of bold and beautiful Anindita Mitra an IAS officer of the 2007 batch of Punjab cadre. She has come up as a bureaucrat who needs no introduction. Excellence is not an act for her, but a habit.

After leaving a positive mark and noteworthy footprints of good governance and responsive administration as DC of Nawanshahr and Hoshiarpur, Anindita is continuing with her good performance as Director of Food, Civil Supply and Consumer Affairs besides Director of Information & Public Relations.

After taking over as Director of Food, Civil Supplies & Consumer Affairs, she took number of decisions which streamlined the functioning of the department.

She has been instrumental in initiating policies, which has not only saved hundreds of crores rupees of the state exchequer, but also earned applauses from the government of India for initiating such good measures. “It is a substantial amount which has been saved” says a senior officer, who is privy to these developments. He said “Earlier, It was a burden of Rs 1400 crore on the state exchequer, which has been brought down to just 400 crores owing to the new policies framed by the department”. She is one of the architects of the new policies approved by the government, disclosed the senior officer.

“She had burnt the midnight oil to get prepared and put into operation these policy changes” said another officer of the department. He said “Her day begins at 6 am in the morning, when messages start pouring in on our cell phones and it ends in meetings, sometimes till 9 pm late nights”.  Her top agenda is always, how to implement the decisions at the earliest, he said.

Anindita Mitra has also streamlined the internal functioning of the department of Information and Public Relation.  Time schedules have been fixed for each task. “Regular monitoring is taking place to analyze the performance for achieving fixed goals under the action plan” disclosed one senior officer of the DIPR office.

A Wonderful Role Model & Woman of Substance

One senior woman officer in the secretariat told APS Brar that “Though she is little bit erratic by nature, one day she is friendly and next day she may ignore you, but she is one of the best and a wonderful role model”. She is self-reliant, ambitious and pursues her goals with passion. A woman who attains power with her own efforts and makes her identity in the society is surely a woman of substance, added the senior woman officer.

Nakodar SDM initiates Plantation Drive in Sub Div Complex

Nakodar, June 5: Nakodar Sub Divisional Magistrate Amit Kumar Panchal today started a plantation drive in the sub-divisional complex on eve of World Environment Day under ‘Tandarust Punjab’ Mission.

Initiating the drive, the Sub Divisional Magistrate underscored the need for planting more and more trees to enhance the green cover in the district. He said that it was the bounden duty of everybody to make stupendous efforts for protecting the environment.

Panchal said that trees play a crucial role by conserving natural resources and improving the environment. He said that it is high time for the people to come forward and join the hands with the administration for planting saplings and upkeep them properly to enhance the green cover in the district.

He claimed that it is the duty of each person to protect the environment for giving a better future to the next generations by planting saplings.

Sub Divisional Magistrate said that the sole aim of the drive was to ensure maximum green cover in the district through the planting of trees.

He said that ‘Tandarust Punjab’ was a comprehensive mission to preserve and improve the quality of air, water, and food in the state, thereby ensuring a good living environment for the citizens of Punjab.

Panchal exhorted the officers and employees of the government departments that each one of them must plant maximum saplings to enhance green cover in the district.

World Environment Day celebrated at 11 different villages by Sangrur Forest Division.

Sangrur, 5 June 2019: World Environment Day was celebrated today at 11 different places by the Sangrur Divisional Forest office.

DFO Sangrur Monika Devi said “We have celebrated the event at eleven different villages in the division to inspire the people to save the environment by planting 550 plants in each village”. It’s a part of the mission 550 of Tandurast Punjab, she said.

Deputy Commissioner Ghanshyam Thori launched the event at village Bahadurpur by sapling plants. Large number of villagers took part in the events at all the places.

Deputy Commissioner Tej Partap Singh Phoolka launched the event at village Kot Dhunaa in Dhanaula range in Barnala district.

Abohar, 5 June 2019: World Environment Day is celebrated on 5th June every year; this day was created to inspire the people across the world for the active participation to save the natural environment.The different kinds of exhibits and displays to promote environmental awareness in many different ways are organised on this day. World Environment Day is hosted every year in different cities by forest wild life department and other organisations.

Abohar Forest range of Ferozepur (Wildlife) division today organised an event at the Abohar Sanctuary. All staff members along with wildlife range officer Malkeet Singh participated. They carried out tree plantation in the area.

Divisional Forest officer (Wildlife) Ferozepur Kalpana K IFS said “We will organise another function in Harike tomorrow to celebrate the world environment day. It’s part of the events to be organised to spread the message about the importance of planting more trees and protection of the existing trees”.

Acting on CMs orders, Files challan against accused within a week

Acting quickly on the orders of Chief Minister Captain Amarinder Singh, the Punjab Police on Tuesday filed the chargesheet against the accused in the Dhuri school minor rape case, within a week of the incident that had sent shock waves across the state.

The challan was filed in the court of Sessions Judge Sangrur today, immediately after the DNA test report on accused Kamal Kumar was received from FSL Mohali in the case (FIR No. 95 dated 26.05.2019 u/s 363,376,376AB,201IPC,6,21(2) POCSO Act 2012 and u/s 75 Juvenile Justice Act. 2015 PS CITY DHURI).

Kamal Kumar was arrested on May 26, soon after the Dhuri police received a complaint from Civil Hospital Dhuri regarding the sexual assault of a 5-year-old school girl. ASI Malkit Singh reached the hospital and on the statement of victim’s father, a case was promptly registered under u/s 363,376 and 6 POSCO Act, 2012. Medical examination of the victim was carried out and her swab samples, blood samples, clothes etc were sent to the FSL Mohali.

Meanwhile, given the gravity of the crime, SHO PS City Dhuri SI Ravinder Kaur took over the investigation and added sections 376AB and 21(2) POCSO Act 2012 to the FITR. Kamal Kumar, who was arrested the same day, was remanded to police custody the next day, when members of the school Management – Tarsem Chand, Jiwan kumar Jain and incharge of the school Babita Rani, were also arrested.

A Special Investigation Team (SIT) headed by SP (PBI) Gurmeet Singh P.P.S with members DSP (SD Dhuri) Mohit Kumar Agarwal PPS, INSP. Gurmeet Kaur ( Incharge Police Training School, Police Line Sangrur), SHO PS City Dhuri and SHO PS SDR Dhuri was formed under the supervision of SSP Sangrur.

During investigation, SIT added offences U/S 201 IPC, 75 Juvenile Justice ACT 2015- On 28.05.2019 INSP.

The SIT obtained one day police remand of the Management members and also visited the crime scheme. A site map was prepared and DVR of the school’s CCTV cameras and various documents were taken into police custody, along with the victim’s clothes, birth record, admission record, parent-teacher meeting record etc. The mobile phone of the accused was also taken into custody, and the DVR and the phone were sent to State Cyber Cell, Mohali for forensic analysis

DC Thori reviews flood control arrangements, direct department to maintain coordination

Rs 1.61 crore to be spent to clean the rain drainage system : DC Thori

The Deputy Commissioner Sangrur Ghanshyam Thori has directed the officials of the drainage department to complete the work of cleaning all the seasonal drains and road gullies under the Sangrur district so that any damage due to floods during the rainy season can be avoided.

While reviewing the arrangements in the District Administrative Complex, the Deputy Commissioner Thori said that under the district Sangrur to clean sarkanda, weed, filth from Lehragaga Link Drain, Lehragaga Main Drain, Baliya Drain, Ladal Link Drain, Bareta Drain, Sirhind Chow, Bhagwanpura Link Drain, Dhuri Drain, Bhagwanpura Outfall Drain and Bahadur Singh Wala Drain, the total cost would be Rs. 1.61 crore.

He said that after the completion of the tender process for the cleaning of these drains, cleanliness works have been started in the villages of Lehragaga Link Drain, Lehragaga Main Drain, Bareta Drain, Dhuri Drain and Bahadar Singh Wala, at a cost of Rs 1.16 crores.

The Deputy Commissioner directed the concerned authorities to complete the work of cleaning the rest of the drains and gullies in the timely manner. He said that any kind of negligence at the departmental level would not be tolerated.

Thori directed that the flood control room in Khanauri, which is open 24 hours, will be kept in close coordination with the State Flood Control Room and the District Administration.

He said that District Level Control Room would be set up at District Administrative Complex at Sangrur and one subdivision room would be operational in each sub division.

Deputy Commissioner also directed the all district SDMs to keep reviewing the ongoing works of the rivers, rain water drains in their respective areas.

During the review meeting, he said that hospitals should maintain medical facilities and sufficient stock of medicines.

Thori also said that all the bridges in the district should be constantly checked and it should be ensured that there is no flood situation due to increased water level anywhere.

Apart from this, he directed the officers of the forest department and municipal councils to remove the trees immediately if any falls.

The Deputy Commissioner ordered to keep all the necessary machinery during monsoons including boats, cranes, tankers and director concerned to immediately remove the stagnant water beneath the underpasses with the help of pumps.

He directed that the boats and experienced swimmers lists should be made in advance to meet any kind of urgency.

Area under vegetable cultivation is on the rise in Bathinda: DC B.Srinivasan

291 hectare area under different vegetables increased in 2019

Bathinda, 4 June: The area under vegetable cultivation is continuously on the rise in district for the past four years. As compared to the previous year’s 3065 hectares, this year too it has increased to 3356 hectares and hence it witnessed an increase of 291 hectares rise in the area of vegetables in the district.

Giving the credit of increase in this area to the Department of Horticulture, Bathinda Deputy Commissioner B.Srinivasan said that the rising area under different vegetables for past four years is an achievement and its credit goes to the officials of the Horticulture Department.

He said that people in the urban and rural areas are regularly made aware of the benefits of growing vegetables in not only agricultural fields but also at the rooftops or small farms of urban areas.

He pointed out that the camps organized by the department, with the help of the district administration proved instrumental in adding up the area of vegetables every year.

Divulging more details about the increase in area under vegetables, Deputy Director of Horticulture Department Dr. Darshan Pal said that awareness camps wherein people are made aware of the advantages of growing vegetables in urban and rural areas are organized every month.

He said that three camps are organized in the month of May this year across the district. Apart from creating awareness about vegetables, farmers were also sensitized about the poor consequences of burning the wheat and paddy stubble in their fields.

He said that the number of people who wish to grow their own vegetables at their rooftops or in small farms too has increased in the district. As per the official data the number of people growing vegetables on rooftops and in small farms is around 4000 in the district.

He said that the total area under vegetables in the district is 8036 hectares out of which maximum area 4680 hectare is under the potatoes, 532 hectare is under the vine crops, 415 hectare is under the root crops, 354 hectare is under onion, 310 hectare is under the green chili, 259 hectare is under the garlic, 288 hectare is under the tomatoes, 252 hectare is under cauliflower, 212 hectare is under the ladyfinger, 190 hectare is under peas, 174 hectare is under brinjal, 162 hectare is under cabbage and 134 hectare is under capsicum in Bathinda district.

Commissioner of Police Jalandhar Gurpreet Singh Bhullar, Additional Deputy Commissioner Kulwant Singh and Senior Superintendent of Police Navjot Singh Mahal today said that the administration would adopt a three pronged strategy of enforcement, de-addiction and rehabilitation to wipe out the menace of drugs from Jalandhar.

Presiding over a review meeting of Drug Abuse Prevention Officer (DAPO) program here on Monday at the District Administrative Complex, the Commissioner of Police, Additional Deputy Commissioner said that under this strategy the focus would be laid on cutting the supply line of drugs by ensuring effective enforcement of law.

They said that the de-addiction and detoxification of the drug addicts would also be ensured in government de-addiction centres. They said that similarly the drug dependents who were shunning this would also be provided opportunity for rehabilitation by chalking out a concrete action plan.

The Commissioner of Police, Additional Deputy Commissioner said that the main thrust was to ensure that Jalandhar was made free from this curse. They said that no stone would be left unturned for this noble cause and the efforts to eliminate this scourge would be made on war footing.

The officers said that the state government led by Punjab Chief Minister Captain Amarinder Singh was following a zero tolerance policy against drugs in the state and administration was duty bound to implement it in right earnest.

Soliciting fulsome support and cooperation from the various walks of people for making anti-drug mass mobilization DAPO program a huge success, the officers said that this 360 degree comprehensive strategy was aimed at wiping out the curse of drug completely.

They said that perhaps for the first time in the globe a serious effort has been made to check the demand of drugs by motivating the people to be partners in this cause.

They said that the DAPO scheme aims at channelizing the anti-drug sentiment, which was all pervasive amongst every citizen of the state, except the drug addicts.

They said that drug addicts were not criminals and were infact victims, which need to be brought into the main fray through this initiative. They said that drug addicts could be reformed well by detoxification through the government drug de-addiction centres in local civil hospital and Nurmahal.

Likewise, they said that that besides these two centers Outpatient Opioid Assisted Treatment (OOAT) centers were also operational in Jalandhar, Phillaur and Nakodar where outdoor health care services were being imparted to the patients suffering from drug addiction.

They said that DAPO program aims at persuading the addicted youth to take proper treatment so that they could also lead a normal life like others and contribute immensely in socio-economic growth of the state.

On the occasion, Additional Deputy Commissioner Jasbir Singh, Deputy Commissioners of Police PBS Parmar and Gurmit Singh, Additional Deputy Commissioners of Police Ms. D Sudharvizhi and Sachin Gupta, Sub Divisional Magistrate Paramvir Singh and others were also present.

In consonance with its commitment to provide responsive and effective Police system to the people, the Jalandhar Commissionerate Police took a unique initiative to resolve the pending complaints of people on Monday.

As per the guidelines of the Commissioner of Police Gurpreet Singh Bhullar the camp was conducted in the City-I area of the Police Commissionerate by Additional Deputy Commissioner of Police Ms. D Sudharvizhi.During these special camps 200 complaints of the people regarding various issues were resolved by the Police officers on the spot.

Divulging the details, the Commissioner of Police said that this step was aimed at resolving the old pending issues of the people besides strengthening Police-public connect by offering good services to the people.

He said that apart from ensuring good, effective and responsive policing to the masses, the step was also focused on instilling a sense of confidence and trust amongst thepeople by resolution of their complaints as per their satisfaction. Stressing the need for humane face of Commissionerate Police,

Bhullar said that the Police must behave like thorough professionals besides being people friendly, stern and effective while discharging our duties of investigation and general policing.

The Commissioner of Police said that the responsibility of Police force to maintain law and order was manifold adding that resolving the problems and complaints of people should also be accorded top priority, for which more these camps would be held in future.

Bhullar said that the role of police in today’s social scenario requires skills not only to maintain law and order but also to deal with problems arising out of rapid socio economic, socio-political and socio-cultural changes.

Recalling the stupendous services rendered by the state Police during the black days of terrorism in Punjab, he said that Commissionerate Police would uphold this glorious tradition by serving the people in right earnest.
